Rules of filing of application about provision of lump sum payment for the account of means of the maternity (family) capital and procedure for its implementation

1. These rules determine procedure for filing of application about provision of lump sum payment for the account of means of the maternity (family) capital (further - lump sum payment) persons who received according to the Federal Law of December 29, 2006 No. 256-FZ "About additional measures of the state support of the families having children" (The Russian Federation Code, 2007, No. 1, Art. 19; 2008, No. 30, Art. 3616; No. 52, Art. 6243; 2010, No. 31, Art. 4210; 2011, No. 1, Art. 52; No. 27, Art. 3880; No. 47, Art. 6608; 2012, No. 31, Art. 4322; 2013, No. 23, Art. 2886; No. 27, Art. 3477; 2014, No. 26, Art. 3377; No. 30, Art. 4217; 2015, No. 10, Art. 1424; No. 14, the Art. 2008) the state certificate on the maternity (family) capital (further respectively - persons who received the certificate, the certificate) living in the territory of the Russian Federation and also procedure of lump sum payment to these persons.

2. For receipt of lump sum payment of person, received the certificate, personally or representatives of persons who received the certificate (further - representatives) having the right to address to territorial authority of the Pension Fund of the Russian Federation at the place of residence, the place of stay or actual accommodation with the statement for provision of lump sum payment (further - the statement) irrespective of the term which expired since birth (adoptions) of the second, third child or the subsequent children, but no later than March 31, 2016 if the right to additional measures of the state support according to the Federal Law of December 29, 2006 No. 256-FZ "About additional measures of the state support of the families having children" arose (arises) till December 31, 2015 inclusive.

3. The application is submitted with production of documents (their copies which fidelity is attested in accordance with the established procedure):

c) confirming account details in credit institution, opened on person who received the certificate or the representative of the minor child (bank deposit agreement (accounts), the certificate of credit institution of account details and other documents containing data on account details);

d) confirming acquisition by minor child(children) of capacity to act in full before attainment of majority (the marriage certficate, the decision of guardianship and custody body or the judgment about the announcement of the minor sui juris) - in case of filing of application by minor child(children).

4. The application can be directed to territorial authority of the Pension Fund of the Russian Federation by mail by the method allowing to confirm the fact and date of departure.
