1. Approve the enclosed Rules of the organization of the centralized biddings by electrical energy.

2. To provide to department of power industry of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction on official publication of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of the centralized biddings by electrical energy

Chapter 1. General provisions

Paragraph 1. Conceptual framework

1. Rules of the organization of the centralized biddings are developed by electrical energy (further - Rules) according to the subitem 293) of Item 15 of the Regulations on the Department of Energy of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of September 19, 2014 No. 994, and determine procedure for the organization of the centralized biddings by electrical energy.

2. In these rules the following basic concepts are used:

1) method of the biddings on advance in price – method of carrying out the centralized biddings in which transaction price is determined by the prices of purchasing requests starting with the highest;

2) personal account – the digital workplace of the subject of the wholesale market of electrical energy and the single purchaser of electrical energy in electronic system of trade provided by the operator of the market of centralized trade in the form of specialized access;

3) the mayningovy price – the price determined by results of the centralized biddings by electrical energy for digital mayner on which the subject of the wholesale market of electrical energy performing activities for digital mining at the corresponding o'clock buys electrical energy from the single purchaser of electrical energy;

4) transaction price – the price of electrical energy determined during the centralized biddings by electrical energy for power making the organizations;

5) the request for training – the written address of the subject of the wholesale market of electrical energy about intention of training of the personnel in work in electronic system of trade with indication of type of the centralized biddings by electrical energy;

6) the employee of operator of the market of centralized trade – the ranking officer of the operator of the market of centralized trade of electrical energy, competent to organize and hold the centralized auction electrical energy and all processes connected with it;

7) the ranged schedule – the ordered list of requests of bidders at the prices declared in them;

8) trading session – process during which submission of requests by bidders for participation in trading session is performed;

9) the application for participation in trading session is the information created by the bidder in electronic system of trade for participation in the centralized biddings for the purpose of purchase (sale) of electrical energy containing the prices, amounts of electrical energy and technical parameters;

10) the notification on results of the biddings – the document developed by the operator of the market of centralized trade constituted by results of the held centralized auction by electrical energy;

11) the bidder – the subject of the wholesale market of electrical energy of the Republic of Kazakhstan who signed the agreement of participation in the market of centralized trade by electrical energy and registered by electronic system of trade of the operator of the market of centralized trade;

12) the operator of the bidder – the ranking officer of the bidder who was trained by the operator of the market of centralized trade on work in electronic system of trade and having access to electronic system of trade competent to enter information connected with participation in the centralized biddings by electrical energy;
