About approval of requirements to execution of the concept of creation of special economic zone

According to Item 1 of article 7 of the Law of the Republic of Kazakhstan of July 21, 2011 "About special economic zones in the Republic of Kazakhstan" PRIKAZYVAYU:

1. Approve the enclosed requirements to execution of the concept of creation of special economic zone.

2. To committee on investments of the Ministry for Investments and Development of the Republic of Kazakhstan (Hairov E. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Requirements to execution of the concept of creation of special economic zone

1. General provisions

1. These Requirements to execution of the concept of creation of special economic zone are developed according to Item 1 of article 7 of the Law of the Republic of Kazakhstan of July 21, 2011 "About special economic zones in the Republic of Kazakhstan" and are used in case of development of the concept of creation of special economic zone (further - SEZ) the central or local executive bodies, the legal entities interested in creation of SEZ.

2. Execution of the concept of creation of SEZ shall conform to the following requirements: contain such data as the creation purposes, the location, priority types of activity, information on potential members of SEZ, the analysis of the current economic situation of the respective region and the predicted effect on economy of creation of SEZ.

2. Structure of the concept

1. The structure of the concept of creation of SEZ contains the following Sections:

1) introduction;

2) geographical placement of SEZ;

3) purposes and tasks of creation of SEZ;

4) analysis of the current economic situation of the region and world economy;

5) priority types of activity of SEZ;

6) potential members of SEZ;

7) positive effect on regional economy of creation of SEZ.

4. In the Section "Introduction" the name SEZ and the basis of its creation are described.

5. In the Section "Geographical Placement of SEZ" the area, location and cartographic schemes characterizing provision of the parcels of land on which creation of SEZ, in scale 1:20000 and 1:100000 is planned are reflected.

6. In the Section "Purposes and Tasks of Creation of SEZ" the purposes and tasks of the created SEZ coordinated to geographical location of SEZ, available natural and manpower, possible interests of foreign investors and another necessary for development of SEZ by economic, social and geographical factors are reflected.

7. In the Section "Analysis of the Current Economic Situation of the Region and World Economy" are reflected:

1) the main social and economic features of the region in which creation of SEZ is supposed;

2) security with infrastructure, the investment components and other indicators characterizing expected location of SEZ;

3) the analysis of current status of industries of the region on priority types of activity;

4) the analysis of current status of world economy with coordination to priority types of activity of the created SEZ;

5) main premises of placement of SEZ and competitive geographical and economic advantages of the region.

8. In the Section "Priority Types of Activity of SEZ" the core activities answering to the purposes of creation of SEZ which will be performed in the territory of SEZ are specified.

Specific reasons for feasibility of implementation of these or those activities in the territory of SEZ are given in this Section.

9. In the Section "Potential Members of SEZ" the forms of business of the organization applying for implementation of activities in the territory of SEZ and also self-produced availability, work experience on priority types of activity are specified.

10. In the Section "Positive Effect on Regional Economy of Creation of SEZ" expected results of functioning of SEZ are stated. These results are stated proceeding from results of goal achievement of creation of SEZ and features of the region in the territory of which it is supposed to create SEZ.
