1. Approve the enclosed Rules of accreditation of the expert organizations on implementation of activities for audit in the field of fire safety.

2. (Petrov V. V.) to provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order, its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of accreditation of the expert organizations on implementation of activities for audit in the field of fire safety

Chapter 1. General provisions

1. These rules of accreditation of the expert organizations on implementation of activities for audit in the field of fire safety (further - Rules) are developed according to subitem 70-30) of Item 1 of article 12 of the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection" and the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" and determine procedure for accreditation of the expert organizations on implementation of activities for audit in the field of fire safety.

2. Accreditation of the expert organizations on implementation of activities for audit in the field of fire safety is performed by department of authorized body in the field of civil protection.

Chapter 2. Procedure for rendering the state service in accreditation of the expert organizations on implementation of activities for audit in the field of fire safety

For receipt of the certificate of accreditation of the expert organizations on implementation of activities for audit in the field of fire safety (further – Accreditation) legal entities and physical persons (further – uslugopoluchatel) submit to Committee of fire service of the Ministry of Emergency Situations of the Republic of Kazakhstan (further – the service provider) the statement for accreditation on implementation of activities for audit in the field of fire safety in electronic form according to appendix 1 to these rules through the web portal of "the electronic government" in information system "The state E-licensing database (further – the Portal).

The list of the main requirements to rendering the state service including characteristics of process, form, content and result of rendering, and also other data taking into account features of provision of the state service are stated in the Standard of the state service according to appendix 2 to these rules (further – the Standard).

In case of provision by uslupoluchatel of complete document package for receipt of the certificate of Accreditation the contractor of the service provider within four working days considers documents regarding compliance to the Allowing requirements imposed to the expert organizations approved by the order of the Minister of Internal Affairs of the Republic of Kazakhstan of February 13, 2015 No. 110 (it is registered in the Register of state registration of regulatory legal acts at No. 10496).

The contractor after conducting the corresponding check of uslugopoluchatel, in paper format constitutes the official report addressed to the head of the service provider with application of documents on the right of issue of the certificate or motivated refusal in issue of the certificate and creates result of rendering the state service in the Portal.

In case of decision about refusal in rendering the state service, the service provider within one working day notifies uslugopoluchatel on the provisional solution about refusal for provision of opportunity to express to uslugopoluchatel line item according to the provisional solution in rendering the state service, and also time and the place (method) of carrying out hearing.

The notification on hearing goes at least in three working days prior to completion of term of rendering the state service. Hearing is carried out no later than two working days from the date of the notification.
