About measures for enhancement of compensation of employees of the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations, in 2015

According to part two of article 26 of the Law of the Republic of Belarus of December 30, 2014 "About the republican budget for 2015" the Council of Ministers of the Republic of Belarus DECIDES:

1. Determine that:

1.1. the raising coefficients to the tariff charge (salary) (further - the raising coefficients) for payroll calculation of employees of the state-financed organizations and other organizations receiving subsidies which workers are equated on compensation to employees of state-financed organizations (further - other organizations) are established in 2015, since II quarter, from the first following reporting quarter at the expense of means republican and the local budgets released as a result of implementation of actions on optimization of structure and number of employees of state-financed organizations and other organizations, and also economy of other budgetary funds provided on functioning of state-financed organizations and other organizations within means on expense budget, except for expenses on payment of utilities (regarding expenses on payment of gas consumption, heat and electrical energy) and capital expenditures (further - economy of budgetary appropriations).

The raising coefficient is applied to the tariff charge (salary) of the employee of state-financed organization and other organization calculated in accordance with the established procedure to determination of the amount of additional increase in its salary. At the same time the amount of additional increase calculated using the raising coefficient does not participate in forming of the tariff charge (salary), does not form the increase creating rate (salary) of the worker and is not considered in case of calculation of allowances, surcharges and awards;

1.2. economy of budgetary appropriations of state-financed organizations and other organizations is determined by the accruing result for the I quarter and the first half of the year 2015 as difference between the budgetary appropriations provided for the corresponding period for April 1 and on July 1, 2015, except for expenses on payment of utilities (regarding expenses on payment of gas consumption, heat and electrical energy) and capital expenditures, and the made expenses for the corresponding expired period.

Economy of budgetary appropriations in nine months 2015 and the IV quarter 2015 is determined as difference between annual budgetary appropriations for October 1, 2015, except for expenses on payment of utilities (regarding expenses on payment of gas consumption, heat and electrical energy) and capital expenditures, and the expected expenses for 2015. At the same time the expected expenses for 2015 are calculated as the amount of the made expenses in nine months 2015 and the expected expenses for the IV quarter 2015.

In case of determination of the amount of economy of budgetary appropriations for the I quarter and the first half of the year 2015 assessment of the annual expected execution of expenses within the means provided for 2015 on expense budget is made;

1.3. the procedure for determination of economy of budgetary appropriations is established:

for the state-financed organizations and other organizations financed from the republican budget - the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, other state bodies and National academy of Sciences of Belarus in coordination with the Ministry of Finance;

for the state-financed organizations and other organizations financed from local budgets - Minsk city and regional executive committees, and also district, city (the cities of regional subordination) executive committees;

1.4. the raising coefficients for payroll calculation on state-financed organizations and other organizations are established for the next quarter within the economy of budgetary appropriations determined according to subitem 1.2 of this Item, local regulatory legal acts:

the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, other state bodies and National academy of Sciences of Belarus in coordination with the Ministry of Labour and Social Protection and the Ministry of Finance;

Minsk city and regional executive committees;

district, city (the cities of regional subordination) executive committees in coordination with regional executive committees;

1.5. the specific sizes of the raising coefficients are established to workers by heads of state-financed organizations and other organizations.

2. To the republican state bodies and other state organizations subordinated to the Government of the Republic of Belarus, other state bodies, National academy of Sciences of Belarus, Minsk city and to regional executive committees, and also district, city (the cities of regional subordination) to executive committees in need of realization of the right granted according to part one of article 26 of the Law of the Republic of Belarus of December 30, 2014 "About the republican budget for 2015" (The national legal Internet portal of the Republic of Belarus, 03.01. 2015, 2/2223), in two weeks after official publication of this resolution to establish procedure for determination of economy of budgetary appropriations, having provided the personal responsibility of heads of state-financed organizations and other organizations for ensuring accomplishment of the established functions and tasks within the allocated budgetary funds.

3. This resolution becomes effective after its official publication.
