1. Approve the enclosed Rules of approval and approval of regulating, project and technical documentation on designing, construction, repair, road maintenance and management by them regarding traffic safety control.

2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To chiefs of Departments of police of areas, Nour-Sultan's cities, Almaty, Shymkent and representative office of the Ministry of Internal Affairs of the Republic of Kazakhstan in the city of Baikonur:

1) to provide studying and observance of requirements of this order by staff of law-enforcement bodies;

2) to organize work of law-enforcement bodies according to requirements of this order.

4. To impose control of execution of this order on the deputy minister of internal affairs of the police major general Turgumbayev E. Z.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of approval and approval of regulating, project and technical documentation on designing, construction, repair, road maintenance and management of them regarding traffic safety control

Chapter 1. General provisions

1. These rules of approval and approval of regulating, project and technical documentation on designing, construction, repair, road maintenance and management of them regarding safety control of traffic, documentation on territorial transport planning, the organization of traffic and control of the approved design (further - Rules) are developed according to the laws of the Republic of Kazakhstan of April 17, 2014 "About traffic" and of July 16, 2001 "About architectural, town-planning and construction activities in the Republic of Kazakhstan".

2. Rules determine procedure for approval and approval of regulating, project and technical documentation on designing, construction, repair, road maintenance and management of them of authorized body regarding traffic safety control (further - authorized body) and are developed taking into account requirements of the approved state standard rates in the field of highways and technical regulation, and also architectural, town-planning and construction activities in the Republic of Kazakhstan (further - the state standard rates).

3. Rules extend to the physical persons and legal entities developing normative, project and technical documentation on designing, construction, repair, road maintenance and management of them, territorial and transport planning and the organization of traffic (further - the customer).

4. In these rules the following terms are used:

1) territorial transport planning - development planning of transport system of the territory which including includes floor planning of infrastructure of all modes of transport and trace of route network of transport;

2) the project documentation - documentation containing space-planning, constructive, technology, engineering, nature protection and other solutions for the organization and maintaining construction, engineering training of the territory, improvement regarding traffic safety control;

3) the organization of traffic - complex of organization-legal, normative and methodical, design and survey, organizational and technical, control and supervising, administrative and other actions for management of traffic;

4) the regulating documentation - documentation establishing regulations, rules, characteristics, the principles concerning different types of activities for designing, construction, repair, road maintenance and management of them regarding traffic safety control;

5) technical documentation - documentation containing technical and technological standards.

5. The authorized body coordinates the regulating, project and technical documentation on designing, construction, repair, road maintenance and management of them regarding safety control of traffic taking into account needs of persons with disability for the purpose of ensuring equal access with it.

Chapter 2. Procedure for approval and approval of regulating, project and technical documentation on designing, construction, repair, road maintenance and management of them regarding traffic safety control

6. The customer submits regulating, project and technical documentation, and also documentation on territorial transport planning and the organization of traffic on approval to authorized body.

7. Approval of regulating, project and technical documentation, and also documentation on territorial transport planning and the organization of traffic is carried out within ten working days from the moment of registration of the address in authorized body.

7-1. Road and other works on the carriageway of roads, including rescue, shall be performed after the notice of authorized body and the managing director of highways.

9. Approve:

1) authorized body – the regulating, technical and project documentation on designing, construction, reconstruction, repair and rehabilitation of highways public of the international and republican value, toll roads, documentation on territorial transport planning and the organization of traffic;
