About approval of Rules of the organization of the state systems of accounting and control of nuclear materials and sources of ionizing radiation
According to item 4 of article 15 of the Law of the Republic of Kazakhstan of April 14, 1997 "About use of atomic energy", PRIKAZYVAYU:
1. Approve the enclosed Rules of the organization of the state systems of accounting and control of nuclear materials and sources of ionizing radiation.
2. To provide to committee of atomic and energy control and supervision of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the direction on official publication of the copy of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after its first official publication.

1. These rules of the organization of the state systems of accounting and control of nuclear materials and sources of ionizing radiation in (further - Rules) are developed according to item 4 of article 15 of the Law of the Republic of Kazakhstan of April 14, 1997 "About use of atomic energy" and determine procedure for the organization of the state systems of accounting and control of nuclear materials and sources of ionizing radiation (further - radiation sources).
2. These rules extend on the legal entities performing activities for the treatment of nuclear materials and sources of radiations in case of their production, use, conversion, to implementation of scientific research, transportation, placement and movement on the territory of the Republic of Kazakhstan and also through border when exporting and importing.
3. The state systems of accounting and control of nuclear materials and sources of ionizing radiation provide determination of cash amount of nuclear materials and sources of radiation, places of their stay, prevention of losses, unauthorized use and plunders, submission of operational information about availability and movement of nuclear materials and sources of ionizing radiation, and also data on write-off and burial of sources of radiation, on export and import of sources of radiation and nuclear materials in the Department of Energy of the Republic of Kazakhstan (further - authorized body), and in the cases provided by international treaties - to the international organizations and other states.
4. Accounting and control of nuclear materials and sources of radiation is conducted, since stage of their initial production and before their final burial, conclusion from operation, and also by means of recovery of control over them in case of their loss.
Control of availability and movement of nuclear materials and sources of radiation, and also procedure for their accounting is performed by carrying out cycle inventory counting, reconciliation and the analysis of reporting and accounting data.
5. Are subject to accounting and control:
1) the nuclear materials containing isotopes of uranium-235, of uranium-233, of plutonium and thorium;
2) radiation sources, including, being part of devices (products, installations) which radiation characteristics exceed withdrawal levels.
The accounting treatment and control of the sources of radiation containing isotopes of uranium, the thorium and plutonium including which are part of radio isotope devices is determined both by accounting treatment for sources of radiation, and accounting treatment for nuclear materials;
3) radio nuclide sources in sensors of the fire alarm, radio pharmaceutical medicines, sets for the immunological analysis, radio isotope generators of medical appointment, connection, marked radionuclides, radio isotope medicines and solutions on the basis of short-lived radionuclides from half-life period to 60 (sixty) days, including iodine-125, are considered in the organizations them using.
Data on total quantity and total activity of such sources of radiation are provided in authorized body by results of annual inventory.
6. In these rules the following concepts and determinations are used:
1) access control facilities - the technical means (watch systems and devices of indication of intervention) intended for detection of unauthorized withdrawal, use, movement of nuclear material, penetration into access zone;
2) accounting documents - documents, depending on type of activity of the organization, the containing data on results of measurements, availability, quantity, structure, the location and condition of nuclear material and (or) source of radiation, and also data on their amendments and corrections;
3) reporting documents - the report on change of inventory quantity, the list of actually cash quantity and the material balance statement;
4) physical inventory - check of the actual quantity and condition of nuclear material in zone of balance of material;
5) installation - the reactor, critical assembly, the conversion plant, the production plant, the overworking installation, the plant for separation of isotopes, separate storage or any location where nuclear material in the quantities exceeding one effective kilogram is used;
6) information on installation design - information on the characteristic of each installation (the purpose, the rated power and geographical arrangement, the name and the address which are used for the regular business purposes), the description of placement of installation (forms, the location and flows of nuclear material, configuration of the equipment on which nuclear material is used, made or processed), information on the applied procedures for accounting and control of nuclear materials;
7) the location out of installation - any object or any location out of installation where nuclear material is used;
8) zone of balance of materials (balance zone) - zone in installation or out of it where the amount of nuclear material in case of each moving to zone of balance is determined or from it and where actually cash amount of nuclear material is determined;
9) the material balance statement - the report containing the initial and final registered amount of nuclear material, increase (reduction) in amount of nuclear material for the accounting period, final actually cash quantity and inventory difference of amount of nuclear material in zone of balance of material;
10) material batch (batch) - the part of nuclear material used as unit of measure for the purposes of accounting in key point of measurement which structure and quantity are determined by single complex of specifications or measurements;
11) key point of measurements (point of measurements) - the place where nuclear material is in such form that it can be measured for determination of its flow or inventory quantity;
12) inventory quantity - the amount of nuclear material which is on installation or in the location out of installations;
13) the report on change of inventory quantity - the report containing data on all changes in inventory amounts of nuclear material;
14) the list of actually cash amount of nuclear material - the list of accounting units and (or) batches of nuclear material with indication of amount of the nuclear material in each unit or batch determined as a result of physical inventory.
7. Accounting and control of nuclear materials and sources of radiation is performed at two levels: at the level of authorized body and at the level of the operating organizations using nuclear materials and (or) sources of radiation in the activities (further - the organization).
8. Authorized body:
1) keeps databases of nuclear materials and the State register of sources of radiation;
2) provides to state bodies information on availability and movement of nuclear materials and sources of radiation according to their requests;
3) considers information on installation design provided by the organizations;
4) establishes codes of installations and zone of balance of material, key points of measurements;
5) coordinates plans and terms of carrying out in the organizations of physical inventory of nuclear materials;
6) makes the decision on statement or removal from accounting of nuclear materials.
9. Organizations:
1) are recorded nuclear materials and sources of radiation on the basis of results of measurements of quantity characteristics, or on settlement basis in coordination with authorized body;
2) maintain accounting documents (material and balance sheet and operational);
3) strike balance of nuclear materials and sources of radiation by means of carrying out physical inventory;
4) are prepared and submit reports on availability and movement of nuclear materials and sources of radiation in authorized body; prior notices and notifications on export (import) and movement on the territories of the Republic of Kazakhstan of nuclear materials, information on organization activity; information on designs of installations;
5) provide access control to nuclear materials and sources of radiation.
10. In the organizations for production of uranium and (or) thorium ore it is recorded data on total quantity of the extracted ore, average concentration and amounts of uranium and (or) thorium in it, about amounts of the ore transferred to the organizations of Kazakhstan or out of limits of Kazakhstan.
11. In the organizations conducting uranium production by method of underground lixiviation and in the organizations performing enrichment of concentrate of uranium accounting are conducted:
1) data on total quantity of concentrate, average concentration and amounts of uranium in it;
2) data on total quantity of the uranium containing in the initial material which is directly extracted by the organization or received from the supplier in the territory of the Republic of Kazakhstan or from abroad;
3) data on total quantity of uranium in the final product made or transferred by the organization.
Annual data on amounts of the uranium extracted, transferred, processed, remained in the organization and (or) thorium go to authorized body till January 20 of the year following the accounting period.
12. In the organizations performing activities for the treatment of nuclear material of the reached composition and the purity necessary for production of nuclear fuel or for uranium enrichment on U-235, isotope accounting and control of nuclear material in any point of nuclear fuel cycle and being in any physical shape and with any chemical composition of plutonium, thorium, uranium-233, of the uranium enriched on U-235, isotope of the grown poor uranium is exercised.
13. Account of nuclear material is kept on balance zones. In each zone of balance key points of measurements where inventory amounts and flows (inventory changes) of nuclear materials are determined are established.
14. Nuclear material is registered by the organization after its production or receipt in balance zone.
15. Nuclear material is struck by the organization off the register in balance zone after its departure in other zone of balance or after receipt of confirmation from authorized body about possibility of its removal from accounting.
16. The authorized body assigns installation code for each subject to use of atomic energy falling under installation determination. For all places out of installations the authorized body creates general zone of balance of accounting of nuclear materials, at the same time each place out of installation represents key point of measurement.
17. Accounting documents are maintained for each zone of balance and contain data on each type of nuclear materials, including their quantity and changes of quantity. Accounting documents are basis for reporting documents.
Mistakenly made records and the subsequent introduction of new records remain in accounting documents behind new accounting numbers.
Correction of reporting data is made by submission of new reporting documents.
18. The organization exercises accounting and control of movement of nuclear material depending on type of its movement - between zones of balance or in balance zones taking into account the established key points of measurement.
When moving nuclear material between balance zones the organization processes credit and debit, accompanying documents with data on containers with nuclear material (types and identifiers of seals (seals), mass gross of containers and other necessary data). Data on characteristics of nuclear material (passport data) are provided in the documents sent by special mail or together with load.
The organization makes external survey and check of quantity of accounting units (containers), check of seals (seals), compliance of identifiers of containers, seals (seals) and locations to data of accompanying documents, carries out or checks carrying out confirmatory measurements of mass gross of containers with nuclear material and its parameters.
The data obtained as a result of measurements are fixed in accounting documents. In case of exceeding of discrepancy of data of the sender and receiver of value of error of measurements the receiver constitutes the special report and sends it to authorized body within twenty four hours.
Movements of nuclear material in zone of balance are made according to the internal instructions approved by administration of the organization.
19. All movements of nuclear material are reflected in accounting and reporting documents.
20. The organization sends to authorized body prior notices in forms according to appendix 1 to these rules no later than thirty calendar days before date of expected export (import), their movement on the territory of the Republic of Kazakhstan of nuclear materials.
The organization within five working days sends to authorized body of the notification in forms according to appendix 2 to these rules of shipment or receipt of nuclear materials on export (import), about movement of nuclear materials on the territory of the Republic of Kazakhstan.
21. For ensuring accuracy of the data of accounting on all nuclear materials the organization carries out their physical inventory during which the actual amount and condition of the nuclear materials which are in balance zones are measured and documented the received results are analyzed.
22. The organization carries out primary (statement of nuclear material on accounting in new zone of balance), planned (once a year), unplanned (identification of the fact of unauthorized use, loss of nuclear material, extraordinary situations, liquidations (reorganization of zone of balance) physical inventory.
23. All amounts (batches) of nuclear material are inventoried no more once; all changes of inventory quantity relating to the period of material balance are reflected in documents; all amounts of nuclear material join in accounting records.
24. Following the results of planned and unplanned physical inventories the material balance is struck, the difference between registered in registers and actually cash amount of nuclear material is estimated, the list of actually cash amount of nuclear material and the material balance statement is constituted.
25. The organization sends to authorized body reports on availability, movement and balance of nuclear materials (the report on change of inventory quantity, once a month, within ten calendar days upon termination of month for which the report, the list of actually cash amount of nuclear material and the material balance statement, within ten calendar days after carrying out physical inventory is submitted) according to appendix 3 to these rules in electronic form and in the paper copy.
26. Access control to nuclear materials is exercised by use of the technical devices intended for detection of unauthorized access to nuclear materials and protected from possibility of removal without violation of its integrity, reuse or change of parameters, and also watch systems according to the procedures established by the organization.
In case of detection of signs of unauthorized access to nuclear material or accounting data the organization makes investigation of circumstances of violation and unplanned physical inventory. The organization constitutes the special report which sends to authorized body within twenty four hours.
27. Application of measures of accounting and control concerning nuclear material stops after factual determination of its complete use or dilution in such a way that it is not suitable for any nuclear activities any more or became almost not regenerated. The decision on removal of nuclear material from accounting will be approved by the organization with authorized body and drawn up documentary.
28. The organization provides accounting of sources of the radiation excluding possibility of their loss, uncontrolled use and storage during the entire period of work with them.
29. Transfer of sources of radiation from one organization in another is made based on the accompanying documents (delivery-acceptance certificates, delivery notes, orders requests) which are drawn up according to hygienic standard rates, health regulations, requirements for transportation of sources of radiation, financial accounting.
30. Within ten working days the organization (which received and transferred radiation sources), sends to authorized body of the data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules, the containing data on movement of sources of radiation.
31. No later than three days from the date of receipt of sources of radiation accompanying documents are transferred to accounts department of the organization for receipt.
Copies of accompanying documents, except for documents of accounting records, are transferred responsible for accounting of sources of radiation.
32. The organization ensures safety of accompanying documents on radiation sources during the whole time of their lifecycle. In case of loss of accompanying documents measures for their recovery are undertaken.
33. All received sources of radiation are registered in credit and debit magazines.
34. Annually, during the period from December 1 to December 30, in the organizations inventory count of sources of radiation is carried out.
Inventory counts of sources of radiation it is carried out for control of their availability and establishment of compliance of accounting records in credit and debit magazines and accounting documentation to the actual availability of accounting units of sources of radiation.
35. Inventory count of sources of radiation is carried out by the commission appointed by the order of administration of the organization. Inventory-taking group persons responsible for accounting, storage of sources of radiation, representatives of administration and accounts department are included.
36. Following the results of inventory count of sources of radiation the commission draws up the inventory report in the form established in the organization.
Till the January 31 following after accounting year, the copy of the inventory report of sources of radiation goes to authorized body.
Are applied to the act:
the data in the F1-III and/or F5-UGI and/or F8-NG forms according to appendix 4 to these rules containing lists of the sources of radiation staying on the registry in the organization at the time of carrying out inventory count;
the data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules containing aggregated data about movement of sources of radiation for the accounting period.
37. In case of detection of discrepancy of accounting data to the actual quantity of sources of radiation or their use for the purposes which are not corresponding to the permitted organization activity, its administration makes office investigation.
Within ten working days after registration materials of office investigation go to authorized body.
38. Extraordinary inventory count is carried out in cases of change of form of business of the organization, its liquidation or reorganization, complete cessation of works with radiation sources, in case of cession of property of the organization to lease, the redemption, sale, factual determinations of plunder, unauthorized impact on Items (places) of stay or storage of sources of radiation, after mitigation of consequences of emergency situations.
39. Within ten working days after transfer of sources of radiation to temporary use (lease) of the organization (the owner of source and the lessee) sends to authorized body of the data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules, the containing data on movement of sources of radiation.
After completion of works on temporary use of sources of radiation both organizations within ten working days send to authorized body of the data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules, the containing data on movement of sources of radiation.
40. In case of termination of work with radiation sources the organization informs on it authorized body. In credit and debit magazines the corresponding records are made.
41. In case of liquidation of the organization, all sources of radiation which are registered are transferred to other organization or radio nuclide sources are transferred to burial, and installations generating ionizing radiation are dismantled and written off under the act prior to liquidating process. The data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules containing data on movement of sources of radiation go to authorized body.
42. The organization performing long-term storage of sources of radiation within ten working days represents to authorized body of the data in the F4-III form according to appendix 4 to these rules, the containing data on receipt of radio nuclide sources.
Till January 31 of the following after accounting year the organization sends to authorized body of the data in the F4-III form according to appendix 4 to these rules, containing data on the radio nuclide sources received on long-term storage for the accounting period.
For the purpose of check of reliability of accounting characteristics, the organization carries out identification of the closed radio nuclide sources having the activity exceeding withdrawal level for this radionuclide ten times.
Identification is carried out using special remedies from ionizing radiation and according to the technical regulation and the instruction for ensuring radiation safety, developed by the organization.
In case of detection of discrepancy of results of identification of accounting characteristics of the closed radio nuclide sources to accompanying documents, the statement of identification drafted by the organization which goes to authorized body and the organization which was earlier using these sources or in the organization supplier is drawn up. The supply agency transfers the act of identification to the organization from which sources are received. The organization makes office investigation which results go to authorized body within ten working days after its registration.
43. The supply agency of sources of ionizing radiation within ten working days represents to authorized body of the data in the F3-III and/or F7-UGI and/or F10-NG forms according to appendix 4 to these rules, the containing data on each delivery (transportation) of sources of radiation.
Till January 31 of the following for reporting years the supply agency sends to authorized body of the data in the F3-III and/or F7-UGI and/or F10-NG forms according to appendix 4 to these rules, the containing data on deliveries (transportations) of sources of radiation for the accounting period.
44. The organization manufacturer considers all made radiation sources, including devices (sources) generating ionizing radiation. In credit and debit magazines the corresponding record right after production of sources of radiation is made.
Within ten working days after realization of sources of radiation the organization manufacturer sends to authorized body of the data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules, the containing data on movement of sources of radiation.
Till January 31 of the following for reporting years the organization manufacturer sends to authorized body:
the data in the F2-III and/or F6-UGI and/or F9-NG forms according to appendix 4 to these rules containing data on deliveries (realization) of sources of radiation for the accounting period;
the data in the F1-III and/or F5-UGI and/or F8 forms according to appendix 4 to these rules containing data about the made, but not implemented radiation sources.
45. After receipt of sources of radiation according to the import license or sending sources according to the export license the organization sends to authorized body of the copy of the license and cargo customs declarations within ten working days.
46. When filling the forms provided in appendix 4 to these rules the transaction codes given in appendix 5 to these rules are used.
47. In case of loss of sources of radiation of the organization within twenty four hours inform on it authorized body.
48. The authorized body performs the analysis and reconciliation of the acquired information about availability and movement of sources of radiation, and enters them in the state Register.
49. The data on availability, movement, deliveries, production, export and import, storage and burial sent to authorized body, radiation sources on paper are followed by their copies on the electronic medium.
