Approve the enclosed Administrative regulations of provision of the state service in confirmation of documents on academic degrees, academic statuses by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation on confirmation of documents on academic degrees, academic statuses.

2. Declare invalid the order of the Ministry of Education and Science of the Russian Federation of June 13, 2012 No. 482 "About approval of Administrative regulations of provision by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation in the field of education, the state service in confirmation of documents of the state sample on education about academic degrees and academic statuses" (registration No. 25141) is registered by the Ministry of Justice of the Russian Federation on August 8, 2012.

I. General provisions

The administrative regulations of provision of the state service in confirmation of documents on academic degrees, academic statuses by the public authorities of subjects of the Russian Federation performing delegated powers of the Russian Federation on confirmation of documents on academic degrees, academic statuses (further - Administrative regulations), determine terms and the sequence of ministerial procedures and actions for provision of the specified state service of the subjects of the Russian Federation by public authorities performing delegated powers of the Russian Federation on confirmation of documents on academic degrees, academic statuses (further - authorized bodies).

Information on the location of the specified authorized bodies, their e-mail addresses, the official sites on the information and telecommunication Internet, phones and working schedules is given in appendix No. 1 to these Administrative regulations, and also posted on the official sites of authorized bodies on the Internet.

4. Informing on provision by authorized body of the state service in confirmation of documents on academic degrees, academic statuses is performed:

directly in the building of authorized body with use of means of evident information, including information stands and means of informing on the basis of information and communication technologies;

by means of use of telephone communication;

by means of information and telecommunication networks public, including Internet network, including the federal state information system "Single Portal of the State and Municipal Services (Functions)", regional portals of the state and municipal services (further - portals of the state and municipal services).

The term of provision of the state service can be extended by authorized body to 30 working days in case of need of receipt of information according to Item of 41 presents of Administrative regulations. Concerning documents on the academic degrees issued by the organizations performing educational activities, the term of provision of the state service can be prolonged to 45 working days from the date of registration of the statement by authorized body. The specified terms include time necessary for authorized body for the direction of requests, the stipulated in Item 41 present of Administrative regulations.

In case of prolongation of term of provision of the state service the authorized body notifies on it the applicant within one working day from the date of decision making about prolongation of term of putting down of apostille.
