About the Counter-narcotics strategy of state members of the Collective Security Treaty Organization for 2015-2020

Council of collective security of the Collective Security Treaty Organization solved:

1. Approve the enclosed Counter-narcotics strategy of state members of the Collective Security Treaty Organization for 2015-2020 (further – Counter-narcotics strategy).

2. To coordination council of heads of competent authorities on counteraction to drug trafficking of state members the Collective Security Treaty Organization together with the interested ministries and departments of state members of the Collective Security Treaty Organization in interaction with the Secretariat of the Collective Security Treaty Organization to develop package of measures for realization of Counter-narcotics strategy.

3. To the secretary general of the Collective Security Treaty Organization annually to represent to Council of collective security of the Collective Security Treaty Organization information on the course of realization of Counter-narcotics strategy.

It is made in the city of Moscow on December 23, 2014 in one authentic copy in Russian. The authentic copy is stored in the Secretariat of the Collective Security Treaty Organization which will send to each state which signed this Decision, its verified copy.

The counter-narcotics strategy of state members of the Collective Security Treaty Organization for 2015-2020

State members of the Collective Security Treaty Organization (further - the CSTO or the Organization),

being guided by the purposes and the principles of Articles of organization of the United Nations first of all concerning peacekeeping and safety, development between the states of friendship and cooperation, provisions of the Agreement on collective security of May 15, 1992 and Articles of organization of the Agreement on collective security of October 7, 2002

realizing that drug trafficking, psychotropic substances and their precursors (further - drugs), not medical consumption of drugs causes damage to health and to welfare of the people, implementation of basic rights and human freedoms,

firmly convinced that drug trafficking cannot be justified under no circumstances, and persons involved in drug trafficking shall be made responsible,

sure is that common efforts of state members of the CSTO will be effective form of fight against drug trafficking and will allow to increase efficiency of joint counteraction to negative tendencies of development of drug abuse situation in zone of responsibility of the CSTO and in the world in general

accept this Counter-narcotics strategy of state members of the Collective Security Treaty Organization for 2015-2020 (further - Strategy).

1. General provisions

The modern drug abuse situation in zone of responsibility of the CSTO is characterized by expansion of scales of illicit trafficking and not medical consumption of drugs, the medicines having psychotropic impact that poses serious threat of homeland security and to economy of state members of the CSTO, health of the population.

Key factor of negative development of drug abuse situation in state members of the CSTO is large-scale production of opiates and drugs of kannabisny group in the territory of Afghanistan and their transnational traffic on the territory of state members of the CSTO and other countries.

Besides, serious threat is posed: the increasing amounts of smuggling of synthetic drugs from Europe and Asia, cocaine from the states of Latin America; receipt in illicit trafficking in chemicals (precursors) used in case of production of drugs; use in a number of places of internal source of raw materials of illegal drug production; expansion of not medical consumption of the means containing psychoactive agents concerning which control measures are not established.

In a number of regions growth of drug trafficking is noted, made of the local vegetable raw materials and medicines containing drugs and being in free sale there are new types of psychoactive agents promoting forming of dependent forms of behavior.

In state members of the CSTO acceptance of the complex and balanced measures which significantly would reduce not medical use of drugs and effect of their consumption is necessary, and also promoted destruction of finance, organizational, information and other narcodealer networks.

2. Main objective

Main objective of Strategy is cardinal reducing by 2020 scales of drug trafficking, and also their not medical consumption in state members of the CSTO.

Strategy determines the approved approaches of state members of the CSTO in the field of counteraction to narcothreat and the main directions of cooperation between competent authorities of state members of the CSTO, the given authority by fight against drug trafficking (further - competent authorities), promotes enhancement of interaction of state members of the CSTO on reducing drug trafficking, and also not medical consumption of drugs.

Achievement of main objective of Strategy has key value for the solution of urgent tasks on preserving health of the population, ensuring interests of citizens, creation of conditions for successful realization of social and economic policy of state members of the CSTO.

3. Main objectives

Achievement of main objective of Strategy is performed on the basis of the balanced and reasonable combination of the measures directed to the solution of the following tasks:

a) reducing the offer of drugs by suppression of their illegal production and turnover in the territories of state members of the CSTO, counteraction of external narcoaggression;

b) expansion through international cooperation of opportunities of suppression of cultivation of the narcocontaining plants and production of drugs in Afghanistan and drug traffic in transit countries;

c) creation of effective system of protection of the territories of state members of the CSTO against illegal import of drugs by means of strengthening of the mode of borders;

d) destruction of infrastructure of illegal production, transportation and drug trafficking and liquidation of source of raw materials of illegal drug production;

e) non-admission of intake of drugs, and also strong substances from legal in illicit trafficking;
