About National quality assurance agency in professional education

For the purpose of realization of provisions of part (12) article 115 of the Code of the Republic of Moldova about education No. 152 of July 17, 2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 319-324, 634), and also in view of need of establishment of regulatory framework of the organization and functioning of the National agency on quality assurance for professional education the Government DECIDES:

1. Approve:

Regulations on the organization and functioning of the National agency on quality assurance in professional education according to appendix No. 1;

Structure of the administrative machine of the National agency on quality assurance in professional education according to appendix No. 2.

Additions which are made to the separate orders of the Government, according to appendix No. 3.

2. Establish the extreme number of staff of the administrative machine of the National agency on quality assurance in professional education in number of 26 units, with the annual salary fund according to the current legislation.

3. Extend for three months from coming into force of this Resolution effective period of the temporary leading council of the National agency on quality assurance in professional education approved by the Order of the Government No. 652 of August 13, 2014.

Regulations on the organization and functioning of the National agency on quality assurance in professional education

I. General provisions

1. The regulations on the organization and functioning of the National agency on quality assurance in professional education (further – the Provision) establish mission, tasks, obligations, responsibility and the rights of the National agency on quality assurance in professional education (further – the Agency), and also regulate the organization of its activities.

2. The agency is administrative authority with the status of the legal entity, autonomous in relation to the Government, independent in decision making and organizationally, financed from the government budget (for 2015-2016) and at the expense of own income.

3. The agency is organized and functions according to the Constitution of the Republic of Moldova and legal acts, presidential decrees of the Republic of Moldova, ordinances and the orders of the Government, international treaties which party the Republic of Moldova is this Provision, and also the Standards and recommendations about quality assurance of the higher education in the European space established by the European association on quality assurance in the higher education (ENQA).

4. The agency is legal entity, has seal with the image of the State Emblem of the Republic of Moldova and the name in Romanian, the treasurer accounts, financial and appliances.

5. The mission of the Agency consists in development and promotion of culture of quality in the field of professional, higher and life-long education, promoting increase in economic competitiveness and social unity in the Republic of Moldova.

6. The purpose of the Agency is providing complete, reliable, objective and transparent system of external estimation and accreditation of organizations and training programs of professional, higher and life-long education in the Republic of Moldova.

7. The agency carries out the following strategic tasks:

1) assistance to development and promotion of culture of quality in professional, higher and life-long education;

2) assessment of training programs and capability of the organizations performing professional, higher and life-long education for the purpose of achievement of the quality standards;

3) assistance to application in professional, higher and life-long education of the Republic of Moldova of Standards and recommendations about quality assurance of the higher education in the European space;

4) ensuring access to public information on quality of professional, higher and life-long education in the Republic of Moldova;

5) the offer to partners of strategy and managements for the purpose of providing and development of quality in professional, higher and life-long education;

6) promotion of professionalism and competitiveness of professional, higher and life-long education in the Republic of Moldova;

7) achievement of recognition of the Agency at the international level.

II. Obligations, responsibility and rights of the Agency

8. The agency performs the following functions and obligations:

1) realizes policy of the state in the field of quality assurance of professional, higher and life-long education;

Develops 2) according to the European standards in the field and will promulgate own methodology of assessment and accreditation of the organizations providing programs of professional training, and their programs and submits it for approval to the Government;

Develops 3) and periodically the practician reviews on the basis of successful European and international the accreditation standards, national basic standards and performance indicators used in case of assessment and quality assurance in professional, higher and life-long education;

4) makes on contractual basis assessment of the organizations providing programs of professional training and educational services and also their programs for the purpose of authorization on temporary functioning, accreditation and reaccreditation in professional, higher and life-long education;

5) develops the procedure of authorization for the purpose of temporary functioning and accreditation of joint programs of the higher education;

Develops 6) and approves Methodology of hierarchization of higher educational institutions;
