Rules of ensuring industrial safety for the hazardous production facilities conducting mining and exploration works

(as amended on 07-11-2018)

Section 1. General provisions

1. These rules of ensuring industrial safety (further - Rules) are developed for the hazardous production facilities conducting mining and exploration works according to the subitem 14) of article 12-2 of the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection" (further - the Law) and determine procedure for ensuring industrial safety during the designing, construction, operation, expansion, reconstruction, upgrade, preservation and liquidation of the hazardous production facilities conducting mining and exploration works.

2. All mining and exploration works are conducted based on the project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of hazardous production facility (further - the project) and the plan of mining operations.

3. On the objects conducting mining, exploration works are developed and affirm the technical lead of the organization:

1) regulations on production supervision;

2) production schedules;

3) the liquidation plan of accidents (further - PLA) in compliance with the Requirements to accident elimination plan development established by appendix 1 to these rules.

Studying of PLA by officials, responsible for safe works (further - persons of control) is made under the leadership of the technical lead of object.

3-1. To technical guidance mining operations allow persons provided by the Job evaluation catalog of positions of heads, specialists and other employees approved by the order of the Minister of Labour and Social Protection of the population of the Republic of Kazakhstan of May 21, 2012 No. 201-o-m "About approval of the Job evaluation catalog of positions of heads, specialists and other employees" (it is registered in the Register of state registration of regulatory legal acts for No. 7755).

4. PLA is constituted under the leadership of the technical lead of production facility, approved with the head of the emergency rescue service (further - ASS) servicing this hazardous production facility and affirms the head of the organization.

PLA includes operational part, distribution of obligations between the personnel participating in accident elimination and procedure for its action, and also the list of officials and organizations who are immediately informed on accidents.

Are provided in PLA:

1) actions for rescuing of people;

2) ways of conclusion of the people overtaken by accidents in the mine from zone of dangerous impact;

3) actions for accident elimination and prevention of their development;

4) actions of specialists and workers in case of accidents;

5) actions of division of ASS and personnel of the mine in initial stage of emergence of accidents.

4-1. All works are performed on the job specification task, drawn up in writing in the Book of job specifications (or in electronic format).

The job specification task - task for the safe production of work which is drawn up in the book (magazine) the job specification task and the determining content, place of employment, time of its beginning and the termination, condition of its safe accomplishment, necessary security measures, structure of crew and the workers responsible for safe performance of work and mark about accomplishment or failure to carry out the job specification task.

The job specification task is issued by the technical lead of structural division of the organization to the responsible head and the responsible operator under list.

The job specification task determines time, content, the place of performance of works, the actual amounts of works, safe procedure for accomplishment and particular persons to whom performance of works is entrusted.

Person issuing the job specification task:

1) carries out the analysis of potential dangers and risks assessment of workplace;

2) determines the actions providing exception or decrease in the revealed risks for safe works;

3) is carried out by the current instructing in safe procedure for works.

4-2. All works of the increased danger are performed on the job specification admission.

The work permit - the document for safe works of the increased danger determining content, place of employment, time of its beginning and the termination, condition of its safe accomplishment, necessary security measures, structure of crew and the workers responsible for safe performance of work.

The list of works of the increased danger annually is adjusted and affirms the technical lead of structural division of the organization.

The engineering employees of structural divisions having the issue right the job specification admission determine the responsible heads and responsible operators of the increased danger approved by the order of the technical lead of structural division of the organization.

The organization and safe works of the increased danger are provided by persons issuing the work permit, the responsible head allowing to work, the operator, members of crew.

The work permit is drawn up in writing with the subsequent logging of issue the job specification admissions (or electronically). The issue register the job specification admissions is drawn up according to appendix of 1-1 these rules in duplicate, one is at person which issued the job specification, the second copy is issued to the responsible operator.

4-3. On the objects conducting mining operations according to the approved plan educational alarms and antiemergency trainings are carried out.

Educational alarms and antiemergency trainings are allowed to be carried out in the mode of the automated (digital) personnel management system intended for management of different processes within engineering procedure, production, the company.

4-4. For acquaintance of personnel with conditions of safe works on object the owner will organize briefings, the provided Rules and terms of carrying out training, instructing and examinations on safety issues and labor protections of workers approved by the order of the Minister of health and social development of the Republic of Kazakhstan of December 25, 2015 No. 1019 "About approval of Rules and terms of carrying out training, instructing and examinations on safety issues and labor protections of workers" (it is registered in the Register of state registration of regulatory legal acts for No. 12665).

Briefing using the automated (digital) personnel management system is allowed.

5. Production of explosive works, storage, transportation and accounting of explosives and products on their basis shall be made according to requirements of industrial safety.

6. Workers and specialists of mining and exploration works shall be provided with individual protection equipment: the special clothes, special footwear, protective helmets, points corresponding to their profession and working conditions.

7. Everyone working, noticed the danger menacing to people shall take the measures depending on it for its elimination and reports about it to person of control.

8. Person of control shall take measures to danger elimination; in case of impossibility of elimination of danger - stops works, removes working to the safe place and informs the senior on position.

9. The strangers who are not on the staff of object in case of its visit undergo instructing in security measures and are provided with individual protection equipment.

10. Finding of personnel, works in dangerous places, except as specified liquidation of danger, prevention of possible accident, the fire and rescuing of people is not allowed.

11. The head of the organization operating object shall provide safe working conditions, development of protective measures on the basis of danger assessment on each workplace and on object in general, to determine operations procedure of workers and officials in case of detection of danger, life-threatening and to human health, emergence of incidents, accidents.

12. Rest of personnel directly in faces, in the danger area of the working mechanisms, on the transport ways is not allowed.

13. Failures, sumps, funnels, invalid holes, drainage wells, vertical developments shall be blocked and protected.

It is not allowed to encumber places of employment of the equipment and approaches to them with the mountain weight or any objects complicating movement of people, machines and mechanisms.

14. Movement of people on the territory is allowed on walking paths or on roadsides of highways towards to the direction of traffic. Shall examine routes of movement all working under list. The route of movement affirms the technical lead of the organization.

In night-time walking paths and transitions through railway tracks and highways shall be lit.

15. Movement of machines and mechanisms, transportation of the equipment, designs and other load under air-lines of electricity transmission of any tension is allowed if their dimensions have height from mark of the road or the route no more 4,5 of meters.

In case of exceeding of the specified dimensions irrespective of distance from the lower wire of power line to the transported equipment the organizations of the owner of this power line get the written permission, it is transported with observance of the security measures specified in permission.

16. By simultaneous mining open and underground by methods, during the carrying out and operation of underground drainage developments, joint actions for safety working at underground and open mining operations shall be performed, including:

1) approval of plans and schedules of conducting mining and explosive operations;

2) application of delivery method of airing of underground developments;

3) check by representatives of ASS of condition of the atmosphere in underground developments after mass explosions on open mining operations;

4) prevention of breaks of water in underground excavations from open mining operations;

5) ensuring control of content in the atmosphere of poisonous products of explosion.

17. In case of combined method of mining, mining operations shall be conducted on the projects of conducting open and underground mining operations approved among themselves.

18. By the combined mining shall be provided:

1) studying of features of displacement and deformation of breeds and land surface, forecasting of area of influence of excavations;

2) determination of the sizes of safety tselik (natural or artificial) between open and underground mining operations;

3) determination of thickness of potolochina over certain sites (cameras) of the developed space;

4) calculation of parameters of basic tselik;

5) determination of the admissible area of exposure of roof of clearing space;

6) calculation of durability of bookmark, in case of working off of inventories in pit board for ensuring its stability;

7) ensuring completeness of filling of the developed space.

19. When carrying out capital and preparatory developments from pit, the fence of ventilating stream from career space when ensuring control of composition of air is allowed.

20. By the combined mining the front of conducting mining operations shall be located in the direction:

1) during the open works - towards to the front of development of underground clearing works;

2) during the underground clearing works - from array to pit;

3) in case of lixiviation - from array to pit or towards the front of development of underground clearing works.

21. The organizations conducting the combined mining open and underground by methods together with ASS determine sites of mining operations in borders of danger areas in which penetration of gases is possible, water break, deformation of the massif and develop actions for safety of works on the specified sites.

22. During the works in zones of possible collapses or failures, owing to availability of underground developments or karsts, surveying tool observations of condition of boards and the soil of pit are conducted. In case of detection of signs of displacement of breeds of work stop.

23. In case of simultaneous conducting mining operations in career and the underground mine in one vertical plane the following conditions shall be complied:

1) leaving of the safety tselik providing stability of array and boards of pit;

2) use of the systems of development excluding displacement (destruction) of array of safety tselik;

3) capacity limitation of mass explosions and their seismic impact on tselik, potolochina and ledges of boards;

4) exception of penetration of gases from explosive works in underground developments or their suction system of ventilation, emission of these gases in pit;

5)  No. 772 is excluded according to the Order of the Minister of investments and development of the Republic of Kazakhstan of 07.11.2018;

6) exception of break of storm and underground waters of pit in underground developments.

24. Before production of mass explosion in career people are removed from underground developments on surface.

The admission of workers in underground developments is performed after check of condition of developments of ASS and recovery of the normal miner atmosphere.

25. Production of open mining operations in zones of earlier performed underground works and having emptiness in collapse zones, is performed on the project.

26. Completion of inventories of ores in pit boards is performed by underground method after the termination of open works and statement of boards in limiting provision.

27. Working off of safety tselik between open and underground mining operations shall be performed on the project in case of accomplishment of the measures excluding collapse of tselik and boards of pit, ensuring safety of works.

28. The old, flooded developments and superficial reservoirs are specified on plans of mining operations.

Mining operations near the flooded developments or reservoirs shall be made on the project providing leaving of tselik for prevention of break of water.

In places constituting danger to the working people and the equipment (reservoirs, the flooded developments), precautionary signs are established.

29. Conducting mining operations on the combined technology of preparation of the strong massif for excavation with use of razuprochnyayushchy solutions, is made on the production schedules providing actions for safety in case of application and preparation of solutions, parameters of conducting drilling, explosive, filling and mining operations.

30. The equipment, the tool and the equipment are operated according to the operation manual on the manufacturer.

31. The control of drilling rigs, lifting mechanisms, tunnelling equipment, geophysical and laboratory equipment, servicing of engines, compressors, electroinstallations, the welding equipment is made by the workers having the corresponding qualification, who had training, retraining concerning industrial safety.

32. The organizations operating the equipment, mechanisms, the equipment and instrumentations (further - KIP), have passports in which data on their operation and repair are entered.

33. KIP, established on the equipment, shall have seal or brand.

Devices are calibrated in the terms provided by the passport and every time when there is doubt in correctness of indications.

Manometers, indicators of weight, KIP are established so that their indications clearly were visible to service personnel.

On scale of the manometer the tag corresponding to the maximum working pressure is put.

34. Behind condition of the equipment the constant control, frequency of control and person exercising production supervision is established, are established by the regulation about production supervision in the field of industrial safety, the head of the organization approved by the order.

Results are registered survey in form according to appendix 2 to these rules.

35. Terms of periodic surveys and procedure for rejection of the defective tool affirm the technical lead of the organization.

The rejected tool is withdrawn from the use.

36. Before launch of mechanisms, turning on of the equipment, devices to be convinced of their operability, absence of people in the danger area, to give warning signal. All workers shall know value of the established signals.

37. In case of survey and running repair of mechanisms their drives shall be switched off, taken the measures interfering their wrong or spontaneous inclusion at starting arrangements precautionary posters are hung out: "Not include - people work".

38. Workers do not allow:

1) to operate the equipment, mechanisms, the equipment and the tool in case of the loadings (pressure, current, tension and other) exceeding admissible regulations according to the passport;

To apply 2) not to destination, to use the defective equipment, mechanisms, the equipment, the tool, devices and remedies;

To leave 3) unguarded the working equipment, the equipment requiring in case of operation of permanent presence of service personnel;

4) to perform works in case of absence or defect of protective barriers;

5) to service the equipment and the equipment in not buttoned overalls.

39. In operating time of mechanisms it is not allowed:

1) to rise by the working mechanisms or to carry out, being on the working mechanisms, any works;

2) to repair, fix any parts, to clean, grease moving parts manually or by means of the devices which are not intended for this purpose;

3) to stop moving parts of mechanisms, to put on, dump, pull or to weaken belt, klinoremenny and chain drives, to direct rope or cable on the winch drum by means of lom (levers), and directly hands;

To leave 4) on barriers any objects;

5) to remove barriers or their elements to complete stop of moving parts;

6) to move on barriers or under them;

7) to enter for barriers, to pass through the moving not protected ropes or to concern them.

40. Tools with the cutting edges or edges are transferred and transported in protective covers or bags.

41. Modification of design of the equipment and equipment is allowed in coordination with the organization by the developer of design documentation, the manufacturer.

Commissioning of the upgraded equipment developed by the organizations is made after its testing and the admission to application under the act.

42. On the driverless vehicles moving in excavations of mines (loading and delivery transport, dump trucks, underground buses on delivery of workers to workplaces, transport on delivery of explosive materials, drilling rigs, geophysical stations, shurfoprokhodchesky aggregates) the manufacturer provides places for placement of cartridges with the first-aid kit, thermos with drinking water and fire extinguishing means. Cartridges and the fire extinguisher are located in the easily accessible place and have quick-detachable fixture.

Vehicles are provided with individual medical first-aid kits and fire extinguishers.

43. The organizations operating the equipment in case of detection in the course of engineering certification, installation or operation of discrepancy of the equipment to requirements of these rules, shortcomings of design or production stop operation and send to the manufacturer the act claim.

Section 2. Procedure for ensuring industrial safety when conducting works as underground method

Subsection 1. General provisions

44. In mines works on determination of tendency of breeds to mountain blows, dangers of suflyarny releases of combustible and explosive gases, explosibility of dust, tendency of minerals to spontaneous ignition shall be performed.

45. The workers having length of service in the mines dangerous on the specified works, at least one year, who were trained on safe conducting mining operations are allowed to work in the clearing and preparatory faces dangerous on mountain blows, sudden emissions of coal, breed and gas, suflyarny releases of combustible and explosive gases.

46. Acceptance in operation of the new, reconstructed mines, the horizons, objects having departures from requirements of these rules and the project is not allowed.

47. All mines in the period of construction, operation and liquidation are serviced by ASS.

The procedure for servicing, dislocation, structure of divisions of ASS and their number are determined by the joint solution of management of the organization, ASS.

48. Stay in the mine of persons, without the special clothes, special footwear, individual remedies and protective equipment provided to compulsory use and application in specific conditions of conducting underground mining operations is not allowed.

49. In mines accounting of all persons who went down to the mine and left (left) on surface, according to the procedure, approved as the head of the mine will be organized and performed.

The organization and control of accounting are exercised by the head of the mine.

50. Descent of people to the mine and their stay in underground developments without written (or electronically) the job specification, or permission of heads of the mine is not allowed.

In case of control of issue of job specifications and accomplishment of replaceable tasks application of automated control system for personnel is allowed.

51. Each worker in case of detection of violations in technical condition of the constructions, defects of the equipment and protection devices constituting danger to people, the equipment or the environment reports person of control and takes measures for elimination of violations, according to production schedules, PLA.

52. The operational, individual isolating self-rescuers are issued to all persons occupied at underground works and visiting underground works before descent to mines.

Their group storage on sites of works in the quantity exceeding for 10 percent the largest number of people in change is allowed. The isolating self-rescuers of group storage are on sites of works in the boxes ensuring operability and safety of self-rescuers. Storage locations of self-rescuers are designated, lit with conditional light, are brought to the attention of all persons occupied at underground works.

The total quantity of the isolating self-rescuers in the mine is provided 10 percent more number of persons occupied at underground works.

All underground workers and persons of control study use of self-rescuers. The examination workers of instructions for use is made by self-rescuers in case of semi-annual instructing.

Safety of self-rescuers in case of their group storage is ensured by person of control at the level of the yard foreman or his deputy, completion is provided by the head of the mine.

Check of self-rescuers on operability is made quarterly by the chief of pyleventilyatsionny service of the mine (yard foreman) with participation of representatives of ASS. The inspection statement of self-rescuers on operability is by results drawn up.

53. All again arrived underground workers examine the main and emergency exits from the mine on surface by direct pass from place of employment on developments to emergency exits accompanied by persons of control.

Acquaintance of persons working at depth of 200 meters and more with emergency exits by direct pass from place of employment is performed to trunks of mines with rise on several ladder regiments in these trunks.

Repeated acquaintance of all workers with emergency exits are carried out by persons of control every 6 months, and in case of change of emergency exits - immediately. Each acquaintance again arrived, repeated acquaintance of all workers with the main and emergency exits on surface is registered instructing in the form established by the technical lead of the organization.

54. The hazardous production facilities conducting underground mining operations are equipped with watch systems, notifications about accidents, positioning and search of personnel, the direct telephone and duplicating it alternative link with ASS servicing object.

The watch system, notifications about accidents, positioning and search of personnel shall provide:

1) transfer of messages by the mountain dispatcher (code, text, speech) in underground developments individually to each worker who is in the mine irrespective of its location to in time and after accident;

2) positioning of personnel and the equipment which are in the mine;

3) detection of the person and determination of its location under blockage through layer of mountain weight with a margin error no more than 2 meters within 2 days when carrying out rescue operations.

Positioning provides determination of provision of personnel and the equipment in underground developments with an accuracy of 10 m in the continuous mode.

The amount of the transmitted data in case of the notification shall be sufficient for understanding personnel of nature of accident and possible ways of evacuation.

The watch system, notifications about accidents, positioning and search of personnel shall cover all zone of underground excavations.

The watch system, notifications about accidents, positioning and search of personnel is carried out continuously by means of the automated scheduling of underground mining operations and remains efficient before accident, during accident and after accident liquidation.

Notification time no more than 4-5 minutes.

55. It is not allowed to issue job specifications on performance of works in developments (faces):

1) remote from the main workplaces, less than to two workers, at the same time one of them is appointed the senior;

In which 2) there are violations of requirements of industrial safety, except job specifications on elimination of these violations.

The list of developments (faces), remote from the main workplaces, affirms the technical lead of the mine for every half-year.

56. Leading employees and specialists of the mine for ensuring control of security status and the correct conducting mining operations systematically visit underground works.

57. Each workplace is provided with airing, lighting, means for the notification about accident, contains in condition of complete safety and before works is inspected by person of control who takes measures for elimination of the revealed violations.

To each workplace safe passes are provided. Blocking up of workplaces and approaches to them, ways of movement of people and loads is not allowed.

Each worker, having noticed the danger menacing to people or object warns about it working, reports person of engineering supervision and whenever possible, takes measures for danger elimination.

All branchings of excavations are equipped with the lit direction signs of exit to surface.

It is not allowed to be in excavations which condition constitutes danger to people, except as specified performance of works on elimination of these dangers using additional resources of protection.

58. After each detonation and airing of face person of production supervision, makes sure of safe condition of face, roof, sides of development and fix, in operability of safety devices, ventilation action, checks operability of the tools, mechanisms and devices which are required for work. Before resumption of work takes measures taking into account production schedules for creation of safe working conditions in face.

In cases when elimination of the revealed violations is impossible, person of control does not allow works and reports about it to the immediate superior or the dispatcher of the mine.

59. Excavations which condition constitutes danger to people or work, in which it is temporarily suspended, mouths of holes, collapse zones on surface are protected. The procedure and type of barriers are determined by the technical lead of the mine.

All invalid vertical and inclined developments are blocked from above and from below. At the same time barriers exclude access for people to the protected developments.

Resumption of work in temporarily suspended excavations is performed under the Statement which is drawn up by the commission of the mine (mine) headed by the technical lead.

60. In all mines at trunks on which pull and descent of people is made and on the lower reception platforms of the capital inclined developments equipped with lifting installations for delivery of people expectation cameras are arranged. The sizes of cameras and their equipment are determined by the project.

Exits from cameras of expectation are located in close proximity to mine trunk.

61. Cleaning and lubricant of mechanisms during their work is not allowed unless there are devices ensuring safety of these works.

Acceptance for operation of again mounted clearing and driving complexes, objects of power supply, ventilating and water-removing installations, the equipment are carried out komissionno under the chairmanship of the technical lead of the mine with creation of acts of readiness.

62. Operation and servicing of machines, the equipment, devices and the equipment, their installation, dismantle and storage are performed according to production schedules and operation manuals on the manufacturer.

63. Change of factory design of machines, the equipment, schemes of management and protection is made according to design documentation of the manufacturer.

64. Moving parts of the equipment if they represent danger sources, are protected, except for parts which barrier is impossible because of their functional purpose (working bodies of bottomhole machines, conveyer belts, rollers, traction chains).

If machines or their executive bodies cannot be protected (portable machines, conveyors, rope and monorail roads, pushers, winches), the precautionary alarm system about launch of the machine is provided in work, means of stop and disconnection from power source.

The prestarting sound warning signal shall be heard on all zone dangerous to people.

65. Before launch of machines and mechanisms in work the driver shall be convinced of absence of strangers in zone of their action and gives warning signal. The table of signals is hung out in a visible place near machines and mechanisms, value of signals is carried to persons servicing them.

66. Repairs of mining machines are made in terms according to the schedule of scheduled preventive maintenance (further - the Party of Pensioners of Russia) approved by the technical lead of the organization. On all types of repairs of the capital equipment production schedules are constituted.

67. On ore chutes strong lattices from rail or pipes with sizes of cells no more than 400х400 millimeters shall be established.

68. It is not allowed to carry by tobacco and smoking accessories, to smoke and use naked flame in underground developments of the mines dangerous on gas or dust, nadshakhtny buildings and on the surface of mines at distance less than 30 m from the fan diffuser.

69. Works at the same time in two and more tiers on one vertical, at any height over the working equipment in the absence of intermediate continuous protective flooring are not allowed.

In flooring it is allowed to have the hatch with cover for pass of people and cargo delivery. In underground developments it is not allowed to perform works from ladders except for of carrying out surveys, measurements, urgent (emergency) works.

In case of production of the combined works on different elevation marks prior to their simultaneous maintaining the project of the organization of works (further - POR) ensuring safety of their production is developed.

70. During the work at height of more 1,5 of meters in places where the device of barriers is impossible, workers use the safety belts fixed for support. Places of fixing of chain (rope) of safety belt are specified to workers in advance.

71. In case of work stoppages and during rest to be directly at face, near the working mechanisms it is not allowed.

72. The equipments used to work, machines and mechanisms, scaffolding, the woods, floorings, timbering, step-ladders, ladders, devices contain in good repair.

Machines, mechanisms and devices, the inventory woods and cradles have individual numbers at which they are written down in register of technical condition.

73. The basis of the woods and scaffolding, their elements, are protected from blows of the passing vehicles or the moved load. Approaches to ladders, step-ladders of the woods and scaffolding are not encumbered. The portable woods in case of installation are fixed.

74. Floorings, step-ladders, ladders and regiments are kept clean and not overloaded.

75. Any change of operating mode of the mechanism (start-up, stop) at which it is engaged two and more workers is carried out on the established signal. All working examine value of signals. Giving of signals on each workplace or installation is entrusted to certain person. The signal of launch of the machine or the mechanism moves prior to their work. The signal of stop is carried out immediately. Any unclear signal is considered signal of stop.

76. Portable machines are established in the provision excluding possibility of their involuntary movement.

In time off all machines and mechanisms are brought to the state excluding possibility of accidental start-up, starting arrangements are switched-off.

77. In case of sudden interruption in supply of the electric power the personnel servicing mechanisms switch off the electric motors setting mechanisms in motion.

78. It is not allowed to leave unguarded machines and mechanisms during their action, except the machines and mechanisms with automatic and remote control located in the isolated cameras or rooms.

79. In case of repair of machines and mechanisms they measures against independent movement of moving parts stop, taken.

80. When transporting pipes, armature, drills, the equipment, materials and tools the possibility of their touch to electric wires, contact wire and cables is excluded.

Subsection 2. Ensuring industrial safety in excavations

1. Priportalny and okolostvolny platforms

81. The platform at the portal of tunnel (adit) or trunk of the mine has sidings for traffic circulation, safe passes for people. When conducting works in avalanche areas and on sites with possible talus measures for protection against avalanches and rockfalls are performed.

The zones dangerous to movement (at landslide slopes, hillsides with possible talus, at the working machines, mechanisms, at bunkers), are protected on borders of danger areas, the precautionary signs seen in day and night time are exposed.

82. The platform is planned and provided with drains for removal of underground and atmospheric waters with the calculation excluding possibility of hit of waters in tunnels, trunks, excavations.

83. The barrier of the territory of the building site is determined by the project. The objects under construction located in settlements and about public roads are protected with fences at least 2 meters high.

84. Drives and passes on the building site are not allowed to be encumbered with soil, the equipment and construction materials; they are regularly cleared of dirt, garbage, snow, ice. In winter time passes fall down sand, ashes or chemical reagents for fight against ice accretion. The passes located on the crude or viscous soil become covered by continuous floorings 1 meter wide. The passes located on slopes and slopes with bias more than 20 degrees are equipped with ladders with handrail 1 meter high.

85. Slopes (slopes) at the portal of excavation prior to the beginning of driving are gathered and fixed according to the project and are during operation under observation of persons of the slopes supporting safe condition.

86. Wells and holes in the territory of the platform are closed or protected, trenches and ditches are protected with handrail 1 meter high. In night-time except barrier light signals are exposed.

87. In places of transitions through trenches, transporters, railway tracks, planked footway width of at least 0,8 of meters with handrail 1 meter high and onboard boards height of at least 0,14 of meters is arranged.

88. The pipelines of temporary networks and communications laid on surface in places of their crossing with roads, drives and passes are buried. Stacking of pipelines on the Earth's surface in case of the device in places of crossings of overlappings over pipelines is allowed.

89. Construction machines are established on the steady leveled basis with the bias which is not exceeding admissible technical data sheet. Around construction machines easy access at least 1 meter wide is provided.

90. On the priportalny or okolostvolny platform places for implementation of pogruzo-unloading works, warehousing of materials and designs are provided.

Borders of danger areas protect and designate the precautionary signs and signals well visible as in day, and at night.

91. Check of condition of mine kopr is made by the commission under the leadership of the technical lead of the mine with execution of the act: constants - once a year, driving - two times a year.

2. Parameters of excavations

92. Cross section of developments is determined taking into account mining-and-geological, mining conditions and the used equipment.

The minimum cross section of developments in light is established:

1) for ventilating and intermediate shtrek and biases, developments of drainage mines at least 3 square meters;

2) for ventilating rising, sboyek is at least 1,5 of square meters;

3) for transport developments, for human hodok at least 4 square meters;

4) for the rising developments serving porodospuskam is at least 2,2 of square meters.

Easy access for people throughout development is arranged on the one hand and has height of at least 1,8 of meters.

93. All horizontal developments on which transportation of loads is made have on straight sections of distance (gaps) between krepyyu (including timbering) or the equipment placed in developments, pipelines, cables and the most acting edge of dimension of railway vehicles of rail transport - 0,7 of meters (easy access for people), on the other hand suffices - 0,25 of meters suffices in case of wooden, metal and frame designs steel concrete and concrete fix also 0,2 of meters in case of continuous concrete and steel concrete fix.

94. In the developments equipped with conveyors, the aisle width on the one hand is at least 0,7 of meters, on the other hand 0,4 of meters.

In case of use of conveyors with two branches located in the horizontal plane, the distance between stava of the conveyor is at least 0,7 of meters.

95. Distance from the bearing cloth of tape of transitional bridges, devices to development roof (to the supporting rollers, the blocking sheets of the upper branch) at least 1 meter.

This distance in installation sites of platforms for landing of personnel makes at least 1,5 of meters and at least 10 meters are maintained on conveyor length.

96. In case of rail transport width mezhduputya provides gap between counter electric locomotives of at least 0,5 of meters, gap less 0, of meters when providing with safe movement. In case of rail transport width mezhduputya provides dimension between counter electric locomotives, trolleys, load 0,2 of meters suffices.

97. In case of not rail transport the gap between counter transport units on the most acting edge of dimension is at least 0,5 of meters.

98. On curves gap size between dimension of railway vehicles and krepyyu from outer side, size mezhduputya increase depending on the radius of curve, length and base of railway vehicles so that in case of any provision of railway vehicles the gaps established for the direct site of way were observed.

99. In case of driving of underground cameras at least two exits are provided. The maximum length of horizontal development with deadlock face no more than 1500 meters in case of cross-sectional area to 16 square meters and 2000 meters - more than 16 square meters.

100. Width of ventilating and fire-proof doors, doorways of the ventilating and fire-proof crossing points equipped with doors provides gaps on both sides at least 0, of meters between jambs of doors, doorways of crossing points and the most acting parts of mobile (rail) means, the self-propelled (not rail) equipment with internal combustion engines.

In the presence in ventilating and fire-proof doors, crossing points of doors for pass of people width 0,7 of meters gap size between the most acting parts of the specified mobile (rail) means suffices, the self-propelled (not rail) equipment and jamb of doors from pass for people it is allowed to reduce to 0,2 of meters.

101. In two-traveling developments in places where the hitch and uncoupling of trolleys, shunting works at capital loading and unloading points (bunkers, descents, porodospusk) is made, in one-traveling okolostvolny developments of cager trunks (cargo and porozhnyakovy branches) distance from wall (fix) or the equipment placed in developments and to the most acting part of railway vehicles 0,7 of meters on both sides of development suffices pipelines.

The device in two-traveling developments of passes for people between ways is not allowed.

102. In all developments in places of landing of people in passenger trains on all length of the train easy access at least 1 meter wide is provided.

103. The distance from possible pile of the mountain weight (ore) transported by the conveyor to roof or fixture of developments is at least 0,3 of meters.

104. Gaps between the most acting part of the internal combustion engine vehicle and wall (krepyyu) of development or the equipment placed in development are accepted depending on purpose of developments and speed of movement of the machine:

1) in the developments intended for transportation of ore and the message with clearing faces gaps of at least 1,2 of meters from pass for people are accepted and 0,5 of meters - from the counter party. In case of the device of walking path height of 0,3 of meters and width of 0,8 of meters or in case of the device of niches through 25 meters the gap from easy access for people is allowed to reduce to 1 meter. Niches are arranged height of 1,8 of meters, width of 1,2 of meters, depth of 0,7 of meters;

2) in loading and delivery developments of the clearing blocks intended for loading of ore and its delivery to transport development in the developments which are in driving with motion speed of the machines which are not exceeding 10 kilometers per hour and in case of exception of possibility of stay in such developments of people, not work-related machines, gaps of at least 0,5 of meters from each party are accepted;

3) in the delivery developments (inclined congresses) intended for delivery in clearing blocks of the equipment, materials and people (in machines), with motion speeds over 10 kilometers per hour:

on 0,6 of meters from each party in case of exception of cases of movement of people on foot;

1, meters from pass for people and 0,5 of meters on the other hand if movement of people on foot is not excluded.

105. At the beginning of developments on which in case of movement of driverless vehicles pass of people is not provided the lit prohibition signs are hung out.

106. The distance from the most acting part of the machine up to roof of development is at least 0,5 of meters.

107. Gaps between two lifting vessels in inclined developments in case of all tilt angles 0,2 of meters suffices. Gap between krepyyu developments and the most acting edge of dimension of lifting vessel of at least 0,25 of meters in case of fix wooden, metal and from steel concrete racks of at least 0,2 of meters - in case of concrete and stone.

108. In case of uglubka of trunks from the operating horizons of mines the gap between moving tubs and krepyyu trunk is provided or the acting parts of the equipment located in trunk (pipelines, beams) 0,24 of meters suffices.

109. Platforms of inclined developments, cameras and developments in which winches, tension devices, mechanisms are located have passes at least 1 meter on the one hand for servicing and repair, 0,6 of meters with another - for installation works suffices.

110. The gap between the upper roller of the excavator and contour of development, between the most acting tail part of body of the excavator and contour of development is at least 0,4 of meters.

111. In the fixed development the gap between the most acting tail part of body of the excavator and krepyyu is at least 0,4 of meters.

112. The allowed gaps between most acting parts of lifting vessels, krepyyu and executions in trunks of vertical mines shall correspond to the sizes specified in the table according to appendix 3 to these rules.

113. In case of driving rise gap size between the acting parts of vessels is allowed by at least 0,3 of meters. With depth of trunk over 400 meters installation of otboyny ropes, the devices excluding danger of collision of vessels is required. These devices are not required if gaps between vessels (tubs with the directing framework) it is more or are equal to 0,25 + to H/0,003 of meters (N - trunk depth in meters). The gap between moving vessels and the acting parts of collars of pipelines is allowed by at least 0,4 of meters. The gap between walls of bell of driving regiment and the acting parts of moving vessel is allowed by at least 0,1 of meters.

114. Before start-up of again hung or repaired vessel check of gaps is made. Gaps between two lifting vessels in inclined developments in case of all tilt angles 0,2 of meters suffices. Gap between krepyyu developments and the most acting edge of dimension of lifting vessel of at least 0,2 of meters in case of fix wooden, metal and from steel concrete racks of less 0,2 of meters in case of concrete or stone.

3. The device of exits from excavations

115. In each operating mine at least two separate exits which are providing departure (exit) of people from each horizon directly on surface and having the different direction of ventilating streams are provided. Each horizon of the mine is equipped with at least two separate exits to the overlying (underlying) horizon or surface, adapted for transportation (movement) of people.

Vertical and inclined trunks which serve as emergency exits are equipped with the mechanized rises and tradable (ladder departments).

116. Distance between exits at least 30 meters if nadshakhtny buildings and copras are built of fireproof material, - at least 20 meters.

117. In case of development holes of underground developments allow not to have the second exit to surface if faces of passable excavations are removed from holes no more than on 50 meters and the number of the workers occupied at underground works does not exceed 5 people in change.

118. After driving it is central the located trunks of mines to the project horizons or their uglubk to the new horizon first of all (prior to carrying out the horizontal opening developments) works on sboyka of trunks among themselves and to commissioning of water outflow, are performed on armirovka of trunks and the equipment of permanent or temporary cager rise with parachute devices. In case of flank arrangement of trunks first of all (before carrying out the developments providing the second exit) works on armirovka and the equipment of trunks as permanent or temporary cager rises with parachute devices and commissioning of water outflow are carried out.

119.  No. 772 is excluded according to the Order of the Minister of investments and development of the Republic of Kazakhstan of 07.11.2018

120. Opening by inclined congresses and blind trunks is allowed to make on depth no more than two horizons with simultaneous uglubky capital trunks.

121. In case of step opening of sboyka between trunks are carried out by two parallel developments with sboyka between them no more than through 300 meters.

122. Use of motor transportation biases as emergency exits in emergencies on the overlying horizons is allowed and it is direct on surface in case of observance of the following conditions:

1) departure of people is performed by the equipped motor transport which is in zone of conducting mining operations;

2) near biases on the underlying horizons cameras of emergency airsupply in which storage of reserve self-rescuers in the quantity exceeding the maximum number of change for 10 percent is provided are equipped according to the project. In case of reasons the project equips cameras shelters.

123. If from the mine, in addition to two exits, there are also other exits without permanent servicing, then the last are protected or closed on the locks which are freely opening from within or key outside.

124. The developments serving as additional exits between the horizons, exits to surface from certain sites, flanks of mine fields are supported in good repair and checked (as well as all-mine exits) at least once a month with logging of survey fix also conditions of developments in form according to appendix 4 to these rules.

125. In all developments and their crossings direction signs to exits to surface and distances to them are established. Indexes become covered with the self-shining paint or are lit.

126. If as two exits from underground developments to surface serve vertical mine trunks, then they are equipped, except mechanical rises (from which one cager), ladder departments. Both trunks (emergency exits) provide departure (exit) of all people from each horizon directly on surface. The ladder department in one of trunks can be absent if in trunk there are two mechanical rises with independent supply of energy. In trunks more than 500 meters in depth absence of ladder departments is allowed provided that in both trunks there are about two mechanical rises with independent supply of energy.

In vertical trunks up to 70 meters in depth in the presence of ladders in both trunks mechanical rise in one of them can be absent.

Requirements of this Item do not extend to the period of construction or reconstruction of the mine.

127. In case as two exits from underground developments to surface serve inclined trunks with tilt angle less than 45 degrees, in one of them mechanical delivery of people is equipped if the difference of marks of inclined trunk exceeds 40 meters, in case of difference of marks more than 70 meters both trunks are equipped with mechanical rises from which one is equipped for delivery of people. On case of exit of mechanical rise the possibility of exit of people on trunk is out of operation provided. The handrail attached to is for this purpose equipped in trunks with tilt angle from 7 to 15 degrees fix, from 15 to 30 degrees - staircases with steps and handrail, from 30 to 45 degrees - ladders.

If the tilt angle of trunks more than 45 degrees, installation of ladders is performed the same as in vertical developments, and two exits from underground developments to surface are equipped according to requirements of Item 126 of these rules.

When serve as two exits from underground developments to surface trunk with the mechanized rise and motor transportation bias, the last can serve as the mechanized exit on condition of observance of the security measures established in Item 122 of these rules.

128. In vertical developments of ladder no more than 80 degrees are established with bias. Over the mouth of development and over each regiment in development of ladder shall act on 1 meter, or over regiment opening. In krep developments are closed up metal brackets, the inside of brackets shall defend from fix at least 0,04 of meters, distance between brackets of no more 0,4 of meters, and width of bracket is at least 0,4 of meters.

Installation of ladders for the purpose of possibility of free movement of rescue teams in respirators shall meet the following conditions:

1) the free sizes of manholes without the area occupied with ladder on length of ladder is at least 0,7 of meters, and on width - 0,6 of meters suffices;

2) distance from the ladder basis to fix developments - at least 0,6 of meters;

3) distance between regiments - no more than 8 meters;

4) ladders strong, are steadily fixed and located so that they were not over openings in regiments.

Width of ladder is at least 0,4 of meters, distance between steps - no more 0, meters, and the distance between ladder bowstrings - is at least 0,28 of meters. The opening over the first ladder is closed by lyady.

Ladders and regiments shall contain in good repair and be cleared of dirt and ice.

129. The device of entrances (exits) from rising, equipped with ladders is not allowed, it is direct on otkatochny developments. Niches are for this purpose passed by width and depth of at least 1,2 of meters and height of 2,0 of meter.

130. Each working block (the camera, lava) in which clearing dredging is conducted shall have at least two independent, not conspirational exits to surface or to the operating horizons.

Requirements of this Item do not extend to clearing faces when dredging by short zakhodka and in case of layered dredging.

4. Carrying out and fixture of excavations

Paragraph 1. General provisions

131. Fixture of all excavations is made according to the passports of fixture and management of roof approved for them (further - the passport). In the passport specific conditions on each carried-out development are reflected.

Requirements for creation of passports of fixture and management of roof of underground excavations are established according to appendix 5 to these rules.

In case of deterioration in mining-and-geological and working conditions carrying out developments stops before review of the passport.

The passport determines fixture methods, the sequence of works for each development, their interfaces and clearing space.

132. Passports are constituted in duplicate for each development, affirm the technical lead of the mine. In case of change of mining-and-geological and mining conditions the passport is reviewed and affirms within a day.

133. Passports are at the yard foreman and the technical lead of the mine in engineering office of the organization.

134. The personnel occupied at works on construction fix, persons of control performing management of works get acquainted with passports under list.

135. All emptiness for krepyyu are pledged, zabutovyvatsya.

136. Laying of emptiness with the wood where fixture is required by fireproof materials is not allowed.

137. In steady breeds of development it is allowed to pass and leave without fixture in case of the sizes of their section corresponding to the approved passports.

138. All interfaces of inclined and vertical developments among themselves and with horizontal developments, interfaces of horizontal developments, mouths of the developments coming to day surface are subject to fixture is not dependent on the fortress of breeds.

139. Tradable departments rising including being in driving, separate from ore or material department partition and have regiments and ladders.

This requirement does not extend to driving of the driving complexes rising with use, suspended cages and method of section detonation. In case of driving rising using suspended cages between the drifters who are in cage, and the operator of the winch provides two-way communication.

140. Carrying out developments using driving complexes is made according to production schedules.

141. Release of mountain weight from passable rising is made constantly for the purpose of exception of its lag.

142. The driving of trunks of mines using porodopogruzochny machines shall exclude possibility of collision of tubs and loads with loading machine when passing through bell aperture in lower floor of regiment - carriages.

143. In case of driving of vertical developments during breed cleaning by the clamshell loader it is not allowed:

1) to make cleaning of breed in places of face where there were not blown up shpurovy charges;

2) to use the grab for wrest of the drills jammed in shots and for movement of tubs on trunk face.

144. When cleaning breed from trunk face the grab managed from surface and from regiment, finding of people in face is not allowed.

145. The message with the dozatorny camera of the bunker from the okolostvolny yard is performed on ladder department of trunk of the mine or on trip, equipped with ladder.

146. In case of trunk driving with dropping breed down the advanced development (furnel, trips), the last has the strong barrier excluding fall of people in development. In case of installation of barrier after explosion workers use the fixed safety belts.

Paragraph 2. Carrying out and fixture of horizontal and inclined developments

147. When carrying out horizontal and inclined developments in the breeds requiring artificial maintenance before installation of constant fix it is applied temporary krep.

Application temporary fix it is determined by the passport of fixture.

148. The size of lagging permanent and temporary fix from face it is established by the passport of fixture. In soft and unstable rocks lagging temporary fix it is not allowed.

149. In breeds very weak and unstable (loose, soft and quicksands) developments are carried out using advancing fix, boards or special methods.

150. If carrying out the development which is subject to fixture is stopped for long term, the constant krep on the passable site is brought closely to face.

151. When carrying out, uglubk or repair of inclined development working in face are protected from danger of fall from above of trolleys, objects by at least than two strong obstacles which design affirms the technical lead of the mine. One of obstacles is established in the mouth developments with tilt angle more than 18 degrees, and another - is not higher than 20 meters from place of employment.

Simultaneous works in inclined developments on different marks are not allowed.

152. Works on manual frill of roof, sides of development and face are carried out in the presence of person of the control or the worker appointed the senior in this change.

153. The sliding scaffolding or self-propelled aggregates providing safe works on frill are applied to frill of breed and survey of faces in developments more than 4 meters high. Implementation of frill from the beaten-off breed on condition of taking measures, ensuring safety is allowed.

154. The workers making roof frill are under the fixed or gathered site of development out of zone of possible inrush. In case of roof frill from "cradle" or platforms it is not allowed to push them one distance closer than 2 meters from "temper". 10 meters are not allowed to approach persons which are not occupied with direct frill the danger area closer.

155. The overload of platforms and "cradles" of the self-propelled aggregates used for survey and frill of roof is not allowed.

156. In case of installation anchor fix:

1) in the developments undergone on the breeds inclined to peeling and collapse measures for the prevention of fall of pieces of breed from the site of roof or sides of development between anchors are taken (suspension bracket to anchors of safety grid, surface covering nabryzgbetony). The grid suspended to anchors systematically is cleared of the breed lying on it. Sagged grids there shall be no more than 5 centimeters;

2) in developments more than 4 meters high of work are conducted with platforms on which in boxes there are sets anchor fix. Works on construction anchor fix are made according to the passport.

It is not allowed to begin works on drilling of shots without survey and removal of the exfoliated pieces of breed. When drilling to apply means of dust suppression or to work in antidust respirators.

157. Established into place krep (arch, polygonal, frame) it is wedged. Testing of types fix it is carried out according to production schedules.

158. The transport developments which are carried out within the section of cameras and tunnels of the big sizes are fixed according to the project.

Paragraph 3. Driving, fixture and reinforcing of vertical developments

159. On driving, uglubka, reinforcing and fixture of trunks of mines POR is developed.

160. Fixture of mouths of all developments undergone from surface, surely. Length of the site fix it is established by the project. All interfaces of developments are fixed irrespective of stability of breeds.

161. Installation of all types temporary fix it is conducted under the supervision of person of control.

162. In case of driving of the mouth of trunk around it the berma width of at least 0,5 of meters is left.

163. Krep mine trunk acts over the level of the planned surface 0,5 of meters at least.

164. Before installation driving copra the mouth of trunk is blocked and fenced off by lattice height of 2,5 of meters in which for pass of people trellised doors are equipped.

165. Lagging temporary or permanent fix or the lower edge of safety board - cover from face it is established by the project. In soft and unstable rocks lagging fix it is not allowed.

166. In case of construction of permanent obdelka all emptiness and gaps between breed and krepyyu tamponirutsya. The size of not plugged space in case of tubbing fix it is established by the project.

In case of construction of constant fix it is not allowed to remove temporary krep at size more provided by the project.

167. In case of driving of trunks in case of accident with rise the suspended rescue ladder is provided by length providing placement on it at the same time all workers of the greatest change on number.

168. On driving of the rising developments POR is developed.

POR join passports of fixture, the passport of explosive works, calculations and schemes of installation of the fan of local airing.

169. Are protected or blocked by Porodospuski for the purpose of exception of possibility of fall of people in them.

Finding of workers on the breed filling porodospusk is not allowed. Work near the mouth of the porodospusk opened or filled with breed it is allowed using safety belts. 170. Works on liquidation of "traffic jams" (breed lag) in porodospuska are performed under the leadership of person of control.

171. The deepened part of vertical trunk of the mine is isolated from the working horizon according to the project regiment or entirely, left under trunk sump.

Tselik becomes stronger from below krepyyu with continuous tightening.

172. In case of driving of trunk (hole) the workers who are in face are protected from possible fall from above of objects by the safety regiment located near face.

173. In case of driving of vertical trunks in unstable breeds using constant fix from tree installation of vertical runs (vandrut) and permanent struts (executions) is made at once after construction of new link fix length equal to length of vertical run (vandrut). The lower wreaths which are not covered by vertical run become stronger temporary struts (executions).

174. In the presence of water for krepyyu the drainage providing free drain of water in the water catching trunk devices is made.

175. After detonation and airing of face prior to works on breed cleaning the trunk and the equipment which is in it are inspected by person of control together with the foreman (zvenyevy) and the blaster, takes measures for reduction of face in safe condition then person of control allows descent of workers in face.

176. Concurrent works on armirovka of trunk of the mine and installation copra or to installation of equipment on it are made on POR providing overlapping of the mouth of trunk.

177. It is not allowed to perform works on reinforcing of trunks and movement of suspended regiments without safety belts, to use suspended cradles as lifting vessel.

178. Dredging of safety tselik or dismantling of safety regiment, available in the deepened trunk, make after the complete termination of uglubka and rassechka of the okolostvolny yard.

Dismantling of safety regiment or dredging of tselik is made on POR using temporary fix. Drifters work in safety belts.

179. The equipment meeting the requirements to the device and safe operation of the vessels working under pressure and ammoniac refrigeration units is used to forcing of the boring, refrigerating and grouting solutions.

180. Krep and the armirovka of vertical trunks of the mines serving for descent, raising of people and loads is inspected by every day appointed workers.

Periodically, but at least once a month, krep and armirovka of trunks the technical lead of the mine or his deputy inspects.

181. Mouths of the vertical trunks which are in driving equipped with lifting installations are protected from the non-working parties with walls or the metal gauze height at least 2, of meters. On trunks with perekachny stations and the intermediate horizons safety lattices or doors with the blocking which is not allowing to perform descent or rise in case of open lattices or doors are equipped.

Paragraph 4. Tubbing krep trunks of mines

182. In case of fixture of trunk of the mine tubbing rings:

1) installation of tubings is made from working suspended regiment or is direct from face;

2) in case of installation of the main wreaths the inspection report and reliability of pikotazh is drawn up;

3) descent of segments tubings is made with speed no more than 1 meter per second;

4) the trailing device for descent of segments to the mine consists of four chains (sling ropes) from which two are supplied with bolts and two - kryuchyam for pickup of segment. The applied ropes have the certificate on their testing; margin of safety of ropes is at least margin of safety of lifting rope;

5) release of the tubing from capture is allowed after its installation and fixing in project provision by at least than two bolts in the vertical plane and two bolts in the horizontal plane;

6) in case of supply of grouting solution in zatyubingovy space under pressure the workers occupied at these works use goggles and rubber gloves;

7) installation of segment in case of one rise is performed by means of the auxiliary winches established on surface or on the strong regiment arranged regarding trunk, the fixed constant krepyyu or by means of the polyspasts and blocks strengthened in mine trunk;

8) it is not allowed to open without the permission of persons of control tsementatsionny traffic jams in tubbing fix;

9) the size of not plugged zakrepny space in case of tubbing fix does not exceed one zakhodka.

183. When filling zatyubingovy space with grouting material by means of forcing admissible pressure is established by the project.

5. Driving of trunks of mines and wells with a diameter more than 500 mm by drilling method

Paragraph 1. Well-drilling from surface

184. Places of laying of trunks and wells, arrangement of the equipment and communications on the area are determined by the project. At the same time distance across from the drilling rig to residential and production rooms, conservation zones of power line, oil, gazo-products pipelines, iron and highways have at least height of tower plus 10 meters.

The arrangement of stationary drilling rigs in settlements at smaller distance, and operation of portable drilling rigs - in close proximity to buildings and constructions on condition of development in POR of the actions ensuring safety of works and safety of buildings and constructions is allowed.

187. Each stationary tower is equipped with the sound alarm system and the limiter of height of raising of the boring tool or load gripping adaptation.

188. Assembly of tower on the earth is made on cages or goats, by rise and descent of towers and masts in the installations which do not have the rise mechanism - by means of winches, cranes, tractors.

The winches used to raising of masts and to the towers collected on the earth, have at least triple margin of safety of ropes in relation to the greatest possible static load and the operational brake system.

The lifting mechanisms serving for installation of derricks (masts) have from well axis at distance, at least height of tower (mast).

189. Rise and descent of towers, boring masts, installation and dismantle of drilling rigs is made for stationary installations on POR under the leadership of person of control.

190. Installation, dismantle and movement of stationary derricks is not allowed at speed of wind more than 15 meters per second, during heavy rain, ice, thunder-storm and at night days.

191. Movement of stationary drilling rigs, their dismantling and assembly are made under the leadership of person of control. The way of movement of installations (trass) affirms the technical lead of the organization. On the plan of the route sites of the increased danger and security measure are specified.

192. Technical condition of drilling equipment, towers (masts), aggregates and installations are checked:

1) foreman at least two weekly;

2) person of control of the organization - at least once a month;

3) the driller - in case of acceptance of change or after termination of work.

193. Technical condition of tower (mast) is checked:

1) prior to the beginning of and after movement;

2) before descent of column of casing pipes;

3) after wind speed more than 9 meters per second;

4) after repair work.

Results of survey are entered in the Boring magazine in form according to appendix 6 to these rules. The found defects are eliminated prior to works.

194. Works on driving of wells begin in the presence of technical documentation:

1) TIME;

2) the acceptance act of the drilling rig in operation;

3) protocols of measurements of resistance of grounding and isolation of electric equipment and power supply networks;

4) act of pressure testing of pumps.

195. Boring pumps, pipelines, hoses and epiploons before input of the drilling rig in operation and after each installation are pressured up by water one-and-a-half settlement maximum pressure with check of operation of the safety valve.

Results are drawn up by the act of pressure testing of boring pumps, the pipeline, hose and epiploons of the drilling rig.

196. In case of hoisting transactions on the winch drum leave at least three rounds of rope; the motionless end of talevy rope is fixed by three screw clips in adaptation mounted on the certain base or on frame of the basis of derrick (mast); rope bend radius at least 9 diameters of rope.

197. In case of accomplishment of drilling operations in the conservation zone of objects (air and cable power lines, gas pipelines and so forth) the work permit determining safe conditions of their production is issued to working.

198. In case of liquidation of boreholes of the organization, the performing drilling operations, reflect in topographical plans of coordinate of wells and their depth.

In case of repayment of boreholes they are tamponirut for the purpose of protection of hit through them underground waters in developments and by associations of the water-bearing horizons.

199. On the drilling rig the set of the control instrumentation which is turning on weight indicators, weight limiters, manometers, safety valves and membranes of factory production is provided. Manometers are established after each step of compression and on pressure line after compressors, on air collectors.

200. The drilling rig is equipped with the devices automatically stopping operation of the winch in case of exceeding of admissible height of raising of the talevy block.

201. It is allowed to apply tower, pulleys and ropes of boring installations to equipment of emergency and repair and rescue rises on condition of observance of the relation of diameter of pulley to diameter of rope at least 40 and speeds of rise to 0,35 of meters per second.

202. Load-carrying capacity of tower of the drilling rig is accepted in time 1,5 above the maximum settlement load.

203. On delivery lines of circulating system, on latches the direction towards the closing "Z" and towards opening is specified "About".

204. In installation site of the boring pump floor with the taking-away trench intended for removal of drilling mud fluid in settlers and prevention of hit of oils on the bases is arranged.

205. The hose for forcing of flushing liquid is reinforced or becomes covered by braid of factory production.

206. When servicing by the compressor operator the workplace of the operator of the drilling rig is equipped with means of two-way communication with pumping compressor station. In case of automation of compressor installation the corresponding devices are removed on the control panel of the operator of the drilling rig.

207. In the course of drilling the mouth of trunk is completely blocked by sliding platforms or bilateral lyada.

208. Earth storages of clay solution and water on all perimeter protect with height of at least 1,2 of meters or block floorings.

215. The triple inventory of load-carrying capacity of mechanisms and devices for raising of the towers (winches, goats, arrows, ropes, blocks and so forth) collected on the earth in relation to the greatest possible loading is provided. Prior to rise operability of lifting mechanisms, devices, ropes, chains is checked by the works manager.

216. Raising of tower, its descent to the base is carried out with the minimum speed, smoothly without breakthroughs. At the same time watch correctness of navivka of tradable rope on drum of the lifting winch.

217. The lifted tower is equipped with the safety delay holding tower from capsizing or blow in case of its lowering on the base.

218. Raising (descent) of collected tower of tower type or its cloths (couples) make by means of lifting winches, cranes or tractors. At the same time lifting mechanisms and workers are from tower at distance of its height of +10 meters. The bases of support of tower are fixed.

219. Dismantle of tower is made on POR.

220. Production of mounting and dismantling transactions with the main assembly units of rock cutting body is performed according to the operation manual on the manufacturer of rock cutting body.

221. Installation of the stationary and portable hoist engines used in case of trunk driving is carried out with observance of safety requirements in case of production of crane works.

222. Installation dismantle, survey of sharoshka on zaburnik and drills is allowed to be made when they are disconnected from the upper assembly units, are removed from under tower and are turned by working part (sharoshka) up.

223. Production of assembly and dismantling works, survey, replacement of sharoshka of rock cutting body over the mouth of trunk and under the hanging load is not allowed.

Paragraph 3. Operation of drilling equipment and tools

224. When drilling trunk of the mine where there is danger of exit outside of firedamp, persons of control exercise control of concentration of methane in the building of purification of flushing liquid (in the presence of the building), in the building of boring pumps and in the mouth of trunk in case of following provisions of face of well: for 10 meters to each crossed layer, and in the course of its pereburivaniye at distance of 5 meters is lower than layer.

Measurement are performed by digital portable gas analyzers at least three times in change, at temperature below - 10 degrees Celsius to use rubber reservoirs with the subsequent determination of content of gases in test after warming up. In case of achievement of concentration of combustible gases operation of the drilling rig to stop more than 1 percent, to cut off power electric equipment in purification of drilling mud fluid. Carry out further work on condition of effective forced ventilation of places of the gas contamination providing concentration of gases less than 1 percent.

225. The trunk (well) in the course of drilling is constantly filled with flushing liquid. Level of filling with flushing liquid is specified in the project trunk driving.

226. Operation of the boring winch in case of the indications of the indicator of weight exceeding the most permissible load on tower is not allowed.

227. It is not allowed to leave estuarial platforms moved apart, except for time of descent of rock cutting body and descent of column fix.

228. During the work with pneumatic breaker the machine key, except the rope going to rod is equipped with the holding safety rope fixed by at least than two screw clips in adaptation mounted on tower designs.

229. Finding of service personnel in radius of action of machine key and near tension rope of key is not allowed in case of screwing together and discrediting of boring pipes.

230. Transactions on screwing together and discrediting of boring pipes and movement of the boring tool are made by means of automatic coils, machine keys, devices.

231. It is not allowed to work as machine keys in case of discrepancy of their size to diameter of boring pipes, in case of defect of handles of keys, wear of crackers and lack of locking screw brackets at handles.

232. It is not allowed to push in operating time of clay mixer clay, materials in the Lomami hatch, shovels, objects, to remove lattice from the hatch and to take sample of solution via the hatch.

233. In case of clay mixer stop on repair from pulley of clay mixer transfer belts are removed, and on the starting arrangement of the drive the poster is hung out: "Not include - people work!".

234. During the work on open trunk (well), when unscrewing in trunk of traffic jams in tubings, workers use safety belts.

235. All works in trunk on stamping of seams, sbolchivaniye of elements and works on construction fix are conducted by submersible method with the suspended regiment which is not connected with krepyyu.

236. The suspension bracket of sections is not allowed fix on hook of talevy system of tower if the mass of sections with the trailing device exceeds 3/4 load-carrying capacities of tower and talevy system.

237. Installation for cementation is supplied with safety valves and two manometers, one of which is established on the aggregate, and another - on head of grouting pipe.

238. The operator of the drilling rig enters in the Boring magazine in form according to appendix 6 to these rules and informs accepting change about all defects in the course of drilling.

Paragraph 4. Fixture of trunks (wells)

239. The drilled wells are blocked or protected.

240. Before descent fix, the works manager on fixture of trunk of the mine, personally checks operability of tower, the equipment, talevy system, instrumentations and condition of the bases. The found defects are eliminated prior to descent fix. Works on descent and suspension bracket fix make under the leadership of person of control according to POR.

241. Production of welding works in case of installation of section fix over the mouth of trunk it is allowed only in case of the trunk (well) filled with flushing liquid.

242. When conducting driving works all measurements in trunk are reflected in surveying documentation on trunk driving.

243. After completion of works on drilling and fixture of trunk (well) around it the barrier is established by height of 2,5 of meters.

244. The sboyka of the drilled trunk (well) with horizontal (inclined) excavation before its complete drainage and operational development is not allowed fix to project parameters.

6. Driving of trunks of mines with preliminary freezing of breeds

Paragraph 1. Designing, installation and operation of system of freezing

245. The method of freezing and type of the refrigerating station in case of driving of trunks of mines, with preliminary freezing of breeds are determined by the project on trunk driving.

246. In the project specify the freezing depth, diameter of circle of arrangement of wells, binding of wells to standard axes of excavation, quantity of the refrigerating and control wells, diameter of pipes of the refrigerating column, design of wells, the geological and technical job specification driving of trunk.

247. During the designing, installation and operation of the ammoniac refrigerating station are guided by requirements to devices of ammoniac refrigeration units.

248. The engine room or the compressor hall one-storey, are built, including overlapping, from difficult - combustible materials.

249. The building of the refrigerating station shall be removed on 10 meters at least from production placements and on 40 meters from household.

In case of installation and operation of the refrigerating station requirements of the operation manual on the manufacturer of ammoniac refrigeration units are observed.

Paragraph 2. Refrigeration units

250. The personnel allowed to maintenance of refrigeration units shall know:

1) device, principle of work and rule of safe operation of refrigeration units;

2) the elementary data from physics relating to refrigerating process;

3) properties of coolants;

4) operating mode of refrigeration units;

5) rules of repair and charging of installations;

6) procedure for maintaining reporting documentation on work of refrigeration units.

251. Safe operation of the refrigerating station is provided by person of control.

252. In premises of the refrigerating stations it is not allowed to use naked flame.

253. It is not allowed to store lubricants and rags directly in the refrigerating station.

254. Each refrigeration unit shall has the fire extinguisher.

255. All fire extinguishing means, the fire equipment and stock are on the foregrounds having open entry.

256. Safety valves are tested on pressure established for them and are sealed up. Operability of safety valves is checked at least once a year with creation of the act of their operability.

257. The defective safety valve is replaced with operational. Installation of caps instead of safety valves is not allowed.

258. The manometers and manovakuummetra established on the compressor and devices have class not below 2,5.

259. It is not allowed to use manometers in the absence of seals or brands, the overdue term of checking, with the broken glass or the damages affecting correctness of indications.

260. In case of installation of machines, devices and pipelines shutoff valves are established in the direction of coolant, with its giving under the valve. Installation of locking gates makhovichka is not allowed down.

261. The system of pipelines and devices which is subject to filling with coolant is tested after installation (before coloring and isolation) on hermeticity pressure specified by the manufacturer of the equipment with creation of the act.

262. Before filling of system with coolant all compressors, pipelines and devices are cleared of pollution, drained and vacuumized up to the residual pressure not higher than 40 millimeters of mercury.

263. Before filling of refrigerating system with coolant make sure that the cylinder contains the corresponding coolant. Check is made on pressure at cylinder temperature, equal temperature of air. Before check the cylinder shall be in this room at least 6 hours. Dependence of pressure of coolant on temperature is checked according to the table of saturated steam.

264. Opening of the cap-type nut on the nipple of the gate of cylinder is made in goggles. At the same time the exhaust outlet of the gate of cylinder goes from the worker aside.

265. When filling (replenishment) of system coolant moves on the party of low pressure. For accession of cylinders to system it is allowed to use the annealed copper pipes or maslobenzostoyky hoses tested for durability and density.

266. It is not allowed to leave cylinders with coolant attached to refrigeration unit, except for time when filling of system or removal of coolant from it is directly made.

267. It is not allowed to heat cylinders when filling system with coolant.

268. It is not allowed to store or transport cylinders with coolant without shelter protecting them from sunshine. Except warehouse it is allowed to store no more than two cylinders of coolant in the engine room, the room.

269. Planned surveys and audits of refrigeration units are carried out according to the schedule approved by the technical lead of the organization constituted taking into account recommendations of the manufacturer and service conditions of each installation.

270. It is not allowed to charge during watch to the driver performance of works, not connected with servicing of refrigeration unit.

271. In duty drivers schemes of installation are hung out.

272. In the driver there are at least two pairs of rubber gloves, mittens, two gas masks. The gas mask is checked at least once a year, and also after each use according to management of the manufacturer.

273. Close the delivery gate of the compressor it is allowed after elimination of possibility of its automatic start-up. On makhovichok of the gate the poster "The Gate Is Closed" is hung out.

274. Measurement of linear dead space of the compressor is performed only in case of manual turning of shaft.

275. It is not allowed to smoke in the machine room.

276. On everyone arriving, on the company of batch of compressor oil have the passport certificate of the manufacturer.

277. It is not allowed to operate defective shutoff valves with the damaged epiploons, valves, makhovichka complicating opening and closing of vessels, devices and cylinders.

278. In order to avoid jamming of the gates which do not have the return consolidation of epiploon in case of removed to makhovichka, it is not allowed to keep them in the provision opened to the full.

If under the terms of operation the locking gate opens on the maximum pass, it is opened completely, and then turned back on 1/8 turnovers makhovichka.

279. Passes near machines and devices contain free, floors of passes - operational.

280. Use of defective devices of automatic equipment is not allowed. Check of devices of automatic protection of the compressor is made at least once a year with creation of the act of their check.

281. Remove barriers from the equipment it is not allowed before elimination of possibility of involuntary inclusion.

282. It is not allowed to touch moving parts of machines and devices, both during the work, and in case of stop, before elimination of possibility of involuntary inclusion.

283. It is not recommended to close at the same time entrance and output gates on the devices filled with liquid coolant more than for 80 percent of amount.

284. For detection of the place of leakage of coolant it is allowed to use techeiskatel, haloid lamps, soapsuds.

285. The leakage of coolant is eliminated in case of its detection. Pulling up of bolts in flange connections, complete or partial replacement of omental stuffing of shutoff valves it is allowed to make only after pressure decline of coolant in the damaged site to atmospheric and disconnections of this site from other system. In case of detection of considerable leakage of coolant stop the compressor, include ventilation or open windows, doors and eliminate leakage.

286. Open compressors, devices and pipelines it is allowed only after pressure of coolant is lowered to atmospheric and will remain to constants within at least 20 minutes.

It is not allowed to open devices with temperature of walls (during opening) below-35 degrees Celsius.

287. In case of survey of internal parts of compressors and devices it is allowed to use only portable lamps not higher than 12 Volts or electric pocket and accumulator lamps.

288. Concentration of the brine passing in pipes of evaporators is provided such that temperature of freezing of brine was 8 degrees Celsius lower than temperature of boiling of coolant under operating conditions.

289. Mechanical cleaning of pipes of kozhukhotrubny devices is made only after release them from coolant.

290. In case of installation work stoppage in winter time in case of danger of freezing of water the last leaves from all machines and devices with water chilling, from water highways.

291. After compressor stop for long time its start-up in work is made only with the permission of person of the control providing safe operation of the refrigerating station.

292. Before welding or the soldering of devices or pipelines delete from them coolant with purge air.

293. Welding or the soldering is made with observance of fire-proof actions in case of open windows and doors or during the continuous operation of the exhaust fan.

294. Dismantling and repair of electric equipment, electric motors and electrical accessories, replacement of lamps in electroarmature and similar works are performed only after shutdown of tension.

295. Accounting of work of the refrigerating station is drawn up in the Register of work of the refrigerating station in form according to appendix 7 to these rules. When servicing refrigeration unit the driver performs visual inspection of the equipment, check of its hermeticity, cleaning of surface of the equipment of dirt and dust. All noticed defects register in the Register of work of the refrigerating station in form according to appendix 7 to these rules with mark about their elimination.

Paragraph 3. Freezing of soil

296. In case of performance of works on artificial freezing of soil, production, installation, dismantle, adjustment and operation of the equipment and pipelines POR are guided.

297. Operation of the refrigerating station and brine network is allowed after testing and acceptance by its commission. Operation of the station is performed according to the operation manual on the manufacturer.

At the refrigerating station accounting of all indicators of its work with mark in the Register of work of the refrigerating station in form according to appendix 7 to these rules will be organized.

The duty driver writes down in the magazine all indicators and incidents taking place in work of the refrigerating station.

298. Width of easy accesses in engine rooms along walls and between machines (installations) it is established at least 1,5 of meters, and height of machine and hardware rooms - at least 4 meters.

The specified requirements do not extend to portable refrigeration units of complete factory readiness.

Distances between portable refrigeration units, their arrangement on the platform are determined by POR.

299. Apply steel seamless seamless pipes to pipelines of circulation of coolant. Application for these purposes of gas and pig-iron pipes is not allowed.

Production of welding, hot work on the pipelines and devices filled with coolant or brine is not allowed.

300. The brine network executed from direct and return rassoloprovod, the distributor and collector is placed in forshakhta (mouth), placement of network on surface with the heat insulation device is allowed.

301. On brine network are established:

1) manometers - on one on direct and return rassoloprovod;

2) thermometers - on direct and return rassoloprovod in protective frames;

3) indexes of level of brine - on circulating tank with the alarm system of lowering of the level of brine with signal conclusion in hardware department.

302. Premises of machine and hardware departments of the refrigerating station have in the separate building and provide with telephone communication.

Operation of the portable refrigerating stations without device in them telephone communication, on condition of availability that in the territory of the platform at distance no more than 300 meters from the refrigerating station is allowed.

303. In the engine room of the refrigerating station provide:

1) forced forced ventilation with double exchange of air in hour and exhaust with triple exchange of air, emergency exhaust with sevenfold exchange of air in hour, temperature not below 16 degrees Celsius;

2) at least two exits, doors and windows opening outside;

3) the equipped place for storage no more than two cylinders filled with coolant. The cylinder with coolant is allowed to be attached to system only for a while, recharge;

4) telephone communication, the light and sound alarm system with production site of works;

5) devices for control of content in air of hazardous substances;

6) the first-aid kit and individual protection equipment for everyone, working at the refrigerating station, at least two gas masks or the isolating self-rescuers.

304. In the machine hall of the refrigerating station are hung out:

1) scheme of circulation of coolant and brine;

2) scheme of circulation of water;

3) instructions for operation of cooling machineries.

305. In household rooms in case of the engine room provide separate system of ventilation.

Power supply of emergency ventilation is provided both from the basic, and from independent power source.

306. All refrigerating devices, pipelines, condensers, evaporators, maslovodootdelitel firmly are fixed. On direct sites of pipelines more than 100 meters long compensators are arranged.

307. The system of circulation of coolant and brine of the refrigerating station (the compressor, the condenser, the evaporator, pipelines) upon termination of installation is tested on pressure provided by POR.

308. Release of coolant via any safety valve of system is made on the taking-away pipe according to POR. Diameter of the taking-away pipe is allowed at least diameter of conditional pass of the safety valve.

Accession of the separate taking-away pipes from safety valves is allowed to the general taking-away pipe. The cross-sectional area of the general taking-away pipe shall be at least amount of sections of the attached withdrawal of separate safety valves, and in case of the number of such branches more than four - at least 50 percent from this amount.

309. Artificial thawing of the refrigerated soil is allowed to be made according to the project decision after complete construction of underground designs.

After thawing the refrigerating pipes are taken, and wells are filled with special solution. When leaving of the refrigerating pipes in wells they tamponirutsya.

310. In places where pipelines can be exposed to damages, arrange protective barrier.

The delivery pipeline of coolant in places of pass through combustible walls and overlappings separates from them fireproof isolation.

311. Filling of system with coolant, operation of cooling machineries and compressors are made according to production schedules for each refrigerating station, and instructions of manufacturers of the equipment.

312. Manometers annually are exposed to checking and have brand or the state verificator's seal. In addition, at least once in six months, is performed indications of working manometers by comparison with indications of the control manometer.

Operability of all established thermometers and manometers is checked daily visually by personnel of the refrigerating station with the log entry of accounting of work of the refrigerating station in form according to appendix 7 to these rules.

313. In case of operation of cooling machineries determination of the place of leakage of coolant is made by the chemical indicator or the device intended for this purpose.

In case of operation of cooling machineries periodically, but at least once a month, it is performed taken away from the condenser of water and brine on presence of coolant at them.

314. It is not allowed to open cylinders and case of the compressor, to dismantle devices, pipelines and shutoff valves before complete removal from them of coolant and oil.

315. Cylinders with coolant store in fire-resistant warehouses (without windows and heating) in lying provision in the quantity which is not exceeding 25 percent of annual consumption at temperature in warehouse 25 degrees Celsius are not above.

316. The storage location of cylinders with coolant is deleted from buildings and storage locations of flammable, combustible substances on 50 meters at least and have in lightning protection zone. Cylinders protect from sunshine.

317. Joint storage of cylinders with different coolants or the compressed gases, combustible materials is not allowed.

318. The refrigerating columns of brine system are tested on hermeticity the hydraulic pressure of at least 2,5 megapaskalya in the course of lowering of column in process of welding of each joint and assembled upon completion of installation. After installation and washing the brine network is put on hydraulic trial the one-and-a-half project pressure of the brine pump, but at least 0,5 megapaskalya. The brine pipeline and armature are contained in use hermetic.

319. In case of installation of each joint of again increased pipe of the refrigerating column and after installation and washing of brine network they are subjected to hydraulic tests for hermeticity the one-and-a-half project working pressure of the brine pump (but at least 0,5 megapaskalya).

Endurance under pressure of each joint of pipe, brine network - 10 minutes.

Results are drawn up by the act of hydraulic testing for hermeticity of the pipeline.

320. It is not allowed to make repair of pipelines of brine system in the presence of pressure, to remove caps from the refrigerating column after testing.

321. Height of gallery where the brine distributor and collector of at least 1,8 of meters is placed. The distance from column head to wall of gallery or trunk - is at least 0,8 of meters.

322. The gallery is provided with artificial lighting at least 30th luxury with tension of lighting network no more than 42 Volts and ensuring emergency lighting from the independent power supply. Application for emergency lighting of individual accumulator lamps is allowed.

323. The gallery is connected the sound and light alarm system to the refrigerating station. Acquaint service personnel with value of signals.

324. In case of driving of vertical trunks of mines, in the building to the refrigerating station and gallery explosion-proof electric equipment is used.

In gallery the emergency inventory of gates, cranes, pro-masonry rubber and special collars for liquidation of breaks of brine is stored in pipes.

325. In case of introduction of brine network in operation temperature of brine goes down gradually from 2-3 degrees Celsius a day to project.

326. In case of damage of the refrigerating column circulation of brine stops before detection and shutdown of the damaged column. Inclusion of the refrigerating column before complete elimination of leak is not allowed.

Repair of the refrigerating columns is made on the actions excluding receipt of brine in trunk or damages of ice barrier for the job specification to the admission. Before nitric freezing all works in the developments adjacent to freezing zone, stop, and workers are removed on surface.

Works are performed according to the work permit.

331. Works on technology of nitric freezing are performed on the project.

In the used coolant content of liquid nitrogen is allowed at least 99 percent on amount.

332. Maximum permissible working pressure in portable and stationary reservoirs, in all other elements of system of nitric freezing does not exceed 0,25 megapaskalya.

333. Persons occupied at works with liquid nitrogen are provided with protective equipment from cold injury: cloth jackets, mittens, points.

334. The elements and nodes constituting system of nitric freezing are tested with execution of acts for hermeticity.

335. Vessels, pipelines and shutoff valves before use are checked for lack of oil products and protected from hit of oil products in them further.

336. All gates of system of nitric freezing designate and number according to the technology scheme. The scheme is applied with indelible paint on the board established in zone of management of system. The sequence of opening and closing of gates in the course of work is specified in POR and is caused on board together with the scheme of distribution of liquid nitrogen.

All gates are supplied with cliches with the put numbers, texts and shooters specifying the direction of rotation of flywheel when closing in case of emergency.

The gates intended for emergency shutdown of system are painted in red color.

When carrying out nitric freezing in trunk or horizontal development the scheme of distribution of nitrogen and the sequence of switching of gates are specified on the board established about the mouth of the refrigerating columns.

337. The zone of management of discharge of nitrogen shall contain:

1) sign of emergency stop;

2) the isolating self-rescuers in the quantity exceeding the maximum number of the people working in change with 10 percent;

3) portable oxygen inhalers on case of sudden loss of consciousness by one of members of crew;

4) medical first-aid kit;

5) electric lighting (at least 50th luxury).

When instructing the personnel occupied at works with use of liquid nitrogen study instructions for use gas analyzers, the isolating self-rescuers and inhalers about what the log entry of instructing in the form established by the technical lead of the organization is made.

338. In works zone during discharge of nitrogen in the refrigerating system constant control of content of oxygen is exercised by express method, and at least once a day control tests of air for the laboratory analysis are selected.

Places of control of air by express method are provided by POR. In case of oxygen content less than 20 percent on amount of plums of nitrogen stop, and measures to razgazirovaniye of developments and identification and elimination of the reasons of emergency are taken.

Quality control of air makes person of control on who control of safety of works in change is imposed.

339. In case of works on nitric freezing of soil in underground development the project provides exhaust also forced ventilation.

340. On motor transportation cryogenic reservoir the text becomes: "Closing the gate of issue of liquid nitrogen, open drainage. Attention! Watch time, the drainage is open!". The operator working at cryogenic reservoir in case of nitrogen plum is in visibility range of the arrangements involved in distribution of the merged nitrogen and persons occupied on accomplishment of this work or has with them two-way continuous communication.

341. Combination of process of nitric freezing with driving works is not allowed. The discharge of liquid nitrogen is possible after conclusion of all persons from zone of production of nitric freezing. Finding of persons which are not occupied in the course of nitric freezing closer than 30 meters from production site of works is not allowed.

Finding of personnel with functions of control in freezing zone in underground development in the course of discharge of nitrogen is allowed in number of no more than two people and in the presence of gas analyzers and individual remedies for everyone (the isolating self-rescuer, inhaler).

342. In case of performance of works on technology of nitric freezing it is not allowed:

To block 1) at the same time two gates within one closed network of circulation before complete evaporation of liquid nitrogen in case of absence on this site of safety devices (the safety valve, explosive membrane);

2) to make repair of system of nitric freezing, including tightening of fixture in case of nitrogen circulation;

3) smoking in zone of process control of nitric freezing, in case of production of repair work in this zone about what the corresponding posters are hung out.

343. For installation of the elements of system of freezing having direct contact with liquid nitrogen threaded and flange connections are used. Welding works are allowed to be made only on the pipelines having contact with the evaporated nitrogen.

More than three cycles are not allowed to use flexible nonmetallic elements of pipelines.

For heat insulation of the flexible feeding elements of system of nitric freezing it is not allowed to use tough heat-insulating materials.

344. Ways of transportation and installation site of cryogenic reservoirs on day surface and in underground developments are determined by POR.

345. Warming of pipelines and armature in case of their frosting is allowed to be made outside vapor or hot water.

346. When freezing soil near the existing capital constructions instrumental surveying control of possible deformation of constructions is made.

347. Production schedules on this work type are developed for work on degreasing of the cryogenic equipment (transport tanks for liquid nitrogen, armature, hoses, metal hoses) and pipelines of network of circulation of nitrogen.

348. Availability on pipes and in threaded connections of fatty films is not allowed. For greasing of threaded connections lubricants on the basis of the fluorinated polyair are used.

349. Excessive pressure is not allowed to leave without service personnel the tank and network of circulation of nitrogen in the presence in them.

350. In case of connection and detachment of reservoirs from network of circulation of nitrogen, turning on of gates of gas-dumping on the reservoir or the distributor, operation of the safety valve of the reservoir, gap of safety membrane of vessel, casing or hose all faces, except for the workers occupied with equipment maintenance at least 15 meters are removed on distance.

351. When servicing the cryogenic equipment and network of circulation of nitrogen special clothes, special footwear, remedies of hands of workers and the tool without traces of oils are applied.

352. The production schedules on servicing of reservoirs and network of circulation of liquid nitrogen are developed for performance of works on transportation and operation of transport tanks for liquid nitrogen and accessories to them.

353. In case of signs of leakage of liquid nitrogen from network of circulation (white cold steam) supply of coolant stops, people are removed from the danger area, except for the personnel which are engaged in search and elimination of leakages of gas, repair of elements of network of circulation.

354. It is not allowed to make the soldering and welding of reservoirs and network of circulation of nitrogen before its removal and pressure decrease to atmospheric.

At the same time the air temperature (nitrogen) is maintained within 2 hours on entrance of 60-80 degrees Celsius, at the exit of 30-35 degrees Celsius.

355. It is not allowed to perform welding, hot work with open flame in the elements of network of circulation of nitrogen which are not disconnected from technology network and not blown by warm air (nitrogen) with temperature at the exit of 15-20 degrees Celsius.

In case of accomplishment of welding works heat insulation of pipelines of network of circulation of nitrogen is protected from impact of flame.

356. In case of installation of each joint of again increased pipe refrigerating columns after installation, and purge of network of circulation of nitrogen they are subjected to tests for hermeticity dry compressed air or gaseous nitrogen under the total one-and-a-half project pressure of coolant in nitric reservoir and the hydrostatic pressure of liquid nitrogen in network of circulation, but 0,25 megapaskalya suffices. Endurance under pressure - 10 minutes.

Results of testing are drawn up by the act approved by the head of the organization.

357. Pipes of distributing of network of circulation of liquid nitrogen after testing of system and elimination of thinnesses of connections are heat-insulated.

358. Person of control:

1) visual survey of the reservoir with liquid nitrogen, the giving highway and elements of network of distributing of coolant which are in the mode of forcing of liquid nitrogen is every shift performed;

2) operability of safety valves, availability of regular accessories of the tank (sealing rings, metal hoses) and fire extinguishing means is checked;

3) according to POR it is controlled in network of circulation of nitrogen coolant parameters (temperature, pressure, expense). Results of survey on a shift basis and control of parameters of coolant are brought in the Register of work of the refrigerating station in form according to appendix 7 to these rules.

359. It is not allowed to carry out control measurements of parameters of coolant in gallery or face of trunk in case of the open gate of gas-dumping of the distributor.

360. Workplaces of the operators working with liquid nitrogen are provided with the medical first-aid kits completed with antiburn means.

Paragraph 5. Trunk driving in the refrigerated breeds

361. The trunk driving in the refrigerated zone is allowed after integrity checking and achievement of settlement thickness of ledoporodny barrier (ultrasonic control).

366. Technology and means of conducting explosive works provide integrity of ledoporodny barrier and the refrigerating columns. The method of destruction of the refrigerated breeds is determined by the project on trunk driving.

381. Heating of ventilating stream in case of trunk driving in zone of the refrigerated breeds is determined in the project on trunk driving.

The drifters working in the refrigerated zone are provided with warm special clothes.

382. Person of control every day inspects condition of trunk and provides cleaning fix from ice.

7. Driving of trunks of mines with preliminary tamponazhy rocks

383. The technology of works on tamponazh and arrangement of the grouting equipment are determined by the project on trunk driving.

384. The room for preparation of grouting solution is equipped with forced ventilation according to the project on trunk driving.

385. The directing pipes (conductors) are fixed in grouting wells by means of rubber cuffs, cement mortar or methods so that they could sustain solution pressure when forcing in wells.

389. The grouting equipment used in trunk - pumps, reservoirs with solution, water, chemical reagents - is placed regularly on driving regiment, cradle or the device, excepting distortions of the last.

390. For the prevention of break in trunk of pressure head waters when drilling grouting wells application of safety epiploon or the defensor of the same appointment is obligatory.

391. It is not allowed to make bystry overshoot of cranes of pipelines (cranes are blocked smoothly) and to use hoses, having swelling.

392. For the prevention of break of water in trunk in case of achievement the face of the upper mark of project safety tselik drills two-three advanced exploratory wells on depth at least 1 meter below roof of water-bearing layer.

397. Dismantling and repair of the grouting equipment and system of pipelines before complete pressure decrease is not allowed.

398. The trunk driving in the plugged water-bearing breeds is made by regular method with observance of safety rules.

399. In case of production of explosive works with the education exception the purpose in breeds of the new water carrying out cracks the detonation method is applied melkoshpurovy.

400. At the same time blown up amount of explosives shall make no more than 15 kilograms.

8. Work with solutions on the basis of chemical components

405. On pipelines for injection of solutions the safety valves adjusted on settlement pressure with the device for collection of dumpings are established.

406. In case of production of injection works:

1) operation of the untight soaking-up and delivery line of injection system, pumps, reservoirs and dosers is not allowed;

2) transportation and storage of pitches, liquid glass, acid and chemical reagents are made in hermetically metal sealed container (original packing) with densely closed covers. On all used reservoirs texts with the name of chemical reagent are put;

3) in excavations on site of preparation of injection chemical solutions the inventory of chemical reagents which is not exceeding the quantities necessary for chemical fixing of breeds on one zakhodka is provided;

4) the aggregates used for preparation of injection solutions are equipped with hatches with densely closed covers. Preparation of solutions in reservoirs in case of open covers is not allowed;

407. During execution of works on injection fixing of soil not the related works in underground development are allowed to be made outside the danger area, certain POR.

408. In operating time with chemical reagents exceeding of content of toxic substances on workplace of threshold limit values is not allowed. On workplaces shall have clear water, 10 percentage solution of baking soda and protective equipment for working, according to POR, the application guide of manufacturers of materials.

409. The place of fixing of soil and mixing node communicate among themselves telephone communication and the two-sided alarm system (sound and light), value of the applied signals is established.

410. Installations for preparation of liquid glass, the installations applied to cooking and heating of chemical solutions, will regularly be examined and subjected to hydraulic tests according to production schedules.

414. The pitch, acid and chemical materials intended for tamponazh are delivered to production site of works in hermetically sealed container.
