1. The Bank of Russia (Department of the admission and termination of activities of the financial organizations) keeps the register according to part 1 of article 15 of the Federal law "About Housing Accumulative Cooperatives" based on the information provided by the federal executive body authorized on implementation of state registration of legal entities and housing accumulative cooperatives (further - cooperative).

2. Maintaining the register is performed with use of the electronic database. The Bank of Russia provides forming of documents on papers.

3. The Bank of Russia (Department of the admission and termination of activities of the financial organizations) enters in the register the data provided by part 2 of article 15 of the Federal law "About Housing Accumulative Cooperatives" within 10 working days from the date of their obtaining.

4. The cooperative in time not later than in five working days from the date of adoption of relevant decisions represents to the Bank of Russia (Department of the admission and termination of activities of the financial organizations) for entering into the register information on change of information about the persons elected or appointed to positions of sole executive body of cooperative, board members of cooperative or members of collegiate executive body of cooperative, and also data on discharge of such persons from posts with indication of the discharge reasons according to appendix to this Instruction.

5. Are applied to the data represented by cooperatives to the Bank of Russia according to item 4 of this Instruction the copy of the decision of authorized body of cooperative on appointment (election) to position of the corresponding official of cooperative and the copy of the pages of the identity document containing details of such document (series, number, the name of the issued body, date of issue), surname, name, middle name (in the presence) and the residential address (registration) of the specified person certified by the signature of person performing functions of sole executive body of cooperative, or replacement his face. The signature of person performing functions of sole executive body of cooperative or replacement his faces shall be certified by seal of cooperative.

6. The documents submitted by cooperative to the Bank of Russia (Department of the admission and termination of activities of the financial organizations) according to Item 5 of this Instruction and containing more than one leaf shall be numbered, stitched and fastened the last leaf by zaveritelny text with indication of figures and the copy-book of number of the numbered sheets signed by her originator with indication of surname, name, middle name (in the presence), positions and dates of creation on the back. The signature of the originator of zaveritelny text shall be certified by seal of cooperative.

7. This Instruction becomes effective after 10 days after day of its official publication in "the Bulletin of the Bank of Russia".

8. From the date of entry into force of this Instruction not to apply the order of FFMS of Russia of October 4, 2012 No. 12-85/pz-n "About approval of the Procedure for maintaining the register of housing accumulative cooperatives", No. 25786 registered by the Ministry of Justice of the Russian Federation on November 9, 2012 (The Russian newspaper of November 16, 2012).
