Article 1

1. The government of the Russian Federation in time, not exceeding forty five days after completion of reporting quarter, sends to the State Duma of Federal Assembly of the Russian Federation and the Federation Council of Federal Assembly of the Russian Federation (further - respectively the State Duma and the Federation Council) the report of the Government of the Russian Federation on implementation of the plan of priority actions on ensuring sustainable development of economy and social stability in 2015 (further - the report of the Government of the Russian Federation).

2. The Central Bank of the Russian Federation in time which is not exceeding forty five days after completion of reporting quarter sends to the State Duma information of the Central bank of the Russian Federation on questions, the stipulated in Article 3 presents of the Federal Law (further - information of the Central bank of the Russian Federation).

3. The report of the Government of the Russian Federation and information of the Central bank of the Russian Federation go to the State Duma Committee on the budget and taxes for preparation of the draft of the resolution of the State Duma of Federal Assembly of the Russian Federation (further - the draft of the resolution of the State Duma).

4. Council of the State Duma determines committees collaborators on preparation of the draft of the resolution of the State Duma by the offer of the State Duma Committee on the budget and taxes.

5. The State Duma sends information of the Central bank of the Russian Federation to the Federation Council Committee on Budget and Financial Markets.

Article 2

1. The report of the Government of the Russian Federation shall contain:

1) data on the adopted acts (decisions) of the Government of the Russian Federation directed to implementation of the plan of priority actions for ensuring sustainable development of economy and social stability in 2015, including within the powers conferred to the Government of the Russian Federation in the direction of the budgetary appropriations provided by the Federal Law of December 1, 2014 No. 384-FZ "About the federal budget for 2015 and for planning period of 2016 and 2017" on realization of the specified actions, the subordinate and accompanying acts (technique, the list, procedure) required for realization of provisions of the adopted acts (decisions) including information on the established and actual terms of development and adoption of acts (decisions), on terms and condition of development;

2) data on amounts and the directions of use of the budgetary appropriations of the federal budget provided (reserved) on ensuring sustainable development of economy and social stability in 2015, including data on funds redistribution of the federal budget on financial provision of realization of additional measures for support of industries of economy, small and medium business, the labor market and social support of citizens and also provisions of the interbudget transfers to budgets of the budget system of the Russian Federation;

3) data on implementation of industry programs (plans) of import substitution, assistance to development of small and medium business, including:

a) about provision from the federal budget to the companies of the industry (including to the organizations of defense industry complex - to head contractors of the state defensive order and the key companies of cooperation) realizing projects of import substitution within appropriate programs, subsidies for compensation of part of costs for interest payment on the loans attracted in the Russian credit institutions on replenishment of current assets and (or) financing of the current productive activity including the list of legal entities and amounts of the subsidies received by them from the federal budget;

b) about provision from the federal budget of subsidies for compensation of part of costs for interest payment on the loans attracted in the Russian credit institutions on replenishment of current assets and (or) financing of the current productive activity of agricultural producers including the list of legal entities and amounts of the subsidies received by them from the federal budget;

c) about realization of the additional measures directed to the state support of agricultural industry;

d) about planning and about implementation of purchases of the import equipment, works, services abroad, including within the large investment projects realized by the state organizations and joint-stock companies, share of the Russian Federation in which constitutes more than 50 percent, or investment projects within which there are measures of the state support;

e) about the measures taken for the purpose of simplification of the procedure of commodity exportation concerning which prohibitions and restrictions are not established;

e) about amounts of the state and municipal support of fast-growing small and medium scale enterprises;

g) about amounts of the grants provided from the federal budget to the small innovative enterprises on financial provision of the innovative projects having the prospect of commercialization, including the list of legal entities and amounts of the grants received by them from the federal budget; about quantity of the created and (or) modernized workplaces at the small innovative enterprises which got the state support;

h) about amounts of the support provided to the small innovative enterprises at the expense of means of federal state budgetary institution "Fund of Assistance to Development of Small Forms of the Companies in the Scientific and Technical Sphere", including the list of legal entities and amounts of the support got by them;

i) about provision of delays (payments by installments) on payment of the federal taxes and charges, and also the investment tax credits, including the list of legal entities which are granted delay (payment by installments) or the investment tax credit, with indication of the bases and the period of provision, the amounts of taxes and fees which payment due date is changed;

j) about implementation of measures of tax incentives, including the number of the subjects of the Russian Federation who made decisions on decrease in the tax burden of small business regarding the decrease in the flat tax rates paid in connection with application of simplified taxation system, and decrease in loading on patent system of the taxation;

4) data on optimization of budgeted expenses due to identification and reducing inefficient costs, concentration of resources on the priority directions of development, including:

a) about provision and about use of funds of the federal budget deposited in the authorized capital, with indication of legal entities and about efficiency of the specified state investments;
