1. Approve Regulations on requirements, conditions and rules of information protection from foreign technical intelligence service it (is applied).

2. To the ministries and departments, executive bodies of the government to take necessary measures for realization of the Regulations on requirements, conditions and rules of information protection from foreign technical intelligence service.

3. To impose control of execution of this resolution on Head department on protection of the state secrets under the Government of the Republic of Tajikistan.

4. Financing also is material - to perform technical supply of the measures connected with accomplishment of this resolution by budget funds according to the legislation of the Republic of Tajikistan.

Regulations on requirements, conditions and rules of information protection from foreign technical intelligence service

This Provision is prepared for the purpose of implementation of article 14 of the Law of the Republic of Tajikistan "About information protection" and for the purpose of execution of Item 24 of the List of actions of the State program of development and implementation is information - communication technologies in the Republic of Tajikistan for 2014 - 2017 approved by the order of the Government of the Republic of Tajikistan of July 3, 2014, No. 428.

3. Warning or the termination of activities of foreign technical intelligence service in the Republic of Tajikistan are provided by the state information security system from foreign technical intelligence service.

4. Observance of requirements of this provision is obligatory for state bodies, organizations, the companies and other organizations of the Republic of Tajikistan (further the organizations) in which there is in the address protected information, irrespective of them organizationally - legal status and patterns of ownership.

5. The organization shall organize the work in this direction based on this provision.

6. Depending on degree of possible damage as a result of leakage of the protected information on technical channels and its destruction, additional specific protective measures are provided.

7. Without acceptance of necessary protective measures holding any actions and works with use of the protected information is not allowed.

8. In this Provision the following basic concepts are used:

- foreign technical intelligence service - activities prospecting, the centers, structures and special services of some interested foreign states which for the purpose of getting of the protected information of the Republic of Tajikistan use special technical means of interception of information;

- counteraction to foreign technical intelligence service - suppression or counteraction of activities to foreign technical intelligence service by acceptance organizationally - technical measures;

- collateral electromagnetic radiations - the radiations proceeding from means of information processing which are used by foreign technical intelligence service for interception of the protected information;

- special programmatically - technical means - the special means equipped with different espionage viruses intentional or purposeful use of which leads to misstatement, destruction and destruction of the protected information in means of information processing;

- shielding - protection of devices, devices, objects and the person from impact of electric, magnetic fields and other different radiations;

- frequency restrictions - the termination or restriction of activities of special means of processing of the protected information in certain frequencies.

3. The state information security system from foreign technical intelligence service

9. The state information security system from foreign technical intelligence service authorized bodies on information security support in the Republic of Tajikistan constitute, other state bodies and the organizations of the Republic of Tajikistan.

10. Main objectives of the state information security system from foreign technical intelligence service are:

- ensuring effective management of the protected information from foreign technical intelligence service;

- identification, the analysis and assessment of real danger of interception of the protected information in case of its processing, use and storage, illegal access, destruction (destruction) or misstatement which results from deliberate impacts of special program technical means of foreign technical intelligence service;

- for the purpose of warning or suppression of activities of foreign technical intelligence service in the Republic of Tajikistan provides realization of specific organizational and technical protective measures and provides control of condition of their execution according to the legislation regulating the sphere of information protection;
