About payment terms of work of the workers who are not belonging to the category of the government employees and occupied in public institutions including the organizations subordinated to state bodies of the executive authority

For the purpose of enhancement and streamlining of wages system of the workers who are not belonging to the category of the government employees and occupied in public institutions including the organizations subordinated to state bodies of the executive authority, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- the sizes of official pay rates of the workers who are not belonging to the category of the government employees and occupied in public institutions including the organizations subordinated to state bodies of the executive authority, according to appendices 1 - 23-4;

- the sizes of official pay rates of the technical and junior service personnel occupied with servicing of public institutions including the organizations subordinated to state bodies of the executive authority, according to appendices 24 - 24-6;

- the sizes of official pay rates of technical and junior service personnel of public institution "Management of sports constructions and sports providing" under the State agency on cases of youth, physical culture and sport under the Government of the Kyrgyz Republic according to appendix 24-2;

- the sizes of percentage length-of-service allowances to the workers who are not belonging to the category of government employees and occupied in public institutions including the organizations subordinated to state bodies of the executive authority, according to appendix 25.

2. Determine that to workers:

- in case of exit in labor leave the benefit for improvement in the amount of two-month salary fund is paid;

- at the end of the calendar year the thirteenth salary in the amount of average monthly salary fund is paid.

4. Grant the right to the head of the State design institute on land management Kyrgyzgiprozem of the Ministry of Agriculture and Land Reclamation of the Kyrgyz Republic in case of accomplishment of all types of design and survey, obsledovatelsky and cameral works to the sizes of official pay rates of the workers specified in appendix 4 to this resolution:

apply coefficients:

- from 1,1 to 2,0 - in case of accomplishment of design and survey and obsledovatelsky works in field conditions;

- from 1,1 to 1,5 - in case of accomplishment of cameral works, depending on the executed performance standard;

establish percentage allowances from official pay rates for availability of qualification category:

- the first category - 20 percent;

- the second category - 10 percent.

5. Grant the right to the head of the Public kartografo-geodetic service (State cartography) of the State agency of geology and mineral resources under the Government of the Kyrgyz Republic in case of accomplishment of all types of land works to the sizes of official pay rates of the workers specified in appendix 5 to this resolution:

apply coefficients:

- from 1,1 to 2,5 - in case of accomplishment of all types of land works in field conditions;

- from 1,1 to 2,0 - in case of accomplishment of cameral works;

establish percentage allowances from official pay rate for availability of qualification category:

- the first category - 20 percent;

- the second category - 10 percent.

6. Establish to the following employee categories of the Republican center of medico-social examination under the Ministry of Labour and social development of the Kyrgyz Republic, the Center of rehabilitation of persons with limited opportunities of health under the Ministry of Labour and social development of the Kyrgyz Republic and Republican scientific medical library of the Ministry of Health of the Kyrgyz Republic percentage allowances to official pay rates of the workers specified in appendices 7 and 8 to this resolution in the following sizes:

to health workers for availability of qualification category:

- the highest category - 50 percent;

- the first category - 30 percent;

- the second category - 10 percent

from the size of official pay rate;

to health workers and junior service personnel for work at night - 50 percent from hour rate;

to nurses for work using synthetic, washing and disinfectants - 25 percent from the size of official pay rate.

6-1. Grant the right to the head of the Public judicial and expert service under the Government of the Kyrgyz Republic to establish percentage allowances to official pay rate of court experts for availability of qualification category:

- the highest category - 20 percent;

- the first category - 10 percent.

7. Establish percentage allowances to official pay rates of some workers specified in appendices 24 and 24-5, 24-6 to this resolution from among the technical and junior service personnel occupied with servicing of public institutions including the organizations subordinated to state bodies of the executive authority, in the following sizes:

to drivers of cars for irregular working hours - 25 percent from official pay rate;

to watchmen for work at night - 50 percent from the hour tariff charge;

the worker for professional skill:

- The 4th category - 15 percent;

- The 5th category - 20 percent;

- The 6th category - 25 percent

from the size of official pay rate;

to cleaners of service premises, public toilets for work using synthetic washing and disinfectants - 25 percent from official pay rate.

7-1. Determine that allowances to official pay rate for academic degree are paid according to the order of the Government of the Kyrgyz Republic "About establishment of allowances for academic degree" of July 4, 2006 to No. 492.
