About the State program of development of hunting economy for 2016-2020
According to the paragraph the second item 4 of the Presidential decree of the Republic of Belarus of December 5, 2013 "About modification and amendments in presidential decrees of the Republic of Belarus of December 8, 2005 No. 580 and of April 26, 2010 No. 200" the Council of Ministers of the Republic of Belarus DECIDES: No. 551
1. Approve the enclosed State program of development of hunting economy for 2016-2020 (further - the State program).
2. Determine:
customers of the State program - the Ministry of forestry, National academy of Sciences of Belarus, regional executive committees;
the customer - the coordinator of the State program - the Ministry of forestry.
3. To the ministry of forestry:
provide coordination of activities for accomplishment of the State program;
to annually submit the report on the course of accomplishment of the State program:
till July 31 of accounting year and till January 25 of the year following for reporting in the State committee on science and technologies (regarding scientific providing or research, developmental and experienced and technological works);
till February 15 of the year following for reporting in the Ministry of Economics and the Ministry of Finance for the purpose of receipt of the conclusions about the course of implementation of the State program;
till March 1 of the year following for reporting in Council of Ministers of the Republic of Belarus.
4. To customers of the State program till February 10 of the year following for reporting within the competence to submit the report on accomplishment of actions of the State program in the Ministry of forestry.
5. This resolution becomes effective after its official publication.

Maintaining hunting economy performed 253 legal entities of various subordination (further - users of hunting grounds), including:
103 organizational structures of republican state public association "Belarusian society of hunters and fishers" (further - RGOO "BOOR") (lease of 10 million hectares of hunting grounds, or 59 percent from their total area);
81 organizations of the Ministry of forestry (further - Minleskhoz) (lease of 3,4 of one million hectares of hunting grounds, or 21 percent from their total area);
7 Administration of the President organizations of the Republic of Belarus (lease of 1,1 of one million hectares of hunting grounds, or 7 percent from their total area);
the production and trade unitary enterprise "Voyenokhot" (further - PTUP "Voyenokhot") (lease of 0,3 of one million hectares of hunting grounds, or 2 percent from their total area);
61 legal entities without departmental subordination (other users of hunting grounds) (lease of 1,8 of one million hectares of hunting grounds, or 11 percent from their total area).
The average area of the hunting grounds used by one user of hunting grounds constituted 65,6 of one thousand hectares, including on PTUP "Voyenokhot" - 263,1 of one thousand hectares (on the isolated structural divisions of PTUP "Voyenokhot" - 29,2 of one thousand hectares), to Administration of the President of the Republic of Belarus - 155,5 of one thousand hectares, RGOO "BOOR" - 97,2 of one thousand hectares, to Minleskhoz - 41,8 of one thousand hectares, other users of hunting grounds - 29,4 of one thousand hectares.
The list of hunting animals is determined in the Rules of maintaining hunting economy and hunting approved by the Presidential decree of the Republic of Belarus of December 8, 2005 No. 580, and consists of 50 types, including 12 normalized (8 types of hoofed animals, 2 types of fur animals and 2 bird species) and 38 not normalized (11 types of fur animals, 27 bird species).

In comparison with 2006 the ratio of the actual and optimum number increased on elk by 4 percent, on red deer and roe - for 1 percent.
Boar number in hunting grounds for April 1, 2013 constituted 80,3 of one thousand individuals, or 186 percent to the level of 2006 and 86 percent from its optimum number. However for the purpose of non-admission of spread of virus of the African plague of pigs boar number by April 1, 2014 is reduced to 7,8 of one thousand individuals (percent 8,3 from its optimum number).
Beaver number in 2014 in comparison with 2006 increased by 21 percent and constituted 63,3 of one thousand individuals with its optimum number of 58,7 of one thousand individuals.
Wood-grouse number in 2014 constituted 8, one thousand individuals, black grouse - 39,9 of one thousand individuals that respectively for 11 percent and 13 percent it is less, than in 2006.
In 2014 production of elk constituted 3278 individuals, red deer - 1149 individuals, roes - 6615 individuals, boar - 30 638 individuals, beaver - 5959 individuals, or respectively 340 percent, 179 percent, 128 percent, 292 percent, 1375 percent to the level of 2006.
