About approval of Rules of holding examination in hunting minimum by republican association of public associations of hunters and subjects of hunting

1. Approve the enclosed Rules of holding examination in hunting minimum by republican association of public associations of hunters and subjects of hunting.

2. To provide to committee of forestry and fauna of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of holding examination in hunting minimum by republican association of public associations of hunters and subjects of hunting

1. These rules of holding examination in hunting minimum by republican association of public associations of hunters and subjects of hunting (further – Rules) are developed according to the Law of the Republic of Kazakhstan "About protection, reproduction and use of fauna" and determine procedure for holding examination in hunting minimum by republican association of public associations of hunters and subjects of hunting (further – association).

2. In these rules the following basic concepts are used:

1) hunting minimum (further – okhotminimum) – the special short course of the training program considering questions of the legislation of the Republic of Kazakhstan in the field of protection, reproduction and use of fauna, safe engineering when hunting which knowledge is the compulsory provision for certification of the hunter;

2) the certificate – the document confirming passing an examination on okhotminimuma, issued by association in electronic or paper form according to appendix 1 to these rules;

3) testing – examination of okhotminimum of listeners on test questions in electronic or paper form, at the choice of the listener;

4) the listener – physical person which is trained to okhotminimum for receipt of the certificate;

5) information system – organizationally the arranged set of the information and communication technologies, service personnel and technical documentation realizing certain technology actions by means of information exchange and intended for the solution of specific functional objectives.

3. The listener for passing an examination on okhotminimuma is trained to okhotminimum according to the order of the Minister of Agriculture of the Republic of Kazakhstan "About approval of hunting minimum" within 16 hours.

Training in okhotminimum is provided through information system or in educational classes of association Monday through Friday inclusive from 09:00 to 18:00 o'clock with lunch break from 13:00 to 14:00 o'clock, except for days off and holidays, according to the labor law of the Republic of Kazakhstan and article 5 of the Law of the Republic of Kazakhstan "About holidays in the Republic of Kazakhstan".

Examination in okhotminimum is held in the form of testing in electronic or paper format Monday through Friday inclusive from 10:00 to 18:00 o'clock with lunch break from 13:00 to 14:00 o'clock, except for days off and holidays, according to the labor law of the Republic of Kazakhstan and article 5 of the Law of the Republic of Kazakhstan "About holidays in the Republic of Kazakhstan":

1) holding examination in okhotminimum in paper format, is performed based on the written application of the listener in any form.

Testing in paper form is held by examination committees (further – the commission) by means of fixing of audio and video of recorders within 3 (three) working days from the moment of receipt of the statement, in branches or representative offices of association.

The commission is created by the order of the head of branch or representative office of association, in number of at least three people.

In case of passing an examination on okhotminimuma, the executive in charge issues to the listener the certificate within 1 (one) hour.

In case of receipt of negative result of testing on okhotminimum, listeners have the right to repeated conducting testing at least in 1 (one) calendar day, after time of its last testing.

2) the Admission to passing by the listener of testing on okhotminimuma is electronically provided by information system automatically on the expiration of 3 (three) working days from the moment of authorization of the listener in information system of association.

In case of passing an examination on okhotminimuma, the certificate it is created automatically and goes to personal account of the listener within 15 (fifteen) minutes.

In case of receipt of negative result of testing on okhotminimum, listeners have the right to repeated conducting testing at least in 1 (one) calendar day, after time of its last testing.

4. The head of branch or representation is appointed the commission chairman, in case of its absence of the head the deputy manager of branch or representation is appointed. Representatives of territorial subdivision of Committee of forestry and fauna of the Ministry of ecology, geology and natural the Republic of Kazakhstan (further – Committee), local executive bodies, subjects of huntings are part of the commission (under approval).

Document creation by results of testing in paper format is performed by the secretary of the commission appointed from among staff employees of branch or representative office of association.

The secretary of the commission is not member of the commission.

5. Testing is held on compliance to the approved okhotminimum and consists of 25 (twenty five) test questions.

Test questions are developed by association and approved with Committee.

Duration of testing constitutes 1 (one) hour.

6. By results of testing the commission accepts one of the following decisions:
