1. Approve the enclosed Rules on establishment of extraordinary qualification classes to the staff of bodies for cases of public service and anti-corruption of the Republic of Kazakhstan.

2. And to anti-corruption (further - the Agency) to provide to department of administrative work of the Agency of the Republic of Kazakhstan for public service state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication according to the procedure established by the legislation of the Republic of Kazakhstan.

Rules on establishment of extraordinary qualification classes to the staff of bodies for cases of public service and anti-corruption of the Republic of Kazakhstan

1. These rules on establishment of extraordinary qualification classes to the staff of bodies for cases of public service and anti-corruption (further - Rules) are developed according to item 4 of article 26 of the Law of the Republic of Kazakhstan "About law-enforcement service" and determine procedure for establishment of extraordinary qualification classes in bodies for cases of public service and anti-corruption (further - bodies).

2. The decision on establishment of extraordinary qualification class is made by the head of bodies for cases of public service and to anti-corruption by the publication of the order according to the recommendation of the Commission of the Agency of the Republic of Kazakhstan for public service and to anti-corruption (further - the Agency) concerning rewarding with the state and departmental awards of the Republic of Kazakhstan and encouragement.

3. The extraordinary qualification class is established to the employees based on representations of heads of structural or territorial subdivisions of the Agency as encouragement for model accomplishment of the service duties, high rates in office activities, the merits and courage shown in case of execution of office debt and also for faultless service.

4. Depending on the sequence of establishment extraordinary qualification classes are subdivided on early one step above the qualification class provided by the held established post.

5. Ahead of schedule qualification class is established after at least a half of the term of length of service established by the Law of the Republic of Kazakhstan "About Law-enforcement Service" in qualification class.

6. The qualification class is one step higher than the qualification class provided on the held established post, is established after at least one and a half the term of length of service in the previous qualification class.

7. Establishment of extraordinary qualification classes is made no more than two times for the entire period of service in body.

11. The announcement of establishment of extraordinary qualification class is made by the direct or direct head in case of receipt of the relevant order (or statements from it) at office meetings, meetings or before staff system.
