About creation of the state information resource "Register of Household Services of the Republic of Belarus"

For the purpose of enhancement of state regulation of the sphere of consumer services of the population, streamlining of accounting and systematization of information on the legal entities and individual entrepreneurs performing activities in the field of consumer services of the population, and subjects to consumer services I decide:

1. Create the state information resource "Register of Household Services of the Republic of Belarus" (further - the register of household services).

2. Determine that:

2.1. in the field of consumer services of the population * only legal entities and individual entrepreneurs (further - the subjects rendering household services) included by the Ministry of anti-monopoly regulation and trade in the register of household services have the right to perform activities. The fact of inclusion of the subject rendering household services in the register of household services is confirmed by the certificate on inclusion in the register of household services granted by the Ministry of anti-monopoly regulation and trade of the form established by it;

* For the purposes of this Decree activities in the field of consumer services of the population are understood as business activity on provision to physical persons of household services which list of types is determined by Council of Ministers of the Republic of Belarus.

2.2. join in the register of household services:

information about the subjects rendering household services, types of household services, forms of consumer services;

data on subjects to consumer services in which household services are rendered;

aggregated data about condition of consumer services;

2.3. the procedure for forming and maintaining the register of household services, the list of types of the household services which are subject to inclusion in the register of household services, and also single methodological requirements to procedure for inclusion in the register of household services (exception of it) of data for representation to interested persons of information containing in the register of household services are determined by Council of Ministers of the Republic of Belarus;

2.4. inclusion of the data provided in paragraphs second and third subitem 2.2 of this Item, modification and amendments in the register of household services and exception of such data of it are performed based on statements of the subject rendering household services. Forms of statements for inclusion of data in the register of household services, modification and amendments in the data entered in the register of household services and on exception of such data affirm the Ministry of anti-monopoly regulation and trade.

Reclamation of additional documents from the subject rendering household services for entering of data into the register of household services is not allowed;

2.5. the payment for entering of data into the register of household services is not levied;

2.6. Ministry of anti-monopoly regulation and trade:

is the owner of the register of household services, creates and conducts it;

performs commissioning of the register of household services and its further program and technical maintenance;

performs organizational and methodological ensuring creation and maintaining the register of household services;

provides rendering electronic services in information representation from the register of household services by means of the single portal of electronic services of nation-wide automated information system on a grant basis.

3. Creation, operation and program and technical support of the register of household services are performed at the expense of the means allocated from the republican budget for maintenance of the Ministry of anti-monopoly regulation and trade, and also other sources according to the legislation.

4. Determine that the subjects rendering household services on the date of entry into force of this Decree having the right to perform such activities without inclusion in the register of household services till June 1, 2015. In case of intention further to perform these activities they shall address before the expiration of the specified term to the Ministry of anti-monopoly regulation and trade for inclusion in the register of household services.

5. To provide to Council of Ministers of the Republic of Belarus till December 1, 2014:

5.1. creation of the register of household services;

5.2. acceptance of other measures for implementation of this Decree.

6. This Decree becomes effective in the following procedure:

6.1. Items 3 and 5 - after official publication of this Decree;

6.2. other provisions of this Decree - since December 1, 2014.
