Administrative regulations of Federal Registration Service on provision of the state service in the state cadastral registration of real estate

I. General provisions

Regulation subject

1. The administrative regulations of Federal Registration Service (further - Administrative regulations) determine the standard of provision of the specified state service by provision of the state service in the state cadastral registration of real estate and establish terms and the sequence of ministerial procedures and actions by provision of the state service in the state cadastral registration of real estate (further respectively - the state service, the cadastral registration).

2. The state service is provided:

to citizens of the Russian Federation;

to foreign citizens and stateless persons;

to the Russian and foreign legal entities, international organizations.

Requirements to procedure for informing on provision of the state service

3. The location of Federal Registration Service (further - the Federal Registration Service, body of the cadastral registration): 109028, Moscow, Ulitsa Vorontsovo field, 4 and.

4. Location information of territorial authorities of the Federal Registration Service (further - territorial authority of the Federal Registration Service; body of the cadastral registration), acting also through the structural (isolated) divisions (further - territorial department of territorial authority of the Federal Registration Service, body of the cadastral registration), federal state budgetary institution "Federal Cadastral Chamber of Federal Registration Service" subordinated to the Federal Registration Service (further - federal state budgetary institution, body of the cadastral registration), its branches (further - branches of federal state budgetary institution, body of the cadastral registration) operating also through the structural divisions located in the territory of municipalities (further - territorial departments of branch of federal state budgetary institution), phones for reference, e-mail addresses are given in appendix No. 1 to Administrative regulations.

Territorial authorities of the Federal Registration Service, territorial departments of territorial authority of the Federal Registration Service, branches of federal state budgetary institution and their territorial departments are recommended to perform acceptance of applicants according to the following schedule:

5. The schedule of acceptance of territorial authorities of the Federal Registration Service, territorial departments of territorial authority of the Federal Registration Service affirms the order of the relevant territorial authority of the Federal Registration Service, and the schedule of acceptance of branches of federal state budgetary institution and their territorial departments affirms federal state budgetary institution in coordination with the relevant territorial authority of the Federal Registration Service in case of observance of the following mandatory requirements:

conducting acceptance of applicants at least 40 hours a week;

establishment of possibility of submission of documents by applicants in time off (rather established for federal bodies of the government), including:

one of days of acceptance shall fall on the day off;

time of the beginning of acceptance of applicants at least one day a week shall be established for hour earlier relatively officially of the beginning of the working day established in the territory of this subject of the Russian Federation;

time of the end of acceptance of applicants at least one day a week shall be established two hours later relatively officially the termination of the working day established in the territory of this subject of the Russian Federation.

The schedule of acceptance of branches of federal state budgetary institution and their territorial departments shall match the working schedule of territorial authorities of the Federal Registration Service, the territorial departments of territorial authority of the Federal Registration Service located in the territory of one subject of the Russian Federation.

6. The schedule of acceptance of applicants changes taking into account interests of applicants, climatic conditions of the region. At the same time the number of hours of acceptance of applicants shall correspond to the number of hours specified in graphics, and acceptance shall be organized so that to exclude formation of queues.

Work in rooms of receiving and delivery of documents of bodies of the cadastral registration, their territorial departments (further - rooms of receiving and delivery of documents) shall be organized so that all available windows (offices) of acceptance of applicants worked in reception hours in the continuous mode. Specialization of windows (offices) of acceptance (acceptance of legal entities, acceptance by separate types of statements for provision of the state service) is not the basis for the termination of acceptance in them in case of absence of applicants of the category intended for them.

Rooms of receiving and delivery of documents are equipped with video cameras with possibility of open viewing in real time on the official site of the Federal Registration Service on the Internet, and also equipped with system of audio recording in places of interaction of officials and staff of body of the cadastral registration with applicants.

For the purpose of streamlining of the organization of receiving and delivery of documents of the room of receiving and delivery of documents are equipped with the devices "electronic queue".

7. For the staff of bodies of the cadastral registration, and also their territorial departments (further - also the employee) to which job responsibilities conducting acceptance of applicants, implementation of consultation on questions of provision of the state services belongs (further - the consultant) and execution of functions of administrators of the hall (in the presence), is established the flexible schedule of lunch breaks providing continuity of work with applicants.

The technical work stoppage of windows (offices) of receiving and delivery of documents shall not exceed 15 minutes. Information on time of the beginning and the termination of technical break is brought to the attention of applicants.

8. Information on procedure for provision of the state service, including explanation concerning provision of the state service, to terms of provision of the state service, about procedure for appeal of decisions, actions or failure to act of the officials providing provision of the state service is placed in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (www.gosuslugi.ru) (further - the Single portal of the state services), on the official site of the Federal Registration Service on the Internet, at information stands in rooms of receiving and delivery of documents, in mass media and information materials (brochures, booklets, leaflets) or is provided by employees in rooms of receiving and delivery of documents in case of the personal address of applicants, by phones of service desks of bodies of the cadastral registration, the Departmental center of telephone servicing of the Federal Registration Service <1>, by phones answerphones, and also in writing the mailing or the electronic message to the address specified by the applicant.

The departmental centers of telephone servicing of the Federal Registration Service provide servicing of applicants in all territory of the Russian Federation.

For the purpose of informing applicants of the data on the course of provision of the state service can be directed in format of text messages by e-mail or transfer of short text messages (in the presence of data on subscriber number of the applicant) with use of services of the Single portal of the state and municipal services.

9. On the Internet are posted on the official site of the Federal Registration Service:

1) concerning the Federal Registration Service - the postal address, the e-mail address, phone numbers of service desk, the schedule (mode) of work;

2) concerning territorial authorities of the Federal Registration Service - the name of territorial authority of the Federal Registration Service, the postal address; e-mail address; phone numbers of service desk; schedule (mode) of work; schedule of acceptance of applicants; surname, name, middle name (the last - in the presence) the head of territorial authority of the Federal Registration Service;

3) concerning federal state budgetary institution, its branches - the name of federal state budgetary institution, its branches; postal addresses; e-mail addresses; phone numbers of service desk; schedule (mode) of work; schedule of acceptance of applicants; surname, name, middle name (the last - in the presence) heads;

4) the list of addresses of territorial departments of branches of federal state budgetary institution on which reception of applications about provision of the state service is performed (further - statements) in case of the personal address;

5) the list of postal addresses of territorial departments of federal state budgetary institution for the reception of applications and documents necessary for provision of the state service, by means of the mailing;

6) the list of the multipurpose centers of provision of the state and municipal services (further - the multipurpose centers) in which the state service, location addresses, phones is provided;

7) Administrative regulations with appendices;

8) texts of the regulatory legal acts regulating provision of the state service;

9) information on requirements to compatibility, to the qualified certificate of key of verification of the digital signature, possibility of confirmation of authenticity of the strengthened qualified digital signature of the applicant;

10) forms of statements and models of their filling;

11) procedure and methods of filing of application;

12) the list of the documents necessary for provision of the state service (further - necessary documents);

13) procedure and methods of receipt of result of provision of the state service;

14) procedure and methods of receipt of explanations in the order of receipt of the state service;

15) procedure and methods of preliminary record on filing of application;

16) procedure for informing on the course of consideration of the application and about results of provision of the state service;

17) procedure for appeal of decisions, actions (failure to act) of the officials responsible for provision of the state service.

10. In the answer to oral addresses (by phone) the employee informs the applicant on the surname, name, middle name (the last - in the presence), positions, answers the questions interesting him.

11. If necessary the employee who received call shall readdress (to translate) it on the employee who has the corresponding competence for the answer to the questions posed, or to tell the applicant telephone number according to which it is possible to obtain necessary information.

12. Phone answerphone shall provide possibility of receipt by the applicant of information on provision of the state service in the round-the-clock mode.

13. Service desks shall provide possibility of receipt by the applicant of information on the state service by means of telephone communication during all duration of the working day established in body of the cadastral registration, and also in the territorial departments of federal state budgetary institution performing receiving and delivery of documents.

14. At information stands the following information is subject to placement:

1) name of bodies of the cadastral registration, territorial departments of branches of federal state budgetary institution, their postal addresses; e-mail addresses; phone numbers of service desk; schedule (mode) of work; schedule of acceptance of applicants; information about the head, number of its phone and office;

2) the address of the official site of the Federal Registration Service, the higher body exercising control of activities of body of the cadastral registration;

3) waiting time in queue on documents acceptance and receipt of result of provision of the state service according to requirements of Administrative regulations;

4) terms of provision of the state service;

5) forms of statements and models of their filling;

6) procedure and methods of filing of application;

7) the list of the multipurpose centers in which the state service, location addresses, phones is provided;

8) procedure and methods of preliminary record on filing of application;

9) procedure and methods of receipt of explanations in the order of provision of the state service;

10) procedure for informing on the course of consideration of the application and about results of provision of the state service;

11) procedure for record on personal acceptance to officials;

12) data on work of the consultant and administrator of the hall (in the presence), their job responsibilities;
