About approval of the Regulations on Single air search and rescue service of the Republic of Uzbekistan

(as amended on 08-05-2020)

According to article 80 of the Air code of the Republic of Uzbekistan and the Resolution of the President of the Republic of Uzbekistan of July 15, 2013 No. PP-2003 "About approval of plans of development of the normative and legal and other acts directed to realization of referential regulations of the laws" for the purpose of the organization of search and rescue of the aircrafts which are in distress or the victims, the Cabinet of Ministers decides:

1. Approve:

Regulations on Single air search and rescue service of the Republic of Uzbekistan according to appendix No. 1;

organizational structure of Single air search and rescue service of the Republic of Uzbekistan according to appendix No. 2;

structure of Coordination council of Single air search and rescue service of the Republic of Uzbekistan according to appendix No. 3.

2. To the Ministry of Defence, the Ministry of Emergency Situations, the Ministry of Internal Affairs, the Ministry of Health of the Republic of Uzbekistan, State inspectorate of the Republic of Uzbekistan for supervision of safety of flights and Uzbekiston Havo Yullar National airlines in three-months time to bring the regulatory legal acts adopted by them into accord with this resolution.

3. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

Regulations on Single air search and rescue service of the Republic of Uzbekistan

I. General provisions

1. This Provision according to article 80 of the Air code of the Republic of Uzbekistan determines tasks, functions of Single air search and rescue service of the Republic of Uzbekistan - specially authorized body of management, and also the right and responsibility of her officials.

2. The single air search and rescue service of the Republic of Uzbekistan (further - EAPSS) is intended for the organization of search and rescue of the aircrafts which are in distress or the victims, and also for accomplishment of rescue operations in case of emergency situations on tasks of the Cabinet of Ministers of the Republic of Uzbekistan.

3. In this Provision the following basic concepts are applied:

the aircraft which was injured disaster - the aircraft which received during the taxing, take-off, flight, landing or as a result of fall the serious damage or which is completely destroyed and also the aircraft which made emergency landing out of airfield;

the aircraft, in distress, - the aircraft to which or persons which are on its board direct danger threatens, or with which the radio communication is lost and is unknown its location;

search and rescue forces and means - aircrafts with their crews with means of rescue and life support, rescue and search and rescue forming with rescue property, equipment and means of its delivery to the place of disaster, bodies and Items of communication, control and management;

search and rescue works - complex of the events held for the purpose of search and rescue of passengers and crews of the aircrafts which were injured disaster;

search and rescue team (group) - the team (group) staffed by the trained personnel and equipped with the equipment suitable for bystry carrying out search and rescue works.

4. For ensuring search and rescue of passengers and crews of the aircrafts which are in distress or the victims in the territory of the Republic of Uzbekistan, the round-the-clock watch of search and rescue forces and means of the air units, divisions, ministries, departments and airlines which are part of EAPSS will be organized (further - the organizations which are part of EAPSS).

5. The organization of watch, notification, search and rescue of the aircrafts which are in distress or the victims, carrying out rescue operations, and also interaction and coordination of actions of the organizations which are part of EAPSS is performed according to the Rules of accomplishment of search and rescue and emergency works with Single air search and rescue service of the Republic of Uzbekistan approved by the chairman of Coordination council of EAPSS.

6. The operator of the aircraft which is in distress or the victim, shall provide all necessary information of EAPSS for the organization of search and rescue.

II. Governing body of EAPSS

7. For management of activities of EAPSS the Coordination council on aviation search and rescue (further - Coordination council) from representatives of the organizations which are part of EAPSS is created.

The staff of Coordination council affirms the Cabinet of Ministers of the Republic of Uzbekistan.

8. The coordination council consists of the chairman, the vice-chairman and members of Coordination council.

9. The chairman of Coordination council is the deputy defense secretary - the Top military commander of air defense and the Air Force of the Republic of Uzbekistan.

The vice-chairman of Coordination council is the First Deputy Minister of Emergency Situations of the Republic of Uzbekistan.

III. Tasks of EAPSS

10. The main objectives of EAPSS are:

organization and ensuring the round-the-clock watch of departmental search and rescue services;

the notification of the interested services and departments about the aircrafts which are in distress or the victims;

exchange of information with the aircraft, in distress;

implementation of search and rescue of passengers and crews of the aircrafts which are in distress or the victims in the territory of the Republic of Uzbekistan;

rendering the first necessary medical care to the passengers and crews of aircrafts who were injured disaster;

coordination of organization activity on search and rescue ensuring flights, control of condition of this work and taking measures to its further enhancement;

development of instructions and recommendations about organizational and methodical matters for air search and rescue services of the organizations which are part of EAPSS;

development and approval of regulations in the field of search and rescue ensuring flights;

participation in carrying out single technical policy in case of development, issue of orders and implementation in operation of technical means of search, the rescue, survival and evacuation intended for the organizations which are part of EAPSS;

realization of state policy in the field of aviation search and rescue activities within the powers.

IV. EAPSS functions

11. Accomplishment of the following functions is assigned to the organizations which are part of EAPSS:
