About purchase of products of crop production

For the purpose of ensuring timely purchase of products of crop production of harvest of 2014-2015 delivered for republican state needs, other products and calculations for it I decide:

1. Offer open joint stock companies "Savings bank "Belarusbank", "Belagroprombank" and "The Belarusian development bank and reconstruction Belinvestbank (further - banks) to issue in 2015 the credits for a period of up to one year:

to the organizations according to appendix 1 for calculations for the products of crop production of harvest of 2015 made in the Republic of Belarus delivered for republican state needs, * including for its advance payment (payment of advance payments) in terms and the sizes determined according to the signed agreements to deliver goods (agricultural products) for republican state needs, for cost recovery on production of these products (but not above production product cost) with transfer of means of the credits for special supplier accounts of agricultural products and for payment of transport services (expenses) in its delivery;

to the organizations according to appendix 3 for debt repayment for products of crop production of harvest of 2014 delivered (purchased) for republican state needs * with transfer of means of the credits for special supplier accounts of agricultural products and for payment of transport services (expenses) in its delivery.

The credits specified in part one of this Item are issued to the organizations called in appendices 1-3 to this Decree with interest payment in the amount of:

half of the refunding rate of National Bank operating (taking into account its change) in the corresponding period of charge of percent, increased no more than by 3 percent points - on the credits in Belarusian rubles;

no more 11,5 of annual interest rate - on the credits in Russian rubles.

2. The organizations called in appendices 1 and 3 to this Decree to which in 2015 the credits according to Item 1 of this Decree are issued for repayment of principal debt and interest payment on the credits make in 2015-2016 monthly assignments into the special accounts opened by them for these purposes in banks in the amount of 10 percent of proceeds from sales of goods (works, services), property rights after tax payment, charges (duties), other obligatory payments in republican and local budgets (including in the state trust budget funds), and also in state non-budgetary funds.

The balance in cash on the special accounts specified in part one of this Item after repayment by the organizations called in appendices 1 and 3 to this Decree, payments on principal debt and interest payments on the credits issued according to Item 1 of this Decree is subject to transfer on settlement accounts of these organizations.

3. The special accounts specified in paragraphs the second and fourth part one of Item 1 and Item 2 of this Decree open banks based on the agreement of the special account irrespective of availability at bank of the resolution of the prosecutor or his deputy, criminal prosecution authority, the official of the body conducting administrative process, resolutions (determinations) of court and other executive documents on seizure of the money of the organizations which are on accounts in bank deposits (deposits) and (or) availability at bank of the decision (resolution) on suspension of transactions of the organizations for bank accounts made by authorized state body (body of the State Control Committee, tax, customs authority, body of Social Security Fund of the population of the Ministry of Labour and Social Protection, the Ministry of Finance, its territorial authority, local financial body), the official the legal executive according to legal acts of the Republic of Belarus.
