Rules of engineering and communication providing construction objects

1. General provisions

1.1. These rules are prepared for the purpose of execution of subitem 1.6.15 of the Presidential decree of the Azerbaijan Republic of September 4, 2012 No. 695 "About application of the Law of the Azerbaijan Republic "About approval of the Town-planning and construction code of the Azerbaijan Republic, its introduction in force and the legal regulation connected with it" of June 29, 2012 No. 392-IVQ" and establish general requirements on engineering communication providing construction objects.

1.2. These rules are subject to observance in case of building designing and structures by all subjects irrespective of form of their property.

1.3. These rules extend to designing of the new and reconstructed buildings, constructions.

2. Basic provisions

2.1. Engineering and communication providing the building and construction shall be sufficient for operation of object to destination and meet the requirements of safety rules during its operation.

2.2. The system of engineering and communication providing the building and construction consists of objects of means and installations, necessary for operation, for gazo-, warmly - electro-, water supply, rendering communication services and the sewerage.

2.3. The following shall be provided in the project documentation of the building or construction:

2.3.1. ensuring operation of the building or construction according to safety rules;

2.3.2. data on indicators of the operational loadings falling on systems of engineering and communication providing and sufficient for operation of object to destination;

2.3.3. data on places of the hidden power lines, pipelines and other constructions from which damage the threat of the state-owned and municipal property, to property of legal entities and physical persons or the environment can result.

2.4. Technical means for shutdown of water supply, gas and the electric power in case of emergencies in the building and construction shall be provided in the project documentation.

2.5. In the buildings and constructions located in elevated floors rooms with permanent stay of people natural and artificial lighting, and in underground floors - the artificial lighting sufficient for prevention of threat of damnification to human health shall be provided.

2.6. In the buildings and constructions located in elevated floors rooms in which according to requirements of engineering procedures the device of natural lighting is impossible the artificial lighting sufficient for prevention of threat of damnification to human health shall be provided.

2.7. Means for illumination of entrances to buildings or constructions shall be provided in the project documentation.

2.8. For prevention of receipt of burns when using of elements of systems of engineering and communication providing the following measures shall be provided in the project documentation:

2.8.1. restriction of temperature of surfaces of available parts of heating devices and delivery pipelines of hot water and heating or the device of the barriers interfering contact of people with these parts;

2.8.2. restriction of temperature of the hot air which is let out by devices of air heating.

2.9. Number of measures for prevention of approach of accidents and injuring people as a result of explosions shall be provided in the project documentation, including:

2.9.1. observance of safety rules of the device of heating services, hot-water supply, the gas-using equipment, flues, smoke pipes, pipelines for flammable liquids and gases;

2.9.2. observance of rules of safe installation of heatgenerators and installations for the liquefied gases;

2.9.3. temperature control and pressure in hot water supply and heating.

2.10. Placement of components of engineering and communication providing on the main facades, roofs and other sites of the space overview of construction object is forbidden. 3.3. Installation of the gas equipment in preschool educational institutions, buffets of theaters and movie theaters is not allowed.

3.4. When designing in school buildings of system of the air heating combined with ventilation system it is necessary to provide automatic control of systems.

3.5. Recirculation of air in systems of air heating of training rooms is allowed only in time off.

4. Apartment residential buildings

4.1. In apartment residential buildings it is necessary to provide economic and drinking and hot-water supply, the sewerage, heating, ventilation, electric utility service, gas supply, installation of telephones, television antennas, and also according to requirements of regulating documents for town planning and construction the automatic fire alarm, warning systems and the organizations of evacuation, and also other engineering systems provided by design assignment.

4.2. Gas pipelines of residential buildings more than 10 floors high according to existing rules of designing on gas supply need to be laid on building facade.

4.3. Placement of roof boiler rooms directly on overlappings of premises is not allowed (overlapping of premises cannot form the boiler room floor basis), and also adjacently with premises (in buildings of different height).

4.4. Removal from roofs of buildings of rain waters shall be authorized according to requirements of regulating documents for town planning and construction.
