About approval of Safety rules on reservoirs

(as amended on 14-09-2023)

According to subitem 70-4) of Item 1 of article 12 of the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection", I ORDER:

1. Approve the enclosed Safety rules on reservoirs.

2. (Petrov V. V.) in the procedure established by the legislation to provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order, its direction on official publication in periodic printing editions and in information system of law of "Adilet";

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Safety rules on reservoirs

Chapter 1. General provisions

1. These rules of safety on reservoirs (further - Rules) determine procedure for safety of citizens when using of reservoirs of the Republic of Kazakhstan.

2. In these rules the following concepts are used:

1) the water area - the water space limited to natural, artificial or conditional borders;

2) first aid is complex of urgent basic actions for rescuing of human life, the prevention of complications in case of the emergency conditions, and also for the purpose of decrease in threat for health and the life of injured person in case of medical emergency which are carried out on site incidents by the victim (self-help) or other person which is nearby (mutual assistance) before arrival of health workers;

3) rescue means "End Alexandrov" – means for assistance drowning which is represented by floating tench about 30 meters long with loop with a diameter of 40 centimeters and two floats;

4) the organizer of mass action - physical person or legal entity at the initiative of which the mass event is held;

5) vacationers – persons who are on reservoirs for the purpose of rest, fishing, bathing, drivings on small size vessels and other types of rest;

6) the beach – the parcel of land adjacent to reservoir and equipped for organized rest, including bathing of people;

7) individual rescue means is the rescue means intended for creation of additional buoyancy to the person in case of stay in water or on ice. Lifebuoys, vests, bibs, anchor buoys belong to individual rescue means;

8) superficial water objects - permanent or temporary concentration of waters on land surface in the forms of its relief having borders, amount and the water mode;

9) set No. 1 – the diving equipment of easy type includes half mask for improvement of visibility under water, respiratory tube in the form of hollow tube with mouthpiece, allowing floating to breathe atmospheric air on or under water without raising the head over water and flippers for swimming as the propeller in the form of the fin which is putting on legs;

10) the utility beach – the beach which is under authority of local executive body or transferred on contractual basis to physical person or legal entity;

11) visual survey – commission survey of the territory of the beach and water area for the purpose of determination of compliance of the place of mass rest, tourism and sport on water objects and water management constructions to requirements of these rules;

12) rescue post – the post created by the organizations, irrespective of their departmental accessory and pattern of ownership, physical persons and legal entities on certain site of the water area, staffed by instructors on safety bathing (further – the instructor), equipped with the rescue equipment, carrying out functions on safety of people on reservoirs;

13) rescue shilets – the rescue accessory allowing to get out independently to ice after fall, and also to move on thin ice in prone position. Represents 2 handles with the pointed metal ends connected among themselves by cord;

14) the instructor – the physical person which reached eighteen-year age, who had training in territorial subdivision of authorized body in the field of civil protection;

15) the educational place is the specially equipped place in the territory of the beach which is most adapted for holding collective and individual classes in swimming;

16) responsible for observance of requirements of these rules – owners (lessees, non-paid users) of reservoirs, places of mass rest, tourism and sport on water objects, the instructor (trainers), rescuers, local executive bodies, and also the physical persons and legal entities using reservoirs and (or) vacationers on them;

17) the safety end – floating tench at least 200 meters long on the coil with loop intended for insurance of the rescuer (instructor) which is put on belt or through the shoulder which is also shared with lifebuoy or life jacket;
