About creation of the Commission on questions of cooperation of the Republic of Kazakhstan with the international organizations

1. Create the Commission on questions of cooperation of the Republic of Kazakhstan with the international organizations in structure according to appendix 1 to this resolution.

2. Approve the enclosed Regulations on the Commission on questions of cooperation of the Republic of Kazakhstan with the international organizations.

3. Recognize invalid some decisions of the Government of the Republic of Kazakhstan according to appendix 2 to this resolution.

4. This resolution becomes effective from the date of signing.

Regulations on the Commission on questions of cooperation of the Republic of Kazakhstan with the international organizations

1. The commission on questions of cooperation of the Republic of Kazakhstan with the international organizations (further - the Commission) is advisory advisory body under the Government of the Republic of Kazakhstan on development of offers on cooperation of the Republic of Kazakhstan with the international organizations for the entry of the Republic of Kazakhstan into the international organizations, participations and exit from them, and also contribution payment conditions in relevant international organizations.

2. The commission in the activities is guided by the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, acts of the President and the Government and other regulatory legal acts of the Republic of Kazakhstan, and also this Provision.

3. The main objectives of the Commission are:

1) development of offers on cooperation of the Republic of Kazakhstan with the international organizations;

2) development of offers under the terms of payment of compulsory and voluntary contributions in the international organizations.

4. The main functions of the Commission are:

1) development of offers on the entry of the Republic of Kazakhstan into the international organizations, participations and exit from them;

2) development of offers on feasibility and conditions of payment of compulsory and voluntary contributions in the international organizations, to their sizes and payment due dates, and also by determination of priority payments.

5. The commission within the competence for implementation of the tasks assigned to it has the right:

To bring 1) in accordance with the established procedure in the Government of the Republic of Kazakhstan offers on cooperation with the international organizations taking into account foreign policy feasibility;

2) to request and receive in the procedure established by the legislation from state bodies and other organizations information on the questions entering competence of the Commission;

3) to involve the scientific organizations, and also domestic and foreign experts in development of offers on the solution of the questions submitted for consideration of the Commission.

6. Working body of the Commission is the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Working body of the Commission organizational technical supply carries out works of the Commission, including prepares offers on the agenda of commission session, necessary documents, materials which shall be directed to members of the commission in three working days prior to carrying out commission session with appendix of the draft of the protocol.

7. Commission sessions are held as required, but at least once a half-year.

According to the decision of the commission chairman unplanned commission sessions based on the materials provided by the interested state bodies, the international organizations can be held.

Commission session is considered competent if takes part in it at least two third from total number members of the commission.

Members of the commission participate at meeting without the replacement right.

8. The commission chairman directs its activities, presides over commission sessions, plans its work, exercises general control over implementation of its decisions. During absence of the chairman of its function the vice-chairman carries out.

9. After carrying out commission session the secretary of the Commission draws up the protocol. The secretary is not member of the commission.

10. The commission considers offers of the interested state bodies of the Republic of Kazakhstan, the international organizations according to the tasks.
