owners of certificates on recognition of foreign academic degrees, owners of certificates on recognition of foreign academic statuses, persons interested to receive duplicates of the specified certificates, or their representatives who are acting on the basis of the powers of attorney which are drawn up in accordance with the legislation of the Russian Federation.

Requirements to procedure for informing on provision of the state service

Provision of the state service is performed by the Ministry of Education and Science of the Russian Federation (further - the Ministry of Education and Science of the Russian Federation) on the basis of examination within which assessment of foreign academic degrees, foreign academic statuses, determination of equivalence of the academic and (or) professional privileges granted to owners of such degrees or ranks in foreign state in which foreign academic degrees, foreign academic statuses, and the rights granted to owners of the corresponding academic degrees and academic statuses which are received in the Russian Federation <1> are received are carried out. The term of provision of the state service in recognition of foreign academic degree, issue of the certificate on recognition of foreign academic degree can be extended by the department director or the official fulfilling its duties:

in case of the direction to the applicant of the notice to produce the applicant of the requirements of Items 21 and 22 of Administrative regulations of documents lacking and (or) drawn up with violation - no more than for 2 months;
