About the Technical regulation "Safety of the Liquefied Hydrocarbonic Gases"

According to article 8 of the Law of the Republic of Tajikistan "About technical regulation" the Government of the Republic of Tajikistan decides:

1. Approve the Technical regulation "Safety of the Liquefied Hydrocarbonic Gases" it (is applied).

2. Agency of standardization, metrology, certification and trade inspection under the Government of the Republic of Tajikistan together with the relevant ministries and departments to take necessary measures for implementation of this Technical regulation.

3. Enact this Technical regulation on the expiration of three months from the date of its approval.

Technical regulation "Safety of the Liquefied Hydrocarbonic Gases"

1. General provisions

1. This Technical regulation of the Republic of Tajikistan (further - the Technical regulation) is developed according to the Law of the Republic of Tajikistan "About technical regulation".

2. This Technical regulation establishes:

- obligatory for execution and application of the safety requirement and energy efficiency to the liquefied hydrocarbonic gases and to the related production processes, storages, transportations (transportation), realization and utilization;

- rules of identification of the liquefied hydrocarbonic gases;

- forms of assessment of conformity of the liquefied hydrocarbonic gases to requirements of this Technical regulation.

2. Basic concepts

3. For the purposes of this Technical regulation the following concepts are used:

- dangerous goods - the substances, materials and products having properties which manifestation in transport process can lead to death, injuring, poisoning, radiation, disease of people and animals, and also to explosion, the fire, damage of constructions, vehicles, courts, which are characterized by the indicators and criteria provided in this Technical regulation, transported in hermetic vessels by railway or road transport;

- serial number of the UN - the sequence number assigned to the most often transported dangerous goods by Committee of experts of the United Nations on transportation of dangerous goods;

- the liquefied hydrocarbonic gases - mixes of hydrocarbons (propane, butane, butylene, propylene), which under normal conditions (the atmospheric pressure of 760 mm w.g. and 0 C temperature) are in gaseous state, and in case of increase in pressure (at continuous temperature) or fall of temperature (with atmospheric pressure) pass from gaseous state into liquid;

- the seller of the liquefied hydrocarbonic gases - the legal entity or the individual entrepreneur enabling the realization of the liquefied hydrocarbonic gases at all stages of their lifecycle, except for use period in fuel quality;

- vessel - the hermetically sealed reservoir intended for storage and transportation (transportation) of the liquefied hydrocarbonic gases;

- the reservoir - the stationary vessel intended for storage of the liquefied hydrocarbonic gases;

- the cistern car - the portable vessel which is constantly established on frame of the rail car and intended for storage and transportation (transportation) of the liquefied hydrocarbonic gases;

- the automobile tank - the portable vessel which is constantly established on the chassis of the car (trail car) and intended for storage and transportation (transportation) of the liquefied hydrocarbonic gases;

- konteyner-tsisterna-the universal transported product for safe storage and transportation (transportation) of the liquefied hydrocarbonic gases railway, sea, river and road transport;

- cylinder - the vessel having one mouth for installation of locking devices, intended for storage, transportation (transportation) and use of the liquefied hydrocarbonic gases;

- automobile cylinder - the cylinder established on the car and ensuring functioning of the engine of the car due to use of the liquefied hydrocarbonic gases containing in it;

The concepts established in Section 2 of the Technical regulation are applied only for the relations connected with safety of production processes, transportations, storages, realization and utilizations of the liquefied hydrocarbonic gases.

3. Scope of the Technical regulation

4. This Technical regulation extends to the liquefied hydrocarbonic gases with excessive pressure no more 1, of MPa at temperatures from minus-40 C to +45 C, released in the territory of the Republic of Tajikistan and used in fuel quality.

5. Requirements of this Technical regulation are established concerning the following brands of the liquefied hydrocarbonic gases which physical and chemical properties are provided in appendix A:

- PT - propane technical

- PAS - propane automobile

- PBA - propane-butane automobile

- PBT - propane-butane technical

- BT - butane technical.

6. Identification of the liquefied hydrocarbonic gases for establishment of its belonging to coverage of this Technical regulation is carried out by visual comparison of the brand of the liquefied hydrocarbonic gases specified on the vessel containing the liquefied hydrocarbonic gases in operational documentation and the certificate of conformity with brand stipulated in Item by the 5th this Technical regulation.

7. For identification of the liquefied hydrocarbonic gases for the purpose of the prevention of the actions misleading acquirers, any interested person has the right to be convinced that the identified products correspond to the signs established in item 4 and appendix A of this Technical regulation, and also information specified on the vessel containing the liquefied hydrocarbonic gases in operational documentation and the certificate of conformity.

8. This Technical regulation is applied for the purpose of:

- protection of life or health of citizens, property of physical persons or legal entities, state-owned property;

- environmental protections, life or health of animals and plants;

- preventions of the actions misleading consumers;

- ensuring energy efficiency.

4. Rules of market circulation

9. The liquefied hydrocarbonic gases are issued in market circulation of the Republic of Tajikistan in case of their compliance to this Technical regulation, and also other technical regulations of the Republic of Tajikistan which action extends to them.
