This Federal Law determines features of legal regulation of the relations in the field of execution of conscription by the citizens of the Russian Federation who are subject to conscription according to the Federal Law of March 28, 1998 No. 53-FZ "About conscription and military service" from among persons:
1) on the date of entry into force of this Federal Law constantly living in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol, and also not belonging to the category constantly living in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol, but on the date of entry into force of this Federal Law the specified territories studying on in the organizations performing educational activities;
2) during the period from the date of entry into force of this Federal Law till October 1, 2016 accepted or transferred to training in the organizations performing educational activities and located in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol, or the specified organizations recovered in and students in the specified organizations;
3) having academic degree recognized in the Russian Federation according to the Federal Law of May 5, 2014 No. 84-FZ "About features of legal regulation of the relations in the field of education in connection with acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol and about introduction of amendments to the Federal law "About Education in the Russian Federation".
The military commissariats exempted from execution of conscription persons specified in Item 1 of article 1 of this Federal Law who were acknowledged for health reasons unusable to military service with exception from military accounting according to the legislation existing in the territory of the country of their previous civil accessory are recognized.
1. The military commissariats exempted from conscription persons specified in Item 1 of article 1 of this Federal Law who passed military service are recognized or were exempted from appeal on compulsory military service in peace time on other bases according to the legislation existing in the territory of the country of their previous civil accessory.
2. The military commissariats having the right to release from conscription persons specified in Item 3 of article 1 of this Federal Law are recognized.

The military commissariats having draft deferment on military service persons specified in Item 1 of article 1 of this Federal Law which according to the legislation existing in the territory of the country of their previous civil accessory were granted draft deferment on compulsory military service, except for draft deferments on compulsory military service for education are recognized.
2. Persons specified in Item 1 of article 1 of this Federal Law have the right to draft deferment to military service:
1) on the date of entry into force of this Federal Law students according to programs of training of research and educational personnel in postgraduate study (graduate military course), to programs of internship or the main professional educational programs of postgraduate medical education or pharmaceutical education in internship, and also on full-time courses according to other main professional educational programs or educational programs of the secondary general education, - during training in one of the specified educational programs in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol, but not over the education date of receipt according to the appropriate educational program established by the legislation of the Russian Federation governing legal relations in the field of education, and for the period of protection of qualification work (thesis), but no more than one year after completion of training in the appropriate educational program. At the same time in case of completion by specified persons of training in educational programs of the secondary general education and secondary professional education on full-time courses during conscription the term of the granted draft deferment by military service increases to end date of conscription during which training came to the end;
2) not earlier than one year about day of entry into force of this Federal Law completed training in educational programs of training of research and educational personnel in postgraduate study (graduate military course) and on the date of entry into force of this Federal Law performing preparation for protection of qualification work (thesis), - for the period of protection of qualification work (thesis), but no more than one year after completion of training in the appropriate educational program;
3) during the period from March 18, 2014 to day of entry into force of this Federal Law the development of educational programs deducted before completion from the foreign educational organizations or the development of educational programs deducted before completion from the persons which stopped activities in the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol of branches of the foreign educational organizations, except for specified in Item 1 of this part - till October 1, 2015.
3. The right to draft deferment to military service, stipulated in Item 1 parts 2 of this Article, is provided only once and remains during training at the territory of the Republic of Crimea or in the territory of the federal city of Sevastopol in case:
1) obtaining during development of the educational program of the academic leave or transition in the same educational organization from one educational program on other educational program of the same education level or transfer in other educational organization for development of the educational program of the same education level. The right to draft deferment to military service remains on the bases provided by this Item only under condition if aggregate term on which the draft deferment on military service for training in this educational organization or in the educational organization from which transfer is made was granted does not increase or increases no more than for one year;
