About additional measures for advanced training and professional skill of teachers of foreign languages of educational institutions

According to the resolution of the President of the Republic of Uzbekistan of December 10, 2012 "About measures for further enhancement of system of learning of foreign languages" and for the purpose of implementation of essentially new effective mechanism of advanced training of teachers of foreign languages the Cabinet of Ministers decides No. PP-1875:

1. Accept the offer of the Ministry of national education of the Republic of Uzbekistan on the organization, since 2015, permanent weekly rates of increase in professional skill of teachers of foreign languages of educational institutions.

2. Approve Regulations on procedure for carrying out weekly rates of increase in professional skill of teachers of foreign languages of educational institutions according to appendix.

3. Establish procedure according to which teachers of foreign languages of educational institutions, two times in a row within calendar year not passed the test granting the right to the monthly allowance to official pay rate will not be allowed to teaching activities for foreign language, since forthcoming academic year, before passing of professional development course by them at the expense of own means.

4. To the ministry of national education of the Republic of Uzbekistan:

in week time to determine basic educational institutions which material and technical resources allow to conduct weekly courses at the high high-quality level, and also the leading teachers of foreign language as trainers, with their registration of work as teachers of regional institutes of retraining and advanced training of workers of national education on hourly basis;

in two weeks together with the Republican scientific and practical center of development of innovative techniques of training in foreign languages under the Uzbek state university of world languages to prepare the curriculum and training programs of occupations, methodical materials for holding occupations by trainers among teachers, with emphasis on development of skills of informal conversation at them, and also for holding psychological trainings for teachers of work with children of early age, preparation for testing for receipt of the monthly allowance for official pay rate;

in a month to develop and approve in accordance with the established procedure Regulations on review competition "The best teacher of year of foreign language", having provided in it the direction of teachers prize-winners republican and regional stages on two-week profile training to foreign countries;

provide students of advanced training and professional skill with guidelines manuals and other distributing materials, including for subsequent their use at lessons of foreign language.

5. To provide to the center of development of innovative techniques of training in foreign languages republican scientific practically under the Uzbek state university of world languages together with the Ministry of national education of the Republic of Uzbekistan the organization and carrying out:

at the Central institute of retraining and advanced training of workers of national education of A. Avlony with involvement of leading experts of profile highest educational institutions and foreign experts of annual trainings in training of trainers for carrying out weekly rates of increase in professional skill of teachers of foreign languages;

in the two-month time of target professional development course of teachers of foreign language of the Central institute of retraining and advanced training of workers of national education of A. Avlony, 14 regional institutes of retraining and advanced training of workers of national education, and also methodologists of foreign languages of the Ministry of national education of the Republic of Karakalpakstan, General Directorate of Public Education of the city of Tashkent, regional managements of national education, district (city) departments of methodical providing and the organization of activities of organizations of national education.

6. To the Ministry of Finance of the Republic of Uzbekistan, since 2015 to provide in parameters of expenses of the Government budget of the Republic of Uzbekistan allocation of assignments for carrying out annual target rates on training of trainers and weekly rates of increase in professional skill of teachers of foreign languages, and also on holding review competition "The best teacher of year of foreign language" within the funds allocated for the sphere "Education".

7. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan from 2015/2016 academic years to enter within the established academic load the program of 36-hour rate "The technique of training in foreign language in initial classes" for students of final 4th year of profile highest educational institutions.

8. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov and the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

Regulations on procedure for carrying out weekly rates of increase in professional skill of teachers of foreign languages of educational institutions

I. General provisions

1. This Provision determines procedure for carrying out permanent weekly rates of increase in professional skill of teachers of foreign languages of the educational institutions (further - weekly rates) systems of the Ministry of national education of the Republic of Uzbekistan for enhancement of their professional and pedagogical skill organized in addition to traditional 144-hour professional development course of workers of national education.

2. The purposes of weekly rates are development of skills of informal conversation of teachers of foreign languages, enhancement of technique of teaching foreign languages at school with priority of training of children in initial classes, the help to teachers in use of guidelines manuals, training of teachers for passing of testing for receipt of the monthly allowance to official pay rate, and also their stimulation to permanent professional self-education.

3. Weekly rates will be organized by regional institutes of retraining and advanced training of workers of national education (further - regional institutes).

The organization and carrying out weekly rates are performed according to the scheme according to appendix to this Provision.

4. All contingent of teachers of foreign language of educational institutions is among listeners of weekly rates. Transfer of teachers on rates and forming of the academic groups is carried out 2 times a year (March, September). Training at weekly rates is performed without separation from principle place of employment.

5. The curriculum and training programs of permanent weekly rates are developed taking into account skill level and professional need of teachers of foreign languages of educational institutions.
