About measures for construction of new productions of sulphuric acid on JSC Ammofos-Maksam and GP "Navoiy MMC"

For the purpose of ensuring continuous technical and technological updating of production of sulphuric acid, the most complete satisfaction of the growing needs of the chemical and mining and metallurgical industry for it, and also the Cabinet of Ministers decides compensations of the disposed capacities:

1. Accept offers of the Ministry of Economics of the Republic of Uzbekistan, SAC Uzkimyosanoat and GP "Navoiy MMC" about construction of new productions of sulphuric acid with a total power of 1300 thousand tons per year, with conclusion from operation morally and physically obsolete capacities by implementation in 2016 - 2019 of investment projects "Construction of new production of sulphuric acid capacity of 650 thousand tons per year on JSC Ammofos-Maksam and "Construction of new production of sulphuric acid capacity of 650 thousand tons per year on GP "Navoiy MMC" according to the list according to appendix No. 1.

2. Approve the Actions plan on preparation and implementation of investment projects "Construction of new production of sulphuric acid by capacity of 650 thousand tons per year on JSC Ammofos-Maksam and "Construction of new production of sulphuric acid capacity of 650 thousand tons per year on GP "Navoiy MMC" according to appendix No. 2.

3. Determine sources of financing of investment projects "Construction of new production of sulphuric acid capacity of 650 thousand tons per year on JSC Ammofos-Maksam and "Construction of new production of sulphuric acid capacity of 650 thousand tons per year on GP "Navoiy MMC" own means of initiators of investment projects, the credits of commercial banks, including foreign, and also fund of reconstruction and development of the Republic of Uzbekistan.

4. Determine institute of Uzkimyosanoatloyikh the general designer by the investment projects provided by appendix No. 1.

5. Resolve SAC Uzkimyosanoat and GP "Navoiy to MMC" within implementation of the specified investment projects:

determine prime contractors by construction of facilities on a turnkey basis by holding the closed tenders among the world companies having experience and appropriate technologies;

together with the prime contractors selected by results of the closed tenders before approval of the feasibility statement on investment projects to carry out construction works along with development of the project documentation;

open financing before approval of the feasibility statement on investment projects under the import contracts which passed the examination in accordance with the established procedure and also under the contracts signed with domestic contractors and suppliers.

6. To provide to Gosarkhitektstroy of the Republic of Uzbekistan in accordance with the established procedure state examination of the design estimates according to the specified investment projects and to establish the state architectural and construction supervision of quality of accomplishment of construction works.

7. To the Ministry of Foreign Affairs of the Republic of Uzbekistan according to requests SAC Uzkimyosanoat and GP "Navoiy MMC" to provide execution of repeated entrance visas to the foreign specialists participating in implementation of the specified investment projects without collection of consular and other fees.

8. SAC Uzkimyosanoat and GP "Navoiy MMC" to provide to the Ministry of Internal Affairs of the Republic of Uzbekistan according to requests registration, issue and prolongation of repeated entrance visas, and also temporary registration and prolongation of temporary registration in the place of temporary residence of the foreign specialists participating in implementation of the specified investment projects without collection of the state fee.

9. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan to provide according to requests SAC Uzkimyosanoat and GP "Navoiy to MMC" issue (prolongation) in accordance with the established procedure of permissions to attraction to the Republic of Uzbekistan of the highly qualified foreign specialists (in the absence of such specialists from among citizens of the Republic of Uzbekistan) participating in implementation of the specified investment projects, and also issue (prolongation) to the involved foreign specialists of confirmations on the right of labor activity in the territory of the Republic of Uzbekistan.

10. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan G. I. Ibragimov.
