Procedure for the organization of holding meetings of the Supreme Eurasian economic council

I. General provisions

1. This Procedure is developed according to the Agreement on the Eurasian Economic Union of May 29, 2014 (further - the Agreement) for the purpose of determination of rules of the organization of holding meetings of the Supreme Eurasian economic council (further - the Supreme council), preparation of the documents which are drawing up results of meetings of the Supreme council, organizational and legal ensuring holding meetings of the Supreme council.

II. Meetings of the Supreme council

2. The meeting of the Supreme council can be held in one of state members of the Eurasian Economic Union (further respectively - state members, the Union).

3. Meetings of the Supreme council are held at least 1 time a year.

Place and time of holding the regular meeting of the Supreme council

are determined at prior meeting of the Supreme council.

The chairman of Board of the Eurasian economic commission (further respectively - the Chairman of Board, the Commission) informs the Chairman of the Supreme council on confirmation by high councilors earlier approved the place and time of holding meeting of the Supreme council not later than 30 calendar days about day of holding meeting.

In case of impossibility of holding the regular meeting of the Supreme council in earlier determined place (in earlier determined time) the Chairman of Board in coordination with high councilors makes to the Chairman of the Supreme council offers on the new place (time) of its carrying out.

4. For the solution of urgent questions of activities of the Union at the initiative of any of state members or the Chairman of the Supreme council emergency meetings of the Supreme council can be convened.

The state member initiating convocation of emergency meeting of the Supreme council sends to the Chairman of the Supreme council the appeal with reasons for need of holding such meeting.

The chairman of the Supreme council under approval of all high councilors no later than 10 calendar days from the date of receipt of the address of state member makes the decision on the place and time of holding emergency meeting of the Supreme council.

The chairman of the Supreme council within 3 working days from the date of decision making about holding emergency meeting of the Supreme council notifies the Chairman of Board on holding emergency meeting of the Supreme council, the place and time of its carrying out and on need with respect thereto of forming of the agenda of emergency meeting and preparation of draft documents on the questions offered to consideration.

Meetings of the Supreme council in expanded structure are, as a rule, held on the following formula: high councilors, heads of official delegations of the states - observers at the Union (further - the states observers), Heads of official delegations of the states - candidates for the accession to the Union (further - the candidate states) plus 5 participants from each state, the Chairman of Board and members of Board of the Commission, responsible for cases in point (further - Board).

Offers of state members on change of structure of official delegations can go to the Chairman of the Supreme council not later than 15 calendar days about day of holding meeting.

Other structure of official delegations is determined by the Chairman of the Supreme council in coordination with the host state and goes to the Chairman of Board not later than 10 calendar days about day of holding meeting.

The chairman of Board quickly informs the states - members, the states observers and the candidate states on change of structure of delegations for participation in meetings of the Supreme council.

When holding meeting other persons who are also invited by the Chairman of the Supreme council in coordination with high councilors can take part in expanded structure in it.

When holding meeting high councilors and other persons invited by the Chairman of the Supreme council in coordination with high councilors participate in narrow structure in it.

The issue of presence of accredited representatives of mass media at meeting of the Supreme council is resolved by the Chairman of the Supreme council.

III. Agenda of meeting of the Supreme council, preparation of draft documents

6. The draft of the agenda of meeting of the Supreme council is created by the Chairman of Board based on offers of state members, decisions of Eurasian intergovernmental council (further - Intergovernmental council), Council of the Commission (further - Council) about introduction of question for consideration of the Supreme council according to the procedure and cases, stipulated in Item 51 Regulations on the Eurasian economic commission (appendix No. 1 to the Agreement), the regulations of work of the Commission approved by the Supreme council (further - regulations).

The draft of the agenda of meeting of the Supreme council affirms Council.

In case of impossibility of holding meeting of Council the draft of the agenda of meeting of the Supreme council affirms the Chairman of the board in coordination with members of council.

7. The chairman of Board provides the direction to high councilors, state members, members of council, members of Board, and by consideration at meeting of the Supreme council of questions on which will not reach consensus, - to members of Intergovernmental council of the draft of the agenda of meeting of the Supreme council with set of the documents and materials prepared according to the regulations, rules of internal document flow in the Commission approved by Board not later than 20 calendar days about day of holding the regular (extraordinary) meeting of the Supreme council.
