Rules of ensuring industrial safety for the hazardous production facilities performing carrying out oil operations at the sea

Chapter 1. General provisions

1. These rules of ensuring industrial safety (further - Rules) are developed for the hazardous production facilities performing carrying out oil operations at the sea according to subitem 94-14) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and determine procedure for ensuring industrial safety for the hazardous production facilities performing carrying out oil operations at the sea.

2. In these rules the following terms and determinations are applied:

1) the block module - the volume transportable metal construction containing complex of the processing and service equipment with communications or residential, public, sanitary and household places; helipad;

Chapter 2. Procedure for ensuring industrial safety for the hazardous production facilities performing carrying out oil operations at the sea

Paragraph 1. Requirements to ensuring industrial safety on sea oil and gas constructions

3. The design of sea oil and gas constructions shall be steady against the loadings in process of transportation, installation operating on them on the set point and operation.

4. For all sea oil and gas constructions are developed and affirm the head of the organization (the owner of hazardous production facility):

1) project documentation;

2) production schedules;

3) the liquidation plan of accidents (further - PLA).

5. When carrying out transactions on sea oil and gas constructions the owner designates person responsible for safe work with indication of obligations and powers in respect of the organization of works (further - POR), approved as the technical lead of the organization.

6. Personnel and visitors of sea construction, pass induction, get acquainted with safety rules in case of stay on object, and actions in case of accidents, with logging.

7. The personnel of sea oil and gas constructions in the time spent out of the residential block in case of itself shall have individual protection equipment (further - SIZ).

8. In case of achievement of threshold limit value (further - the maximum allowable concentration) hydrogen sulfide in the working area take response measures and uses of protective equipment and SIZ.

9. The personnel working in the conditions of gas contamination in case of exceeding of maximum allowable concentration of hydrogen sulfide, shall work in hose gas masks with forced air supply or in respiratory devices.

10. The personnel working in the conditions of gas contamination shall be provided with sets of the respiratory equipment with air pressure in cylinders, expected employment duration, necessary for escape by personnel of gas-polluted zone.

11. During the long work in the conditions of hydrosulphuric gas contamination the system of air collectors, hoses and masks for ensuring permanent air supply shall be provided.

12. Auxiliary vessels (ocean ships, helicopters) intended for evacuation of personnel shall have compartment for accommodation of people with system of safe air supply. The personnel forced to work at the deck during evacuation are provided with respiratory devices.
