The government DECIDES:

1. Approve the Technical concept of the Automated information system "The state register of animals" (is attached).

2. To provide to the national agency on safety of foodstuff and public organization "Republican Veterinary and Diagnostic Center" within the powers conferred to them realization of provisions of the Concept of the Automated information system "The state register of animals", and also effective and continued operation of the Automated information system "The state register of animals".

Introduction

Providing the population with high-quality food products is the main objective of mankind. Acceptance of adequate measures for safety of products of animal origin intended for consumption by the person of health of farm animals and ecological safety of the environment from the point of view of farm management is obligation not only public authorities, but also all citizens of the country.

Safety of foodstuff can be reached by introduction of such system of work which identifies and evaluates risks for the purpose of elimination of the reasons of their emergence. For this reason developed countries adopted the laws on obligatory identification of animals that is necessary condition for effective accounting of all lifecycle of animals.

Thus, process of identification and traceability of animals became part of state programs on development of the agricultural sector of economy in many countries of the world, and is applied, generally to monitoring and intervention in production process violation cases, for example, for prevention of distribution of threat of infectious diseases among animals (spongy encephalopathy, anthrax, etc.).
