agreed as follows:

Article 1

For assistance to agreement performance of April 26, 1996 and the Agreement of April 24, 1997 the Parties create delegation of the Joint Party mentioned in preambles of the Agreement of April 26, 1996 and the Agreement of April 24, 1997, in Joint control group which forming is stipulated in Article 10 Agreements of April 24, 1997.

Article 2

Forming and activities of delegation of the Joint Party are determined by Regulations on procedure for activities of delegation of the Joint Party in Joint control group and exchange of information according to appendix N 1, being integral part of the this Protocol.

Article 3

For the purpose of implementation and observance of provisions of the Agreement of April 26, 1996 and the Agreement of April 24, 1997 the Parties through authorized bodies establish and perform cooperation in the organization of exchange of information, planning, carrying out inspection and observation activities according to Regulations on procedure for activities of delegation of the Joint Party in Joint control group and exchange of information and Regulations on order of interaction of the Parties under the organization of inspection activities according to appendix N 2, being integral part of the this Protocol.

Article 4

The Russian side through the National center for reduction of nuclear danger of the Russian Federation (NTsUYaO) coordinates activities for preparation and provision to People's Republic of China of information from the Joint Party, transfer of the notifications, reports and the relevant information determined by the Agreement of April 26, 1996 and the Agreement of April 24, 1997 and also on planning and the organization of inspection activities.

Article 5

The procedure for expenses on the organization of activities of delegation of the Joint Party, and also is determined by implementation of inspection activities by the appendices N1 and 2 to the this Protocol.

Article 6

All disputes and disagreements between the Parties concerning interpretation of provisions of the this Protocol will be solved by mutual consultations and negotiations.

Article 7

The this Protocol is imprisoned for operation of the Agreement of April 24, 1997.

Article 8

The this Protocol becomes effective from the date of the direction of the last written notice to depositary of accomplishment of the interstate procedures by the Parties necessary for its entry into force.

In the this Protocol by mutual consent of the Parties changes and additions can be made.

It is made in the city of Moscow on November 23, 2002 in one authentic copy in Russian.

The authentic copy is stored in the Government of the Russian Federation which will send to each Party of the this Protocol its verified copy.

Appendix № 1

Regulations on procedure for activities

According to provisions and in the implementation of the Agreement of April 26, 1996 and the Agreement of April 24, 1997 of the Government of the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan constituting the Joint Party agree about the provisions regulating activities of delegation of the Joint Party in Joint control group present (further - SKG), stipulated in Article 10 Agreements of April 24, 1997.

Chapter 1 Structure of delegation of the Joint Party

1. Delegations of the Joint Party in SKG are included the officials authorized by the Parties.

2. Each of the Parties has the right to be SKG provided at sessions the authorized officers, and also advisers and experts.

3. Under approval between the Parties the head of delegation of the Joint Party is appointed to biennium.
