1. Approve the enclosed Rules of servicing of the organizations owning and (or) operating hazardous production facilities, professional rescue services in the field of industrial safety.

2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (to Erzhanov A. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction of the copy on official publication in mass media and information system of law of Ad_let of the republican state company on the right of economic maintaining "The republican center of legal information of the Ministry of Justice of the Republic of Kazakhstan";

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the vice-minister of investments and development of the Republic of Kazakhstan Rau A. P.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of servicing of the organizations owning and (or) operating hazardous production facilities, professional rescue services in the field of industrial safety

Chapter 1. General provisions

1. These rules of servicing of the organizations owning and (or) operating hazardous production facilities, professional rescue services in the field of industrial safety (further - Rules) are developed according to the subitem 109) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and determine procedure for servicing of the organizations owning and (or) operating hazardous production facilities, professional rescue services in the field of industrial safety.

2. Action of these rules extend to professional rescue services in the field of industrial safety, including to professional object rescue services in the field of industrial safety.

3. The professional rescue services in the field of industrial safety certified by sight the productive activity performed by the servicing organization are allowed to servicing of the organizations.

4. In the activities for servicing of the organizations owning and (or) operating hazardous production facilities, professional rescue services in the field of industrial safety are guided by the Law of the Republic of Kazakhstan "About civil protection" (further - the Law), other regulatory legal acts of the Republic of Kazakhstan concerning rescue activities and these rules.

5. In these rules the following basic concepts are used:

1) the liquidation plan of accidents - the document providing actions for rescuing of people, actions of heads and workers, emergency rescue services in the field of industrial safety which affirms the head of the organization the owning and (or) operating hazardous production facilities and is approved with professional rescue services in the field of industrial safety;

2) signal "Alarm" - the single signal of the notification transmitted by means of sirens or other alarm means for attraction to readiness of operational division of professional rescue service in the field of industrial safety to departure on accident elimination and carrying out wrecking in the serviced organizations owning and (or) operating hazardous production facilities;

3) professional rescue service in the field of industrial safety - the rescue service intended for carrying out mine-rescue, gas-rescuing, antigushing works on hazardous production facilities;

4) professional object rescue service in the field of industrial safety - the rescue service which is structural division of the organization having hazardous production facilities.

Chapter 2. Procedure for servicing of the organizations owning and (or) operating hazardous production facilities, professional rescue services in the field of industrial safety

6. Servicing of the organizations owning and (or) operating hazardous production facilities is performed by professional rescue services in the field of industrial safety based on the signed agreement. In exceptional cases, in case of accident the conclusion of the agreement after carrying out wrecking is allowed.

7. The organizations owning and (or) operating hazardous production facilities, annually, no later than December 1, submit for approval to professional rescue service in the field of industrial safety the liquidation plan of accidents (further - PLA). In case of modification and amendments in PLA, it is subject to reapproval. If during action of PLA the organization owning and (or) operating hazardous production facilities sign the agreement with other professional rescue service in the field of industrial safety, that PLA within ten calendar days is sent for approval to this professional rescue service in the field of industrial safety.

8. The professional rescue service in the field of industrial safety considers the provided PLA within ten calendar days from the moment of its obtaining.
