1. Approve the enclosed Instruction about procedure for forming and storage of data on the information resources visited by users of Internet services.

2. This resolution becomes effective since January 1, 2016.

The instruction about procedure for forming and storage of data on the information resources visited by users of Internet services

1. This Instruction establishes procedure for forming and storage by suppliers of Internet services of urgent data about the Internet services visited by users information resources (their components) placed in global computer network the Internet (further - Internet resource).

2. For the purposes of this Instruction terms and their determinations in the values determined by the Presidential decree of the Republic of Belarus of February 1, 2010 No. 60 "About measures for enhancement of use of national network segment the Internet" are used (The national register of legal acts of the Republic of Belarus, 2010, No. 29, 1/11368), and also the following terms and their determinations:

port - the digital identifier used for designation of session of telecommunication at the transport layer;

Internet resource - the website, the page of the website, the web portal, forum, the blog, chat, appendix for the mobile device and other resources having connection to global computer network the Internet.

3. Suppliers of Internet services shall create and store with use of the hardware and software urgent data about the Internet services visited by users Internet resources which include:

3.1. information about users of Internet services:

3.1.1. physical persons, including individual entrepreneurs:

number and date of the conclusion of the service provision agreement of telecommunication;

surname, own name, middle name (if that is available);

address of the user or address of installation of the terminal subscriber unit (terminal);

the data allowing to determine (to identify) the user of Internet services or its terminal subscriber unit (terminal);

MAC address or identification number of the terminal subscriber unit (terminal) of the user of Internet services of cellular mobile telecommunication;

for subscribers of network of cellular mobile telecommunication - details of the identity document (its name, series, number, date of issue and the name of the state body which issued the document);

3.1.2. legal entities:

number and date of the conclusion of the service provision agreement of telecommunication;

name (trade name) of the legal entity, its legal address;

address of installation of the terminal subscriber unit (terminal) of the user of Internet services;

the data allowing to determine (to identify) the user of Internet services or its terminal subscriber unit (terminal);

MAC address or identification number of the terminal subscriber unit (terminal) of the user of Internet services of cellular mobile telecommunication;

3.2. data on all services of telecommunication activated by the user of Internet services;

3.3. date, start and end time of connections, internal and external IP addresses and ports of the terminal subscriber unit (terminal), domain name, the IP address and port of the Internet resource visited by the user of Internet services, amount of the transferred and accepted data.

4. Suppliers of Internet services provide storage of urgent data about the Internet services visited by users information resources within one year from the date of rendering Internet services.
