1. Approve the enclosed Rules on branch and valuation of cutting areas on sites of the state forest fund.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules on branch and valuation of cutting areas on sites of the state forest fund

1. General provisions

1. These rules on branch and valuation of cutting areas on sites of the state forest fund (further - Rules) are developed according to the subitem 19) of Item 1 of Article 113 of the Forest code of the Republic of Kazakhstan of July 8, 2003 and determine procedure for branch and valuation of cutting areas on sites of the state forest fund.

2. In these rules the following basic concepts are used:

1) outline - the field drawing of cutting area constituted in the course of branch and valuation of cutting area;

2) taxation apportionment - primary accounting unit of forest fund differing according to the taxation characteristic from the neighboring sites of forest fund. In cutting area (allotment) it is allowed one or several taxation having manufactured;

3) inventory of boughs - inventory of branches of krone 3 centimeters thick and more;

4) business wood - round wood without bark. The trunk pieces answering to the following conditions belong to business:

diameter in the upper end face without bark at least 3 centimeters;

defects of wood do not exceed admissible regulations according to the existing state standard specifications "Round Wood of Coniferous Breeds", "Round Wood of Deciduous Breeds", "Wood. Defects";

6) cutting area - the site of the wood allocated for cabins of all types or which is in cabin stage;

8) withdrawal of cutting areas - actions for delimitation in nature and valuation of cutting areas, mark of the trees which are subject to cutting down, material and money value of the wood considered on cutting area;

9) allotment - the part of cutting area intended for the rational organization of cabins of the wood, delimited in nature by viewfinders and delyanochny columns;

10) valuation of the wood (cutting areas) - action for identification, accounting, assessment of quality and quantity characteristics of forest resources, including the plantings planned for the cabin;

11) firewood fuel - the wood pieces in bark intended for heating;

12) general inventory of wood - the wood amount prepared from wood trunks and krone;

13) trade (liquid) inventory of wood - part of general inventory except for waste;

14) firewood technological - the trunk pieces in bark intended mainly for development of wood spill;

15) inventory of brushwood and hmyz - inventory of branches of krone 2-4 centimeters thick (brushwood) and less than 2 centimeters (хмыз).

3. Procurement of wood is performed when carrying out the following types of cabins of the wood:

1) the main use, carried out in ripe and overmatured forest stands;

2) intermediate use (cabins of care of the wood, selective sanitary cabins and cabins connected with reconstruction of invaluable forest plantings, and also the plantings losing protective, water preserving functions, cabins of single trees in young growths);

3) other cabins (continuous sanitary cabins, clearing of the forest areas in connection with construction of water-engineering systems, pipelines, roads; during the laying of glades, creation of fire-proof gaps; cleaning of liquid clutter).

4. By preparation of sites of the state forest fund for carrying out cabins of the main use, intermediate use and other cabins, procurements of gallipot, wood juice and minor wood resources are carried out the following works:

1) matching and registration in nature of sites on which cabins of the main use, the cabin of intermediate use and other cabins, and also procurement of gallipot, wood juice and minor wood resources will be made;

2) determination of quality, quantity, material and money value of the forest resources intended for procurement.

5. Branch and valuation of cutting areas is performed by the state forest owner.

6. Accounting of the wood released on root depending on methods of cabins is made:

1) on the area (it is applied in case of all types of continuous cabins);

2) on number of the trees appointed to the cabin.

Accounting on number of the trees appointed to the cabin is applied when carrying out:

voluntary and selective (further - selective cabins), gradual, long and gradual and band and gradual cabins (further - gradual cabins);

prorezhivaniye, cabins through passage with average diameter of forest stand of 8 centimeters and more;

selective sanitary cabins (except the cabin of dead wood in young growths);

in case of the cabin of single trees.

3) share cubic meters - for felling remaining balance, brushwood, branch forage, coniferous pad;

4) tons - for gallipot, bark;

5) pieces - for small assortments from tonkomer and brushwood, willow rod, and also New Year trees.

3. Actions (work) performed in case of withdrawal of cutting areas

9. Prior to works on withdrawal of cutting areas by the state forest owners the following preparatory work is carried out:

1) forest management materials are analyzed and specified: sheet of cabins of the main use, cabins of care of the wood, sanitary cabins, cleaning of single trees and liquidation of clutter;

the sites appointed to reconstruction;

the plantings which are in tapping both designed in tapping and materials on accounting and the characteristic of the state forest fund;

2) amount of works is established and the areas which are subject to first-priority inclusion in felling fund come to light (the overmatured and damaged forest stand, requiring cabins on condition, nedoruba and not begun cutting areas of last years, the plantings which came out tapping, and also forest stand, growing on the squares which are subject to clearing in connection with their transfer for use in other purposes);

3) the plan of withdrawal of cutting areas for groups of breeds (coniferous, soft-wooded broadleaf, hard-wooded broadleaved, saksaulnik, bushes), by types of cabins is constituted: cabins of the main use, the cabin of intermediate use (by types), other cabins (to destination) for each state land ownnership, forest area or sites of the state forest fund transferred to long-term forest utilization for procurement of wood in form according to appendix 1 to these rules.
