About provision of budget credits

According to the paragraph the second article 15 of the Law of the Republic of Belarus of December 30, 2014 "About the republican budget for 2015" and for the purpose of ensuring accomplishment of actions of the Republican program of equipment with the modern machinery and equipment of the organizations of agro-industrial complex, construction, repair, the upgrade of production facilities of these organizations for 2011-2015 approved by the Presidential decree of the Republic of Belarus of January 24, 2011 No. 35, Council of Ministers of the Republic of Belarus DECIDES:

1. Provide in the first half of the year 2015 at the expense of means of the republican budget budget credits to regional budgets for ensuring debt repayment of regional municipal unitary production trade enterprise "Brestoblagroservice", Vitebsk Regional Agroservice, Gomelyoblagroservice and Minskoblagroservice open joint stock companies, the Grodno unitary enterprise "Oblselkhoztekhnika" and open joint stock company "Managing company of Agromashservice holding, Mogilev, formed for January 1, 2015, for the agricultural machinery delivered by Gomselmash open joint stock company according to appendix in the amount of 340 545 100 thousand rubles, including to the budget of the Brest region - 28 428 100 thousand rubles, Vitebsk - 40 558 000 thousand rubles, Gomel - 133 213 000 thousand rubles, Grodno - 32 816 000 thousand rubles, Minsk - 62 778 000 thousand rubles, the Mogilev region - 42 752 000 thousand rubles, with interest payment in the amount of 50 percent of the refunding rate of National Bank established on the date of charge of interest for using the credits with return term till March 1, 2020.

2. Recommend to regional executive committees to take measures for debt repayment of regional municipal unitary production trade enterprise "Brestoblagroservice", Vitebsk Regional Agroservice, Gomelyoblagroservice and Minskoblagroservice open joint stock companies, the Grodno unitary enterprise "Oblselkhoztekhnika" and open joint stock company "Managing company of Agromashservice holding, Mogilev, specified in Item 1 of this resolution, with respect for limit of the deficit of the consolidated regional budgets established by the budget legislation and also other measures for implementation of this resolution.

3. To the Ministry of Finance:

in accordance with the established procedure to sign contracts on conditions of provision and return of budget credits with regional executive committees;

approve increase in limits of debt of local authorities and self-government of areas at the amount of the budget credits granted according to Item 1 of this resolution;

consider regulations of this resolution by preparation of the project of regulatory legal act on refining of separate indicators of the republican budget for 2015.

4. To impose control over the implementation of this resolution on the Deputy prime minister of the Republic of Belarus supervising questions of industrial complex.

5. This resolution becomes effective after its official publication.
