1. Approve the enclosed Standard rules of calculation of regulations of consumption of residential energy services and to heat supply for the consumers who do not have metering devices.

2. To provide to development department of infrastructure of economy of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) official publication of this order in information system of law of Ad_let and mass media;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of the first official publication.

Standard rules of calculation of regulations of consumption of residential energy services and to heat supply for the consumers who do not have metering devices

1. General provisions

1. Standard rules of calculation of regulations of consumption of residential energy services and to heat supply for the consumers who do not have metering devices (further - Rules), are developed according to subitem 5 of article 5-1 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" and determine procedure of payments of regulations of consumption of residential energy services and to heat supply for the consumers who do not have metering devices.

2. Calculation of regulations of consumption of residential energy services and to heat supply for the consumers who do not have metering devices is performed by the electrosupplying or heatsupplying organization (further - the Service provider). Regulations of consumption of residential energy services and to heat supply for the consumers who do not have metering devices are reviewed by the Service provider at least in 18 months from the date of approval of the previous regulations and at least once in five years.

2. Procedure of payments of regulations of consumption of utilities on heat supply for the consumers who do not have metering devices

Regulations of consumption of heat energy on 1 square meter for settlement period for each category of the apartment or individual apartment house are calculated by formula according to appendix to 1 these rules. At the same time the settlement period is the period of time determined by the agreement on heat supply for which the consumed heat energy is considered and shown for payment to the consumer

4. The amount of heat energy (Gcal / settlement period), necessary for heating of the apartment or individual apartment house, is determined by formula:

_qmax - hour thermal load of heating of the apartment or individual apartment house (kcal/hour);

_tvn - temperature of internal air of the heated premises of the apartment or individual apartment house (°C);

_tcpo - the average daily temperature of outside air for settlement period (°C);

_tpo - the settlement temperature of outside air for the purpose of designing of heating (°C);

_n0 - employment duration of system of heating of the building of settlement period (days);

24 - number of hours in days.

Hour thermal load of heating of the apartment or individual apartment house _(qmax), temperature of internal air of the heated premises of the apartment or individual apartment house _(tvn), average daily temperature of outside air for the heating period _(tcpo), the settlement temperature of outside air for the purpose of designing of heating _(tpo), duration of settlement period (n ₀₎ when calculating regulation of heatconsumption for the heating period is determined according to CH PK 2.04-21-2004 * "Energy consumption and thermal protection of civil buildings".

5. Hour thermal load of heating of the apartment or individual apartment houses which are not equipped with metering devices of heat energy (kcal/hour) is determined proceeding from project data or on passports of houses. In case of lack of project and passport data hour thermal loading is determined by formula:

_qud - the normalized specific expense of heat energy on heating of the apartment or individual apartment house (W an hour on 1 sq.m), according to appendix 1 to this order;

S - total area of residential and non-residential premises of the apartment or individual apartment house (sq.m).
