Chapter 1. General provisions

1. This Provision determines procedure for the organization and implementation by the controlling (supervising) control facilities (supervision) of safety in case of construction and commissioning of the Belarusian nuclear power plant (further - supervision of safety) in the spheres of control (supervision) determined in subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of February 16, 2015 No. 62.

2. For the purposes of this provision the following terms and their determinations are used:

the schedule of construction of nuclear power plant (further - the NPP) the 1st level - the scheduling and network schedule determining terms and the sequence of accomplishment of project phases of construction;

the schedule of construction of the NPP of the 2nd level - the scheduling and network schedule as a part of the project of the organization of construction containing list of key technology events and determining priority, duration and cost of development of working documentation, supplies of equipment, stages of installation and construction works and stages of commissioning;

the schedule of construction of the NPP of 3rd level - the scheduling and network works schedule for one calendar year specifying the schedule of construction of the NPP of the 2nd level according to the technology sequence of construction of blocks of the NPP establishing the beginning and the termination of terms of work, their stages (steps) and interrelations, terms of control events;

the controlling (supervising) bodies - state bodies, their territorial authorities, structural divisions and the subordinate organizations exercising supervision of safety in the spheres of control (supervision) determined in subitem 1.2 of Item 1 of the Presidential decree of the Republic of Belarus of February 16, 2015 No. 62;

Common cause - the system of documents created by Department on nuclear and radiation safety of the Ministry of Emergency Situations (further - Gosatomnadzor), including documents (the copy of documents) on paper and (or) electronic media constituted or received by the controlling (supervising) bodies under the organization and implementation of supervision of safety;

check - the complex of the actions directed to implementation of supervision of safety during which the controlling (supervising) bodies check compliance of the activities performed by the checked organizations, to requirements of regulatory legal acts, including technical regulatory legal acts of the Republic of Belarus, technical regulations of the Customs union and technical regulatory legal acts of the Russian Federation according to which works on construction and commissioning of the Belarusian NPP shall be carried out to the approved project documentation and in case of identification of violations apply the powers conferred by the legislation for the purpose of the prevention and suppression of violations and elimination of their harmful effects;

the checked organizations - legal entities of the Republic of Belarus, their branches, representations and other separate divisions, representative offices of the foreign organizations, holdings, particular partnerships (agreement parties about joint activities) performing activities for construction and commissioning of the Belarusian NPP;

the mode of constant control (supervision) - the mode providing conducting checks within the competence by the controlling (supervising) bodies for operational assessment of security status in case of construction and commissioning of the Belarusian NPP with provision of powers by it for the purpose of the prevention and suppression of violations and elimination of their harmful effects and with the frequency established by the controlling (supervising) bodies and also application of measures of preventive and precautionary nature;

the expert organization - the specialized organization which is engaged in conducting examinations in the corresponding field of activity, having competent specialists, the special equipment and evidence-based techniques;

experts, specialists - the physical persons who are not interested in results of check, having special knowledge, work experience in the field of science, the equipment and other spheres, attracted by the controlling (supervising) bodies for carrying out supervision of safety and examination in case of construction and commissioning of the Belarusian NPP.
