1. Take into consideration Information on the realization course in 2013-2014 of the Actions plan on realization of the Main directions of further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015 (appendix 1) and to approve the amounts of contributions of the State Parties of the CIS on its financing in 2015 (appendix 2).

Note positive work of Committee for soldiers internationalists under Council of Heads of Government of the State Parties of the Commonwealth on implementation of the specified Actions plan.

2. Approve expenses for 2015 on financing of the Actions plan on realization of the Main directions of further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015 at the expense of contributions of the State Parties of the CIS in 2015 in the amount of 14 394 thousand rubles of the Russian Federation (appendix 3).

3. To committee on cases of soldiers internationalists under Council of Heads of Government of the State Parties of the Commonwealth to prepare the Actions plan on further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2020 and to submit it in accordance with the established procedure for consideration of Council of CIS Heads of Government in the second half of the year 2015.

In 2013-2014 implementation of the Actions plan of the Main directions of further development of the medico-public assistance and improvement of quality of life of veterans of wars - participants of the local conflicts and members of their families in the State Parties of the CIS for the period till 2015 (further - the Main directions) approved by the Decision of Council of CIS Heads of Government of November 19, 2010 continues.

In 2013, as well as in previous years, providing social guarantees of disabled people and combatants in all State Parties of the CIS was based on the following principles:

security of the social rights and providing conditions for participation in life of society according to capabilities and opportunities;

orientation to achievement of the conventional international social standards;

unity and interaction of social policy at the international, federal and regional levels;

partnership and the joint solution of social problems the state, public organizations and business - structures.

Information provided by the states shows that the legal framework in this sphere in the State Parties of the CIS is generally created, and strengthening of attention to problems of veterans was observed practically in all states in the run-up to the 70 anniversary of the Victory in the Great Patriotic War and the 25 anniversaries of withdrawal of troops from Afghanistan. In each State Party of the CIS the actions plan to the specified dates which basis is further development of the medico-public assistance and improvement of quality of life is developed.

determination of need for complex rehabilitation, development of standards taking into account professional evaluation of the state of health and rehabilitation opportunities of organism;

realization of the three-level principle (polyclinic - hospital - sanatorium) the rendering the medico-public assistance to veterans of wars providing increase in its quality and efficiency;

the analysis of the operating regulatory legal acts in the State Parties of the CIS;

carrying out scientific research on prevention of presenilation of veterans, the remote effects of post-traumatic stressful syndrome and prevention of chronic noninfectious diseases.
