About approval of technique of annual assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan

(as amended of the Order of the Minister of Agriculture of the Republic of Kazakhstan of 16.01.2015 No. 11-1/343)

According to Item 27 of Rules of carrying out annual assessment of activities and certification of the administrative government employees approved by the Presidential decree of the Republic of Kazakhstan of January 21, 2000 No. 327, I ORDER:

1. Approve the enclosed Technique of annual assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan.

2. To provide to department of personnel and administrative providing the Ministry of Agriculture of the Republic of Kazakhstan in the established legislative procedure:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in is information to system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the responsible secretary of the Ministry of Agriculture of the Republic of Kazakhstan Evniyev A. K.

4. This order becomes effective after ten calendar days after day of its first official publication.

Technique of annual assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan

1. General provisions

1. This Technique of annual assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan (further - the Technique) is developed according to the Presidential decree of the Republic of Kazakhstan of January 21, 2000 No. 327 "About approval of Rules of carrying out annual assessment of activities and certification of administrative government employees" and the order of the chairman of the Agency of the Republic of Kazakhstan for public service and to anti-corruption of December 29, 2014 No. 86 "About approval of the Standard technique of annual assessment of activities of administrative government employees of the case "B" (No. registered in the Register of state registration of regulatory legal acts 10130) and determines methods of annual assessment of activities of administrative government employees of the case "B" of the Ministry of Agriculture of the Republic of Kazakhstan (further - employees).

2. Annual assessment of activities of employees (further - assessment) is carried out for determination of efficiency and quality of their work.

3. Assessment is carried out after every year of stay in public service, no later than three months from the date of its approach, but not earlier than six months from the date of the occupation of this position.

4. Assessment of the employee develops from:

1) estimates of the direct head of the employee;

2) circular assessment (assessment of subordinates or employee's colleagues).

The direct head of the employee is person to whom he submits according to the job description.

5. By results of assessment offers on remedial action in activities of employees are developed, the directions them activities requiring improvement are determined offers on career promotion and training of employees are developed.

6.  No. 11-1/343 is excluded according to the Order of the Minister of Agriculture of the Republic of Kazakhstan of 16.04.2015

7. Receipt of two estimates by the employee "unsatisfactorily" within the last three years is the basis for carrying out certification.

In case of decision making about carrying out certification results of assessment which were the basis for carrying out the previous certification are not considered.

8. The employee who received assessment "unsatisfactorily" is not assigned by the mentor to persons for the first time accepted on managerial state positions.

9. Final assessment of the employee affirms the permanent Commission on assessment (further - the Commission) which is created by person having the right of appointment to positions and releases from positions of employees.

10. The commission consists at least, than of three members, including the chairman.

11. Results of vote are determined by a majority vote members of the commission. In case of equality of votes the voice of the commission chairman is decisive.

Commission chairman is:

in central office - the responsible secretary of the Ministry of Agriculture of the Republic of Kazakhstan;

in committees - the chairman;

in territorial subdivisions - the head.

The secretary of the Commission is the employee of service of personnel management (personnel service) (further - service of personnel management). The secretary of the Commission does not take part in vote.

If the direct head of the employee concerning whom assessment is carried out is part of the Commission, and also the employees specified in the subitem 2) of item 4 of this Technique they do not take part in vote and decision making on this employee.

2. Preparation for evaluating

12. The service of personnel management creates the schedule of evaluating in coordination with the commission chairman.

The service of personnel management notifies the employee who is subject to assessment and also persons specified in subitems 1) and 2) of item 4 of this Technique on evaluating no later than one month before evaluating and sends them estimative sheets for filling.

3. Assessment of the direct head

13. The direct head fills in the estimative sheet in form according to appendix 1 to this Technique within three working days from the date of its obtaining from service of personnel management, informs the employee of the completed estimative sheet and sends the completed estimative leaf to service of personnel management within two working days.
