About approval of Rules of development, realization, carrying out monitoring, assessment and control of industry programs

For the purpose of implementation of the Presidential decree of the Republic of Kazakhstan of June 18, 2009 "About System of state planning in the Republic of Kazakhstan" the Government of the Republic of Kazakhstan DECIDES: No. 827

1. Approve the enclosed Rules of development, realization, carrying out monitoring, assessment and control of industry programs.

2. Recognize invalid:

1) the order of the Government of the Republic of Kazakhstan of February 26, 2004 No. 231 "About Rules of development and implementation of industry (sectoral) and regional programs in the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2004, No. 10, the Art. 122);

2) item 4 of changes and additions which are made to some decisions of the Government of the Republic of Kazakhstan, approved by the order of the Government of the Republic of Kazakhstan of October 12, 2006 No. 982 "About modification and amendments in some decisions of the Government of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2006, No. 37, the Art. 414).

3. This resolution becomes effective from the date of signing.

Rules of development, realization, carrying out monitoring, assessment and control of industry programs

1. General provisions

1. These rules of development, realization, carrying out monitoring, assessment and control of industry programs are developed according to the Presidential decree of the Republic of Kazakhstan of June 18, 2009 No. 827 "About System of state planning in the Republic of Kazakhstan" and determine procedure for development, realization, carrying out monitoring, assessment and control of industry programs.

2. The industry program - the document determining complex of the interconnected organizational, rule-making, economic, social, financial and other measures directed to the solution of important tasks of industry value.

3. Industry programs are developed by the central state bodies (further - state bodies) for the medium-term and long-term periods in implementation of higher documents of System of state planning for the purpose of the solution of important tasks of cross-industry and interdepartmental nature.

4. Industry programs are developed only if the solution of the problems stated in them cannot be performed within the existing strategic and program documents, strategic plans of state bodies.

5. Industry programs affirm the Government of the Republic of Kazakhstan.

6. On realization terms industry programs are subdivided on:

medium-term (from year to 5 years);

long-term (over 5 years).

6-1. In case of modification and amendments in the industry program the requirements established by this resolution in case of development are observed.

7. Methodological support of carrying out monitoring and assessment of industry programs is performed by authorized body on state planning.

1-1. List of industry programs

7-1. The list of industry programs is created and adjusted on the basis of the developed strategic objectives of higher documents of System of state planning by authorized body on state planning taking into account offers of the interested state bodies and affirms the Government of the Republic of Kazakhstan.

The list of industry programs shall include the name of programs, specifying of the state body responsible for development of the industry program, terms of implementation of industry programs.

Development and approval of the industry programs which are not provided in the List of industry programs are not allowed.

The draft of the List of industry programs is submitted for approval in the Government of the Republic of Kazakhstan after approval of the Strategic plan of development of the Republic of Kazakhstan for the forthcoming ten-year period in a month.

The list of industry programs is created at the request of the Prime Minister of the Republic of Kazakhstan.

Adjustment of the List of industry programs is performed at the request of the Prime Minister of the Republic of Kazakhstan, to results of monitoring and assessment of the Strategic plan of development of the Republic of Kazakhstan and completion of industry programs.

2. Main requirements to industry programs

8. The industry program shall conform to the following requirements:

1) to be developed for the purpose of implementation of higher documents of System of state planning;

2) to be guided by realization of important tasks of cross-industry and interdepartmental nature;

3) to be guided by requirements satisfaction of target group of beneficiaries;

4) to contain system of the purposes approved on terms, resources and contractors, tasks, target indicators and measures providing goal achievement, delivered in higher documents of System of state planning;

5) to provide targeting of measures, accurate determination of terms and the sequence of their realization, strict orientation of activities of contractors to achievement of the program purposes;

6) to provide balance of financial, labor and technical resources and sources of their providing.

9. Development of the industry program is not allowed:

directed to the solution of interdepartmental questions of state bodies;

the duplicative purpose and task of the existing strategic and program documents, strategic plans of state bodies and industry programs, and also action for implementation of these documents.

9-1. If the industry program provides introduction of the regulatory tool and the related requirements or implementation of toughening of regulation concerning subjects of private entrepreneurship, the procedure of the analysis of regulatory impact according to the procedure, determined by authorized body by entrepreneurship is preposted.

Analysis results of regulatory impact are placed on Internet resources of regulatory state agencies.

3. Structure of the industry program

10. The structure of the industry program contains the following Sections:

1) passport (key parameters);

2) introduction;

3) analysis of the current situation;

4) purposes, target indicators, tasks and indicators of results of program implementation;

5) main directions, ways of goal achievement and tasks of the program, adequate measures;

6) program implementation stages;

7) necessary resources;

8) the actions plan on program implementation.
