1. Approve procedure for acceptance, registration and coordination in the Ministry of Finance of distribution of budgets for 2015 (according to appendix).

2. Of 8.11.2010 "About approval of procedure for acceptance, registration and coordination in the Ministry of Finance of funding plans" to consider the order of the Minister of Finance No. 146 invalid.

3. This order becomes effective since January 1, 2015.

Procedure for acceptance, registration and coordination in the Ministry of Finance of distribution of budgets for 2015

1. Distribution of budgets is constituted and affirms according to the Regulations on distribution of the government budget for 2015 approved by the Order of the Minister of Finance No. 169 of December 9, 2014.

2. Distribution of budgets is constituted separately for:

2. 1) initial approval;

2. 2) changes to initial approval which affect the annual law on the budget;

2. 3) changes to initial approval which do not affect the annual law on the budget.

3. According to articles 21 and 25 of the Law on public finance and budget and tax responsibility, No. 181 of 25.07.2014 (The official monitor of the Republic of Moldova No. 223-230/519 of 8:08. 2014) the following procedure for acceptance, registration and coordination in the Ministry of Finance of distribution of budgets is established.

The distribution of budgets containing "initial approval"

4. Distribution of budgets (the code of distribution of the budget of the central body of the public power - one copy and distribution of the budget of budgetary institution - two copies) is represented the letter to the Ministry of Finance the budget body which is transferred by department of acceptance of correspondence of the Ministry of Finance to the management of industry finance supervising the corresponding industry and/or the management supervising the capital investments.

5. The management of industry finance and/or management supervising the capital investments considers distribution of budgets and in case of lack of notes fills code of management, date, signs and transfers in GP "Fintehinform".

6. In GP "Fintehinform" distribution of budgets is registered (number of registration and date) and is entered into information system. Data from the submitted documents are subject to mathematical check and other types of control according to the established algorithms and are signed by the responsible person.

7. GP "Fintehinform" returns the distribution of budgets entered into information system (under the signature) to the budget bodies.

The distribution of budgets containing "changes to initial approval which affect the annual law on the budget"

8. These distributions of budgets, and also those which provide assignment from reserve fund of the Government are accepted, registered and approved according to Items 4-7.

9. Distribution of budgets which provide increase in income/expenses without inclusion in the plan (signature stamp "1") are represented according to the procedure specified in Items 4-7, and it is approved with head department of synthesis of the budget.

10. If the code of distribution of the budget of the central body of the public power contains changes between months, it shall be previously approved with the State Treasury.

The distribution of budgets containing "changes to initial approval which do not affect the annual law on the budget"

11. Distribution of budgets (the code of distribution of the budget of the central body of the public power - one copy and distribution of the budget of budgetary institution - two copies) is transferred to GP "Fintehinform" or if the code of distribution of the budget of the central body of the public power contains changes between months, previously is approved with the State Treasury.

12. In GP "Fintehinform" distribution of budgets is registered (number of registration and date) and is entered into information system, this from the budgets provided in distribution are subject to mathematical check and other types of control according to the established algorithms and are signed by the responsible person.

13. Distribution of budgets, entered into information system, transfers GP "Fintehinform" (under the signature) to the budget bodies.

14. Circulation period of distribution of budgets in the Ministry of Finance and GP "Fintehinform" shall not exceed from the date of obtaining: 10 working days - for distribution of budgets - initial approval and 3 working days - for distribution of budgets - changes.

15. Based on Item 4.2 of the Regulations on distribution of the government budget for 2015 approved by the Order of the Minister of Finance No. 169 of December 9, 2014, the distribution of budgets provided to the Ministry of Finance after the 20th is not considered and returns to the budget bodies.
