About the Concept of nuclear and radiation safety of the State Parties of the CIS in the field of use of atomic energy in the peace purposes

The Council of Heads of Government of the Commonwealth of Independent States solved:

1. Approve the Concept of nuclear and radiation safety of the State Parties of the CIS in the field of use of atomic energy in the peace purposes it (is applied).

2. Ask the governments of the State Parties of the CIS to charge to take to the interested ministries and departments measures for implementation of the specified Concept.

3. Suggest the governments of the State Parties of the CIS to use provisions of the Concept of nuclear and radiation safety of the State Parties of the CIS in the field of use of atomic energy in the peace purposes in case of development of national programs and implementation of the actions aimed at ensuring nuclear and radiation safety.

4. Charge the Commissions of the State Parties of the CIS on use of atomic energy in the peace purposes to develop the Plan of priority actions for implementation of the specified Concept and to submit it for approval of CIS Economic Council in 2015.

The concept of nuclear and radiation safety of the State Parties of the CIS in the field of use of atomic energy in the peace purposes

I. General provisions

The concept of nuclear and radiation safety of the State Parties of the CIS in the field of use of atomic energy in the peace purposes (further - the Concept) is developed according to the Plan of priority actions for implementation of the Framework programme of state cooperation - members of the CIS in the field of peaceful use of atomic energy for the period till 2020 "COOPERATION" ATOM - the CIS", accepted by the Decision of Council of CIS Heads of Government of May 19, 2011, and is based on provisions of the Agreement on the basic principles of cooperation in the field of peaceful use of atomic energy of June 26, 1992 and the Agreement on coordination of the interstate relations of the State Parties of the CIS in the field of use of atomic energy in the peace purposes of May 31, 2013.

The concept considers that use of atomic energy in the peace purposes is the integral component of the habitat of modern civilization and that technologies of nuclear industry in the industry, power, medicine, agricultural industry positively influence development of economy and quality of life of the population of the State Parties of the CIS.

The concept takes into account importance of number of radio environmental problems, general for the majority of the State Parties of the CIS coming influence of effects of radiation accidents, nuclear testing, placements of spent nuclear fuel and accumulating of the radioactive waste connected with development of technologies of nuclear industry, the treatment of spent nuclear fuel and radioactive waste and conclusion from operation of subjects to use of atomic energy.

Provisions of the Concept reflect understanding that potential radiation accidents can demand attraction of resources and close cooperation of the State Parties of the CIS.

The concept is developed taking into account different approaches to scientific and technological support of nuclear programs in the State Parties of the CIS.

The concept expresses consent with decision making methodology on the basis of decrease in radiation risks for personnel, the population and the environment to socially acceptable level in case of development of use of atomic energy in the peace purposes.

Provisions of the Concept are basis for development of the Program of collateral actions and the Plan of priority actions for ensuring nuclear and radiation safety and development of use of atomic energy in the peace purposes.

II. Concept purpose

The purpose of the Concept is determination of the basic principles and tasks and priority directions them realization for adoption of joint decisions and carrying out joint and national operations on ensuring nuclear and radiation safety in the territories of the State Parties of the CIS in the field of use of atomic energy in the peace purposes on the near-term outlook and for the long-term period for decrease in radiative effects of subjects to use of atomic energy on health of personnel, the population and the environment in the State Parties of the CIS in case of sustainable development of their economy.

III. Terms and determinations

Nuclear and radiation safety in the Concept is understood as condition of security of personnel, the population and the environment from impact of ionizing radiation in case of which the extent of this impact estimated according to modern scientific data corresponds to acceptable risks taking into account social and economic factors.

The radiation risk in the Concept is understood as harmful effects of radiation exposure on health of the person, and also possibility of such impact and other threats of emergence of the harmful effects connected with radiation or potential radiation.

The personnel in the Concept are understood as the persons which are exposed to radiation exposure in the course of the work with technogenic sources or working at radiation object.

IV. Main objectives

The main objectives on ensuring nuclear and radiation safety are:

1. Enhancement of regulation of nuclear and radiation safety when using atomic energy in the peace purposes.
