About approval of the Regulations on the tender "The Best Teacher of the Highest Educational Institution"

1. Agree with offers of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan, the ministries and departments having the highest educational institutions:

about carrying out the annual all-republican tender "The Best Teacher of the Highest Educational Institution" (further - tender);

about the organization of carrying out tender in two stages: intra high school stage (in each highest educational institution) and republican stage.

2. Determine the main objectives of carrying out tender:

a) at the first, intra high school stage:

acceptance and the analysis of the educational and methodical, research, spiritual and educational materials provided by participants of tender;

the organization and quality evaluation of the open classes given by participants of tender;

determination of winners and issue of recommendations for their participation in republican stage of tender;

b) at the second, republican stage:

acceptance and the analysis of the recommendatory documents and presentation materials of participants of tender submitted by the highest educational institutions;

the organization and holding the presentation of the materials prepared by participants of tender;

assessment and determination of winners of tender on the nominations;

organization of financial and moral incentive of winners of tender;

the organization of extended coverage of the course and results of tender in mass media.

3. Approve Regulations on the tender "The Best Teacher of the Highest Educational Institution" according to appendix.

4. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan together with other ministries and departments having the highest educational institutions since 2015 to provide practical measures for carrying out tender at the high organizational level.

5. To the ministries and departments to bring the departmental regulatory legal acts into accord with this resolution in a month.

6. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan A. I. Ikramov.

Regulations on the tender "The Best Teacher of the Highest Educational Institution"

I. General provisions

1. This Provision determines procedure for carrying out the annual tender "The Best Teacher of the Highest Educational Institution" among teachers in system of the higher education (further - Tender).

Action of this provision does not extend to Academy of public administration in case of the President of the Republic of Uzbekistan, Academy of the Prosecutor General's Office of the Republic of Uzbekistan, Bank and financial academy, the Republican higher school of business and management of Abu Raykhan Beruni under the National agency of project management in case of the President of the Republic of Uzbekistan, the international and foreign highest educational institutions, and also the highest military educational institutions.

2. The purposes of carrying out Tender are identification and encouragement of highly skilled teachers, further increase in prestige of pedagogical activities, wide circulation of innovative technologies of training and education, creation of healthy competitive and creative environment of pedagogical work, stimulation of professional development and increase in skill of the faculty in system of the higher education.

3. The competition "The Best Teacher of the Highest Educational Institution" is held step by step according to the scheme according to appendix No. 1 to this Provision and includes:

a) the intra high school stage of Tender which is carried out in each highest educational institution;

b) republican stage of Tender.

4. The main objectives of carrying out Tender are:

a) at the first, intra high school stage:

acceptance and the analysis of the educational and methodical, research, spiritual and educational materials provided by participants of Tender;

the organization and quality evaluation of the open classes given by participants of Tender;

determination of winners and issue of recommendations for their participation in republican stage of Tender;

b) at the second, republican stage:

acceptance and the analysis of the recommendatory documents and presentation materials of participants of Tender submitted by the highest educational institutions;

the organization and holding the presentation of the materials prepared by participants of Tender;

assessment and determination of winners of Tender on the nominations;

organization of financial and moral incentive of winners of Tender;

the organization of extended coverage of the course and results of Tender in mass media.

5. Competition is held on the fields of education specified in appendix No. 2 to this Provision on the following nominations:

a) "The best specialty teacher" within whom works in the field of technique of training in the corresponding subject (rate) are considered;

b) "The best teacher-researcher" within whom achievements of the teacher in the field of implementation of results of its research works in educational and educational process are considered;

c) "The best teacher in use of innovative and information technologies" within whom works in the field of effective application modern pedagogical and information and communication technologies in teaching and educational process are considered.

II. Organizers and founders of Tender

6. The structure of organizing committee for carrying out republican stage of Tender (further - the Organizing committee) affirms the Minister of the higher and secondary vocational education of the Republic of Uzbekistan. Representatives of the ministries and departments having the highest educational institutions and also other organizations are part of the Organizing committee.

7. The main objectives of the Organizing committee are:

establishment of terms of carrying out Tender;

carrying out Tender at the high organizational level;
