About military civil authorities

This Law determines the organization, powers and procedure for activities of military civil authorities which are formed as temporary compulsory measure with elements of military organization of management for safety and normalization of activity of the population around repulse of the armed aggression of the Russian Federation, in particular around conducting anti-terrorist operation, is not intended change and/or cancellation constitutionally of the affirmed right of territorial communities to local self-government.

Article 1. Status and appointment of military civil authorities

1. For accomplishment of powers of local executive bodies, local government bodies in the cases established by this Law around repulse of the armed aggression of the Russian Federation, in particular around conducting anti-terrorist operation military civil authorities can be formed.

Military civil authorities are the temporary state bodies in villages, settlements, the cities, areas and areas operating as a part of the Anti-terrorist center under the Security Service of Ukraine (in case of their education for execution of powers of relevant organs around conducting anti-terrorist operation) or as a part of the Joint operational staff of the Armed Forces of Ukraine (in case of their education for execution of powers of relevant organs in the area implementation of actions for ensuring national security and defense, repulse and control of the armed aggression of the Russian Federation in the Donetsk and Luhansk regions) and are intended for ensuring operation of the Constitution and the laws of Ukraine, safety and normalization of activity of the population, law and order, participation in counteraction to acts of the armed aggression, to diversionary manifestations and acts of terrorism, non-admissions of the humanitarian disaster around repulse of the armed aggression of the Russian Federation, including conducting anti-terrorist operation.

Military civil authorities of the area, area are the temporary state bodies performing in the corresponding territory of power of regional, regional councils of public administrations and other powers determined by this Law.

In the official name of these bodies the additional name "military civil authorities" can be applied along with the name according to the Unified State Register of Legal Entities, physical persons entrepreneurs and public forming that specifies their temporary status with additional powers.

Article 2. Legal basis of activities of military civil authorities

1. Military civil authorities in the activities are guided by the Constitution of Ukraine, the Law of Ukraine "About fight against terrorism", this Law and other regulatory legal acts published according to them.

Article 3. Organization of military civil authorities

1. Military civil authorities are formed in case of need according to the decision of the President of Ukraine.

In day of entry into force of the act of the President of Ukraine of creation of military civil authorities stop according to this Law of power:

regional council, its executive office, official and officials of local self-government who work in these bodies, - in case of formation of military civil authorities of area;
