About enhancement of system of the address government public assistance

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, for the purpose of providing wide exit of citizens to bystry, convenient and transparent services in the field of social security, I decide the organizations of activities of state bodies for the address government public assistance according to the best international experience by use of innovative technologies and strengthening on this basis of social protection of needy families:

1. Create in centralized information system of the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic Subsystems of the single electronic address and appointment (PEEON) on the address government public assistance.

2. For the organization and activities of PEEON to the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic in five-months time:

2.1. for the purpose of provision to citizens of opportunity to address for receipt of the address government public assistance electronically with use of personal communication means (computers, mobile phones and so forth), and also the self-service terminals established especially for these purposes, to add the appropriate information and program resources to the Elektronnoye Pravitelstvo portal;

2.2. take necessary measures for ensuring implementation of acceptance of addresses for receipt of the address government public assistance as on paper, and electronically, by the principle "one window" and obtaining by the ministry electronically at the relevant government institutions of the references and data required according to these addresses;

2.3. for the purpose of purpose of the address government public assistance to provide carrying out inspection of material living conditions of families by means of the special computer equipment equipped with the corresponding software and transfer of results of PEEON in real time;

2.4. prepare and provide to the President of the Azerbaijan Republic offers on provision to employees of the district (city) centers of social protection of the population performing inspection of material living conditions of the families which asked for the address government public assistance, office transport or the corresponding compensation.

3. To the Ministry of Communications and Information Technologies of the Azerbaijan Republic in three-months time:

3.1. provide acquisition of the self-service terminals having necessary technical capabilities for the electronic address connected with receipt of the address government public assistance, their installation in all postal departments operating in the country and connection to the Elektronnoye Pravitelstvo portal and also together with the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic - equipment of these self-service terminals with the special program;

3.2. provide persons asking for the address government public assistance electronically, the digital signature which free use is possible only for this type of electronic service;

3.3. for the purpose of receipt of required references and data on persons who asked for the address government public assistance, and members of their families to provide exit of the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic to information resources of the relevant government institutions through the Elektronnoye Pravitelstvo portal.

4. To the Cabinet of Ministers of the Azerbaijan Republic:

4.1. in three-months time to install information systems and resources according to required references and data on persons who asked for the address government public assistance, and members of their families and to add them to the list of the information systems and resources which are subject to connection to the Elektronnoye Pravitelstvo portal;

4.2. based on offers of the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic in five-months time to prepare and approve procedure for the request for the address government public assistance, its appointments, provision and refusal in provision again;

4.3. to prepare and provide to three-months time to the President of the Azerbaijan Republic the offers connected with reduction of acts of the President of the Azerbaijan Republic in compliance with this Decree;

4.4. in three-months time to provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and to inform the President of the Azerbaijan Republic;

4.5. check reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to inform on execution of the President of the Azerbaijan Republic;

4.6. resolve other issues following from this Decree.

5. Provide to state bodies placement in the information systems and resources connected to the Elektronnoye Pravitelstvo portal, information resources according to the references and data required according to Item 4.1. this Decree for the address government public assistance.

6. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform the Cabinet of Ministers of the Azerbaijan Republic.
