1. Approve the enclosed Rules of carrying out scheduled maintenance on fire safety and mitigation of consequences of the fires on urban rail transportation.

2. To provide to committee on emergency situations of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in mass media and information system of law of Ad_let;

3) publication of this order on official Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days from the date of the first official publication.

Rules of carrying out scheduled maintenance on fire safety and mitigation of consequences of the fires on urban rail transportation

Chapter 1. General requirements

1. These rules of carrying out scheduled maintenance on fire safety and mitigation of consequences of the fires on urban rail transportation (further - Rules) are developed according to the Law of the Republic of Kazakhstan of September 21, 1994 "About transport in the Republic of Kazakhstan" and the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection".

2. Rules determine procedure for the organization and implementation of scheduled maintenance on fire safety and mitigation of consequences of the fires on the subway for non-state fire service (further - NGPS), in the organizations of tram, easily rail, monorail transports for voluntary fire-proof forming (dalee-DPF).

Chapter 2. Procedure for carrying out scheduled maintenance on fire safety on urban rail transportation

3. Ensuring fire safety is assigned to the head of object of urban rail transportation. The head of the organization determines separate objects and sites, responsible for fire safety.

4. The main form of ensuring fire safety of railway vehicles and objects of urban rail transportation is the scheduled maintenance which is carried out for the purpose of timely identification and elimination of the reasons creating threat of emergence of the fires.

Scheduled maintenance represents set of planned inspections, regular control inspections, daily control regarding observance of requirements of fire safety, and also control of execution of instructions of the state inspectors on control in the field of fire safety.

5. Scheduled maintenance on fire safety is carried out by NGPS of the subway, DPF of the organizations of tram, easily rail, monorail transports.

6. When carrying out scheduled maintenance of NGPS, DPF the measures directed on are taken:

1) maintenance of the corresponding fire prevention regime in case of operation of railway vehicles and objects of urban rail transportation, by carrying out inspections regarding observance of requirements of fire safety;

2) training of employees of urban rail transportation in measures of fire safety and to actions in case of the fire;

3) participation in development by bodies of civil protection of operating plans of fire extinguishing of objects of urban rail transportation, the organization of departmental planned trainings and doctrines on their working off, and also participation in the doctrines initiated by divisions of the public fire service;

4) implementation of the new technical solutions directed to decrease in fire risk.

7. Scheduled maintenance on fire safety on the subway includes:

1) carrying out planned inspections of railway vehicles and objects of the subway (at least two times a year);

2) carrying out regular control inspections of railway vehicles and objects of the subway;

3) carrying out daily control of observance of the established requirements of fire safety;

4) development of the documents aimed at providing fire safety;

5) carrying out explanatory work with employees of the subway about measures of fire safety and actions in case of the fire.

8. When carrying out inspections of railway vehicles or objects of the subway it is established:

1) availability of instructions about measures of fire safety and extent of their observance;

2) compliance of actual state of fire safety of object to requirements of fire safety;

3) extent of accomplishment of earlier established fire-proof actions, including proposals of the state inspectors on control in the field of fire safety;

4) availability in the person on duty on the station of each station of the subway of the operating plan of fire extinguishing, instructions about measures of fire safety, the plan of evacuation of passengers, operations procedure of employees of the subway during the work of mines of tunnel ventilation in case of smoke or the fire;

5) knowledge employees of the subway of requirements of fire safety and skills of fire extinguishing in case of the fire;

6) availability in premises of dispatching service and persons on duty on the station of the subway (fire posts) of the instruction about actions of personnel operational (person on duty) in case of receipt of signals of the fire and defect of installations (systems) of the fire automatic equipment and alarm system approved by the head of transport enterprise of the subway;

9. NGPS are developed annual, quarter and monthly plans of preventive actions which affirm the head of object of urban rail transportation. In plans organizational and preventive actions and objects which are going to be inspected are specified.

10. The head of NGPS, DPF controls accomplishment of plans, doing in them marks. In case of failure to carry out of separate actions the certificate of the reasons of their failure to carry out in which the carried-out work provided by the plan is reflected is quarterly constituted.
