1. Approve the enclosed Rules of accounting of the foreigners wishing to adopt the children who are citizens of the Republic of Kazakhstan.

2. To committee on protection of the rights of children of the Ministry of Education and Science of the Republic of Kazakhstan (Orazaliyeva Z.) provide:

1) in accordance with the established procedure state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in mass media and information system of law of Ad_let;

3) placement of this order on official the Internet - resource of the Ministry of Education and Science of the Republic of Kazakhstan.

3. To impose control of execution of this order on the vice-Minister of Education and Science of the Republic of Kazakhstan E. Imangaliyev.

4. This order becomes effective after ten calendar days after its first official publication.

Rules of accounting of the foreigners wishing to adopt the children who are citizens of the Republic of Kazakhstan

1. These rules of accounting of the foreigners wishing to adopt the children who are citizens of the Republic of Kazakhstan (further - Rules) are developed according to Item 3 of article 89 of the Code of the Republic of Kazakhstan of December 26, 2011 "About scrap (matrimony) and family" and establish procedure for the organization of accounting of the foreigners wishing to adopt the children who are citizens of the Republic of Kazakhstan.

2. Accounting of the foreigners wishing to adopt the children who are citizens of the Republic of Kazakhstan is made by foreign institutions of the Republic of Kazakhstan.

3. The foreigners wishing to adopt the children who are citizens of the Republic of Kazakhstan for registration file the following documents to foreign institution:

1) the petition of the agency on adoption accredited by Committee on protection of the rights of children of the Republic of Kazakhstan according to the Code of the Republic of Kazakhstan of December 26, 2011 "About scrap (matrimony) and family" according to appendix 1 to these rules;

2) the written application (in any form) about their statement on accounting (with indication of surname, name, middle name (in the presence), birth dates and birth places, passport numbers by whom and when it is issued);

3) the completed accounting card with the photo according to appendix 2 to these rules.

4. The consular official within three working days from the date of submission of documents registers them as persons interested to adopt the children who are the citizen of the Republic of Kazakhstan and issues the corresponding certificate of registration in form according to appendix 3 to these rules. The copy of the reference is attached to accounting card.

5. In case of provision of incomplete document package or submission of the documents which are not corresponding to the established forms, stipulated in Item 3 these rules, foreign institutions refuse documents acceptance.

6. After elimination by the foreigner of the allowed shortcomings documents repeatedly are filed to foreign institution.

7. Accounting cards are stored in alphabetical order in card-index accepted on accounting according to the Section "The Foreigners Wishing to Adopt the Children Who Are Citizens of the Republic of Kazakhstan".

8. Information on the foreigners accepted on accounting once in half a year goes to Department of consular service of the Ministry of Foreign Affairs of the Republic of Kazakhstan for further transfer to Committee on protection of the rights of children of the Republic of Kazakhstan.
